Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The final confirmation for the amendment will be made at the National Assembly’s plenary session. Todd Thacker reports. Report The April 3rd Incident Special Act was passed in the year 2000 and has subsequently been amended five times. These amendments have led to the creation of the April 3rd Peace Park, allocation of national funding to a memorial ceremony, and an investigation into the truth behind the incident at the national level. However, these past revisions were limited. The restoration of individual victims’ honor and compensation for the victims and bereaved families were not part of prior amendments. The newly proposed overall amendment provides the basis for the restoration of individual victims’ honor and compensation for the victims and bereaved families for the first time. If the amendment is passed, the victims and bereaved families can simply apply for a special retrial, suggested by the national government, without complicating individual applications. Application for retrial normally takes six months or more. After the amendment is made, victims and their families will be able to save time and money. Some 4,300 people who were subject to unjust convictions and wrongfully imprisoned by military and civilian courts seven decades ago are expected to apply for the simplified procedure. The Ministry of the Interior and Safety will determine the amount of the compensation and distribution methods after studying the matter. Funding for the compensation is expected to be included in the 2022 national budget. With this year’s ceremony to commemorate the tragic incident fast approaching, the proposed amendment was passed at the last minute by the Legislative Subcommittee of the Public Administration and Security Committee of the National Assembly.   • Pets to receive COVID-19 testing and management Temporary care will be made available for pets of confirmed patients Jeju Island will promote diagnostic testing and protection management plans for pets owned by COVID-19 confirmed patients. Pets of COVID-19 patients that cannot be taken care of will be placed in temporary foster care at one of 12 veterinary hospitals in the province for a fee. Free diagnostic tests will be conducted on all animals that exhibit signs or symptoms of COVID-19. The province is also planning to take measures for pets to receive quarantine treatment if confirmed with the virus. 2. 코로나19 반려동물 검사·보호 관리 계획 추진 제주도가 코로나19 확진자 소유의 반려동물에 대한 진단검사와 보호관리 계획을 추진합니다. 우선 반려동물을 대신 돌볼 수 있는 가족이나 지인이 없는 경우 임시 위탁 보호할 수 있도록 도내 동물병원 12개소를 지정해 유료로 운영합니다. 특히 반려동물이 코로나19 의심증상을 보일 경우 무료 진단 검사가 이뤄집니다. 또 반려동물이 코로나19에 확진되면 격리 치료를 받을 수 있도록 조치할 계획입니다.

  • 4·3 Special Act amendment passed by National Assembly subcommittee Final confirmation to be made at the end of February The revised bill of the 4.3 Special Act has been passed by the National Assembly’s Legislative Subcommittee of the Public Administration and Security Committee. The subcommittee held a meeting on the morning of the 8th and unanimously passed the revision of the 4.3 Special Act, which was proposed by Rep. Oh Young-hoon of the Democratic Party of Korea. The passing of the amendment comes after a revision in the wording of the regulations regarding compensation payments where the phrase "devising support" was changed to "providing support". A fact-finding body was also included in the revised amendment to be officially incorporated in the 4.3 Peace Foundation. Previously, the amendment stated the possibility of the incorporated body.   • It has now been a year since the provincial government suspended Jeju’s visa waiver program due to Covid-19. As a result, the number of international arrivals has decreased by more than 90 percent. Local businesses including duty free shops and casinos have been hit hard. Joseph Kim reports. Report This is a terminal of the Jeju International Airport. It’s empty and quiet. Notices of “Flights suspended” are placed here and there. Since the visa waiver program was suspended to minimize entry of COVID-19 infected arrivals to the island, the airport has become noticeably uncrowded. All of the flights between Jeju and China that had connected about 150 times a week and flights to Japan, Taiwan, and Malaysia have been halted. This directly impacts local businesses including shops on one of the island’s popular shopping streets, (누웨마루) Nuwemaru. Chinese tourists who had filled the street are now rarely spotted. Many shops have been closed as they cannot make ends meet for the decreased number of shoppers. According to the Provincial Tourism Association, the number of international visitors has dropped by one fifth, compared with the number when international arrivals enjoyed the visa waiver program and visitors reached one million a year. Korean tourists have replaced international visitors, but a nosedive in sales is unavoidable. Duty free shops and casinos are on the brink of extinction. Lotte and Shilla duty free shops have been closed since June, and have partially opened since the end of last year, but few sales are made. Casino businesses for non-Koreans are also in danger. Vaccines are planned to be delivered and distributed from this month at the earliest. But countries have different vaccination schedules and virus variants are spreading globally, so it’s unclear when international tourists will be able to freely enter the island again. The province plans to reorganize major industries in accordance with local demand and the national government's New Deal policy. The clean health food industry will be modified as the clean bio-industry, while the intelligent tourism content industry will be reorganized as the smart tourism industry, and the smart grid industry will be expanded to the green energy industry. The budget for implementing the changes is 19.85 billion won, which is an increase of 2.3 billion won from last year. The province will maintain Jeju’s special entrance procedures and screening clinics for COVID-19, as well as strengthen the response system for complaints against quarantine violations.
