Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju City receives grade A on traffic culture index City moves up to 2nd place from 17th Jeju City has reported a sharp rise in the city’s traffic culture index. In last year's traffic culture index survey released by the Ministry of Land, Infrastructure and Transport and the Korea Transport Safety Authority, Jeju ranked second and received a grade A among 29 cities with a population of more than 300,000. The city moved up 15 spots to take the second spot after ranking 17th in 2019. The island was highly praised for the improvements made in pedestrian conditions at crosswalks and intersections along with increased measures to prevent traffic accidents. The city has announced that 50 public parking lots and 4,000 parking spaces will be open free of charge from the 11th until the 14th. The government plans to deploy parking managers from the first day of the holiday to minimize traffic congestion for seven public parking lots at traditional markets, which are expected to attract a high number of visitors.   • 2nd airport public opinion poll results to be reviewed by process management committee Committee members include representatives from provincial government and council The public opinion poll regarding the second airport will be carried out by nine local media outlets affiliated with the Jeju Journalists Association, including KCTV. The province and the provincial council have announced that the poll results will be submitted to the Ministry of Land, Infrastructure and Transport after the joint process management committee has reviewed the results. The committee consists of four members, including a representative from the provincial government, a member of the provincial council’s Conflict Resolution Committee and two civilians recommended by the two organizations. The poll results will be analyzed for objectivity and fairness while also checking for any numerical errors. The poll will be commissioned to two survey agencies from the 15th to the 17th for three days and conducted on 2,000 Jeju residents as well as 500 residents of Seongsan-eup. The results will be announced at 8 pm on the 18th. 2.   • Province reports ￦16.2B in overdue wages Over 3,000 people file for unpaid payments Jeju Island has calculated 16.2 billion won in overdue wages in the province. The provincial government has reported that as of the end of last year, 1,300 businesses and 3,000 employees were associated with overdue wages, totaling to 16.2 billion won in unpaid payments. Of the 16.2 billion won, 9.9 billion won has been settled, with the remaining 6.26 billion won under judicial process or waiting to be liquidated. Jeju Island plans to cooperate with the Gwangju Regional Employment and Labor Administration to come up with a solution before the Lunar New Year holiday and to provide free legal services from the Korea Legal Aid Corporation. 1. 제주지역 체불임금 162억원…3천명 넘어 제주지역 체불임금이 162억 원에 달하는 것으로 나타났습니다. 제주도가 지난해 말 기준 체불임금 실태를 분석한 결과 체불임금 관련 사업장 수는 1천 300여 개, 근로자 수는 3천여 명으로 총 162억 원이 체불된 것으로 집계됐습니다. 이 가운데 99억원은 해결됐지만, 나머지 62억 6천만원은 아직 사법처리 중이거나 청산이 필요한 것으로 조사됐습니다. 제주도는 광주지방고용노동청과 협력해 설 명절 이전에 최대한 체불임금 문제를 해소하고 해결이 어려운 체불임금에 대해서는 대한법률구조공단 무료법률구조 서비스를 연계 지원한다는 방침입니다.

  • Jeju Island will begin COVID-19 vaccinations starting this month. According to the province’s vaccination schedule, first doses will be offered to senior citizens, nursing home employees, and frontline workers. The province’s goal is to inoculate 70 percent of residents by the end of November. Joseph Kim reports. Seoul has unveiled its plan for COVID-19 vaccination which will be carried out beginning this month through November. The first doses will be offered to front-line health care workers and people more vulnerable to the virus. Recording Jeong Eun-kyeong / Commissioner, Korea Disease Control and Prevention Agency Under the government’s plan, vaccinations will be given to the public from this month through November to minimize mortality and prevent virus spread, which aims at reaching herd immunity. <씽크:정은경/질병관리청장> "정부는 코로나19로 인한 사망자를 최소화하고 지역사회 전파 차단을 위해 11월까지 집단 면역 형성을 목표로 하는 코로나19 예방접종을 2월부터 차례대로 시행할 계획입니다." Accordingly, the vaccines will be delivered to the island. AstraZeneca’s vaccine will be offered during the first quarter of the year, Moderna’s and Janssen’s will be given during the second quarter and Pfizer’s will be offered during the third quarter. People cannot choose the types of vaccines. The vaccination plan is the same as the nation’s. During the first quarter, workers at long-term care homes and healthcare workers will be getting the shot. Next in line are adults aged 65 or older and the rest of the health care personnel, who can expect their inoculations in the second quarter. People who are between 19 and 64 years of age will be able to get their shots beginning the third quarter of the year. Everybody will eventually be vaccinated in phases, except for pregnant women and children under 19, whose trial results are unavailable at the moment. Under the plan, 472,000 people will be vaccinated by November. That’s 70 percent of the Jeju population. Inoculations will be made at (한라) Halla Gymnasium, Seogwipo Innovation City Gymnasium and clinics and hospitals which will be designated by authorities. A doctor is allowed to deliver the vaccine to up to 150 people a day.   • Compensation lawsuit filed by 4·3 Incident prisoners holds 2nd hearing Court requests for plaintiff to resubmit more concise video as evidence A compensation lawsuit was filed against the state by former prisoners of the 4.3 Incident who were acquitted at a retrial that was held over 70 years after the incident. The final hearing of the lawsuit is scheduled for April 15th. On the afternoon of January 28th, the Jeju District Court held the second trial of a compensation lawsuit filed against the state by 39 people, including Yang Geun-bang (양근방), a surviving prisoner. The court requested for the plaintiff’s attorney to resubmit a video containing 20 testimonies in a more concise manner as evidence. The 4.3 Incident survivors and bereaved families are suing the state for 10.3 billion won to compensate for mental suffering from illegal detention and after effects of torture. In response, the defendant argued that as the 4.3 Incident investigative report was published in 2003, the statute of limitations for compensation ended in 2006, 3 years after victims and damage were confirmed, so the state is no longer liable for compensation. The final hearing is scheduled to be held on April 15. 3. 무죄 판결 4·3수형인 국가 상대 손배소 4월 마무리 70여년 만에 재심을 통해 무죄 판결을 받은 4.3 생존 수형인들이 국가를 상대로 제기한 손해배상 청구 소송이 진행되고 있는 가운데 오는 4월 최종 변론 기일이 열릴 예정입니다. 제주지방법원 제2민사부는 28일 오후 4.3 생존 수형인 양근방 할아버지와 유족 등 39명이 국가를 상대로 제기한 손해배상 청구 소송 2차 재판을 열고 원고측 변호인에 영상 녹취 자료를 핵심을 추려서 다시 제출할 것을 요구했습니다. 4.3 생존수형인과 유족들은 불법구금과 고문으로 인한 휴유증, 그동안 받아온 정신적 고통 등을 반영해 모두 103억 원을 국가에 청구했습니다. 이에 대해 피고측은 4.3 진상규명 조사보고서가 발간된 2003년을 기준으로 2006년을 소멸시효 종료 시점으로 보고 손해배상 책임이 없다고 주장하고 있습니다. 한편 재판부는 오는 4월 15일 최종 변론기일을 진행할 예정입니다.

Lee Sung-yong (이성용), a researcher at the Jeju Research Institute, along with Professor Yang Young-joon (양영준) of Jeju National University made the claims in a study on the prospects and implications of the real estate market in Jeju this year. While apartments and land will be entering a positive recovery phase this year, commercial properties and officetels will continue to experience stagnation.   • Detection of highly pathogenic AI in dead wild bird 5th case of virus found in Jeju The avian influenza virus detected in the dead carcass of a wild migratory bird found in Oedo-dong, Jeju City on January 20th has been confirmed to be highly pathogenic. Since the 20th when the AI virus was first detected and in the process of being analyzed, the province zoned off a 10-kilometer radius around the site as a wild bird forecasting area and has been enforcing restrictive quarantine measures of migratory birds and poultry farms. Restrictions will remain in place until February 10th and will only be lifted when birds in the area are confirmed negative for the virus through clinical inspection and diagnosis. This is the 5th time a highly pathogenic AI virus has been detected in wild birds on Jeju Island. 4. 외도동 야생조류 폐사체서 고병원성 AI 검출 1월 20일 제주시 외도동에서 발견된 야생철새 폐사체에서 검출된 AI 바이러스가 고병원성으로 확인됐습니다. 제주도는 AI 바이러스가 검출된 지난 20일부터 고병원성 판정에 대비해 발견지점 반경 10km를 야생조류 예찰지역으로 설정하고 철새도래지와 가금농가에 대한 차단방역을 실시하고 있습니다. 이에따라 외도일동 방역대는 2월 10일 이후 임상예찰과 진단을 거쳐 음성으로 확인돼야만 이동제한이 해제됩니다. 도내 야생조류에서 고병원성 AI 바이러스가 검출된건 이번이 5번째 입니다.
