Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Participatory Budgeting without Residents
  • It has been seven years since the resident participatory budgeting was introduced. But it seems to have failed to reflect the voices of the island’s residents. Issues on committee formation and budget coverage have yet to be solved. Mike Laidman reports. Gross misuse of Jeju’s participatory budget has been discovered. Tens of millions of won from the budget, introduced seven years ago, has been spent on renovating community centers - something not approved by residents. Other facilities, some of which saw investments of hundreds of millions of won, have failed to find operators and are now left unattended. It now goes without saying that the participatory budget has not been successful. Between 2015 and 2019, 2.5 billion won was spent on facilities which are not being used. The money was essentially wasted. Failure to reflect the voices of residents and then poor budget execution and management are being named as key factors for the current situation. As of the end of 2019, the resident participatory budget committee consisted of about 1,300 members. Among them, 73 percent were male, and only 27 percent were female. Additionally, the inclusion of socially disadvantaged classes was just too small. The ratio could never ensure fair representation. The planning and outcomes for the resident participatory budget are supposed to go public, but 86 percent of the 43 communities with access to the funds did not post their usage on their respective websites. The Local Finance Act has been revised to enable residents to participate in budgeting, execution, and management. However, related ordinances and the Jeju Special Act do not reflect this other revision. The participatory budget is limited to local projects proposed by area residents, and at only 20 billion won, is a mere 0.5 percent of the province’s annual budget. JNU to conduct non-face-to-face classes Social distancing measures implemented for first 3 weeks of 2nd semester In response to the resurgence of COVID-19 cases in the nation, Jeju National University has decided to conduct non-face-to-face classes for the first three weeks of school in the 2nd semester. JNU has said it will operate entire lectures as non-face-to-face classes for three weeks from the 1st to the 19th of next month. However, for subjects that require face-to-face classes, such as laboratory sessions, the classes will be required to comply with prevention standards and be conducted after consultation with the students. Jeju National University had previously announced and recommended non-face-to-face lectures for classes with more than 50 students and face-to-face lectures for less than 50 students for the first two weeks of the second semester. 2. 제주대, 2학기 개강 후 3주간 비대면 강의 제주대학교가 코로나19 재확산 방지를 위해 2학기에도 개강 후 3주동안 비대면 강의를 진행합니다. 제주대는 2학기가 시작되는 다음달 1일부터 19일까지 3주동안 강의 전체를 비대면으로 운영하기로 했다고 밝혔습니다. 다만 실험실습 교과목 등 대면수업이 필요한 교과목은 방역기준을 준수하고 수강생과 협의 후 실시하도록 했습니다. 당초 제주대는 2학기 개강 후 2주 동안만 수강인원이 50명 이상 강의는 비대면, 50명 미만은 대면 강의를 권장했었습니다.

  • The local tourism industry had shown signs of recovery, but the optimism was short-lived, as the economy is suffering another hit as the number of Covid-19 cases is increasing nationwide. Beaches have been shut down earlier than scheduled, and merchants are seeing less shoppers. There has also been an increase of cancellations being made at travel agencies and accommodation facilities. Joseph Kim reports. The beach that used to be packed with vacationers on hot summer days like today is quiet. A beach parasol rental shop is removing its facilities. "Closed" signs are displayed everywhere and showers are shut down. As the number of confirmed cases of COVID-19 has increased, beaches were closed early. Facilities of community owned shops and restaurants are also being removed. The island enjoyed an upswing in tourism during the summer vacation season and the long weekend of National Liberation Day. Many visitors chose the island as a vacation destination to avoid COVID-19 prone areas. But the boom did not last long. The local tourism industry is seeing a depression again. Seoul has recently raised the social distancing grade to level two to tighten virus quarantine measures. Under national guidance, beaches were closed early. Seoul recommends the public to cancel or delay travel. Cancellations are being made at hotels and travel agencies, especially for group trips during this autumn. The second wave of the COVID-19 pandemic has arrived earlier than anticipated, and is sending the local tourism industry deeper into trouble. Joseph Kim, KCTV

Typhoon Bavi is the eighth major storm system of the year and is a strong mid-sized typhoon, with a central pressure of 945 hectopascals and a wind speed of 40 to 60 meters per second. The storm is bringing very strong gusts with 100 to 300 millimeters of rain, but the storm could dump more than (500) millimeters at higher elevations. Authorities say it is important to secure outdoor facilities to prevent damage. The Jeju Regional Meteorological Administration says the winds and rain will continue into Thursday Morning.

Social Distancing at Level 2 Additional special disinfection administrative measures put in place In order to prevent the spread of COVID 19 within the province, Jeju Island has invoked the special disinfection administrative measures following the upgrade of the social distancing guidelines to Level 2. As a result, indoor gatherings of over 50 people and outdoor gatherings of over 100 people are prohibited, as well as all religious meetings and events outside of an official worship service. In addition, it is mandatory to wear masks in high-risk facilities, on public transportation, airplanes, and indoor tourist facilities, and all persons must comply with preventive regulations at each business site. Violations of the special administrative measures may result in a fine of up to 3 million won, and if a confirmed COVID 19 case occurs due to a violation, the province reserves the right to demand reimbursement for all related costs. Those who do not wear a mask in high-risk facilities or on public transportation can also be fined up to 100,000 won. Jeju Island has asked all relevant businesses to comply with preventive guidelines, such as maintaining a visitor’s log and regularly disinfecting facilities, and also requested religious organizations to conduct non-face-to-face worship services. 2. 사회적 거리두기 2단계…제주형 특별방역 행정조치 발동 제주도가 코로나19 도내 확산을 차단하기 위해 사회적 거리두기 2단계 격상에 따른 제주형 특별방역 행정조치를 발동했습니다. 이에 따라 실내 50인, 실외 100인 이상의 모든 공공기관의 행사나 집회, 종교시설 정규 예배 외의 각종 모임과 집합, 행사 등이 금지됩니다. 또 각 사업장별 핵심 방역수칙 준수와 함께 고위험시설과 대중교통, 비행기, 실내 관광시설 내에서의 마스크 착용이 의무화됩니다. 특별행정조치 위반시에는 관련법에 따라 300만 원 이하의 벌금에 처해질 수 있고 이로 인해 확진자가 발생할 경우 방역 비용에 대한 구상권이 청구될 수 있습니다. 고위험시설과, 대중교통 등에서 마스크를 착용하지 않을 경우에는 10만 원 이하의 과태료가 부과됩니다. 제주도는 도내 생활속 거리두기 41개 유형 사업장에 출입자 명부 관리와 시설 소독 등의 방역 수칙 준수를 당부하고 종교 시설에도 비대면 예배를 권고했습니다.
