Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The Jeju Provincial Office of Education announced their plan for public schools in the upcoming school year, and advised elementary schools with more than 900 students, along with middle and high schools with more than 700 students to only allow two-thirds of their student population on campus for classes. Elementary schools with less than 600 students and middle and high schools with less than 500 students will be permitted to offer in-person classes at 100% capacity. Exceptions will apply to kindergarten through second grade, as well as high school seniors, who will attend on-campus classes every day.   • As contactless life becomes normal during the pandemic, scammers are coming up with new ways to commit fraud. A voice phishing scam was thwarted recently by a bank teller who became suspicious when a client requested a large cash withdrawal in order to take out a loan. Joseph Kim reports. A man in his fifties handed his cash card to a bank teller saying he needed to withdraw 13 million won in cash to take out loans. The bank teller was suspicious of the man’s request, checked the text messages received on the man’s mobile phone and called someone using the bank teller’s phone. Soon, the bank teller found out it was a voice phishing attempt by a fraudster who pretended to be an officer from the Financial Supervisory Service and a bank. The customer luckily avoided the fraud thanks to the clever bank teller. Voice phishing is still an issue in our society. 474 cases of voice phishing were reported in Jeju last year. About 500 voice phishing scams on average were reported every year over the last three years. Over the three year period, the amount of damage exceeded 23 billion won. As contactless life has become the norm during the pandemic, fraudsters have made ill use of the phenomenon. They send short text messages of new year’s greetings or delivery notices of a gift that drive phone users to fall prey to the phone crime. The police have advised that in case you are not sure where an application is from, not to install the app on your phone but to instead use your bank’s delayed deposit service to prevent falling victim to voice phishing crimes. Vehicles eligible for the initiative are diesel cars with level 5 emissions along with construction trucks manufactured before 2006. Subsidies of up to 30 million won will be offered for vehicles that are 3.5 tons or more and 3 million won will be given for vehicles less than 3.5 tons. According to the revised Enforcement Decree of the Road Traffic Act, Jeju City will increase fines on sedans and trucks under 4 tons from 80,000 won to 120,000 won. Vans and trucks over 4 tons will see an increase from 90,000 won to 130,000 won from May. Additional CCTV cameras will also be installed at 10 child protection zones. 5. 5월부터 어린이보호구역 불법주정차 과태료 인상 어린이보호구역 내 불법주정차 차량에 대한 과태료가 상향 조정됩니다. 제주시는 개정된 도로교통법 시행령에 따라 오는 5월부터 어린이보호구역에서 불법주정차할 경우 승용차와 4톤 이하 화물차는 현재 8만원에서 12만원으로, 승합차나 4톤 초과 화물차는 9만원에서 13만원으로 인상해 부과합니다. 또한 어린이보호구역 10곳에 CCTV를 추가 설치할 계획입니다.

The area to be purchased is in the vicinity of the National Forest of the Korea Forest Service and the Gotjawal area of Jocheon and Hankyung. The province’s aim is to collectivize sites with eco-grades of 1 and 2. The purchase price will be determined after consultation with the landowner and calculating the average of two valuations made by two separate appraisal companies.
