Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • 1. Jeju reports 7 new cases of COVID-19 over 3 days Province in ‘state of emergency’ Jeju Island has confirmed 7 new cases of COVID 19. The province announced that the 29th patient, who was classified as a contact of a confirmed patient from Yongin City, Gyeonggido Province, was confirmed to be positive for COVID 19 on the evening of the 24th. An epidemiological investigation confirmed that the 29th patient is a retired pastor in his 70s and was most likely infected after delivering a sermon on the 16th at Saebit Church in Yongin City of Gyeonggi-do Province. The patient’s wife was also confirmed positive early Tuesday morning. Another couple, who are residents of Jeju, visited the Seoul metropolitan area for two days from the 15th to the 16th with their children, and were confirmed positive Monday around 10 p.m. The couple reported having symptoms of fever. In addition, a resident of Incheon, who arrived on Jeju Island on the 23rd, was contacted by the Gangnam-gu Health Center in Seoul on the 24th and was confirmed to be positive with COVID 19. However, this incident sparked controversy as the patient flew back to Incheon on the afternoon of the 24th before the test result was released. The 34th patient in the province was confirmed additionally on the 25th. The patient visited Seoul for three days from the 15th and also came into contact with the 30th patient on the 18th. Both are employees of JDC. A씨의 부인 역시 25일 새벽 양성판정을 받은 것으로 확인됐습니다. 이와함께 자녀와 함께 지난 15일과 16일까지 이틀 동안 수도권 지역을 방문했던 부부도 어젯밤 10시쯤 확진 판정을 받았습니다. 이들 부부는 각각 발열증상을 보이고 있는 것으로 전해졌습니다. 또 23일 제주에 들어 온 인천시 주민이 24일 서울 강남구보건소에서 연락을 받고 검사한 결과 확진 판정을 받았습니다. 하지만 검사결과가 나오기 전인 24일 오후 비행기를 타고 인천으로 돌아간 것으로 확인돼 논란이 일고 있습니다. 제주도는 도내에 있는 29번, 30번, 31번, 33번 확진자를 제주대학교 병원 음압병상으로 이송하는 한편, 확진자들의 접촉자를 조사하고 있습니다.

  • The shrinking population in Jeju has rebounded since COVID-19 broke out. Experts say that temporary residents who want to avoid virus-prone areas have led to the population growth. Todd Thacker reports. The COVID-19 crisis has meant that increasing numbers of people have chosen to move to Jeju from the mainland. According to Statistics Korea, at the end of last year Jeju was seeing a net population outflow. In the month of March alone, the island lost 360 residents. However, the shrinking population in Jeju has rebounded. A net inflow of 450 residents was recorded in June. (경기) Gyeonggi Province and Jeju Special Self-Governing Province are the only areas that have observed a net population inflow for three consecutive months among 17 cities and provinces in the nation. Increasing numbers of temporary residents, not permanent residents, have contributed to the net influx. Experts say that people are staying at short-term rental houses or guest houses for long or short stays to avoid virus-prone areas on the mainland. As the COVID-19 situation and local economic recovery plays out, these and other factors are expected to have a major impact on future population changes in Jeju Province. Todd Thacker, KCTV

  • Fields drying up amidst the heat wave Concerns over crop management caused by drought As the heat wave continues, there is concern over damage in rural areas due to early signs of drought. According to the Jeju Agricultural Research and Extension Services, dry soil was observed in six locations, including Sinum-ri (신엄리) and Sanggwi-ri (상귀리) in Aewol-eup and Dumori in Hankyung-myeon.   • Autopsy conducted on dolphins that died in waters of Jeju Main cause revealed to be suffocation Jeju National University, in conjunction with the World Wide Fund for Nature and Seoul National University, has initiated an initiative to conduct autopsies on the Indo-Pacific bottlenose dolphin, the porpoise and the common dolphin that were found dead in the waters of Jeju. The autopsies were held at the Jeju headquarters of the Korea Water Resources Corporation on the 18th. The results found no fishing lines in the dolphin's digestive tract, but the trachea was filled with bubbles, suggesting that the animal was strangled with a fishing net. The porpoise, which was found dead last March at Iho Beach, was confirmed to be pregnant with a baby calf. According to the National Statistical Office, although there was a net loss of some 560 people in the first quarter, the numbers showed a significant shift in the second quarter with a net inflow of 700. Out of 17 cities and provinces across the country only Jeju Island and Gyeonggi-do Province have seen an increase in their net influx of population for three consecutive months. The population growth is attributed to the increase in temporary residents, such as single month-long residents, and the perception of Jeju as being a safe province with the fewest number of COVID-19 cases. 2. 코로나19 이후 제주 인구 순유입 증가 코로나19 이후 제주지역 인구 순유입이 오히려 증가한 것으로 나타났습니다. 통계청에 따르면 지난 1분기 제주에서 560여 명이 순유출됐지만, 2분기 들어 700여 명이 순유입되는 등 전환세로 돌아섰습니다. 특히 3개월 연속 순유입 인구가 늘어난 지역은 전국 17개 시·도 가운데 경기와 제주 2곳 뿐입니다. 이 같은 인구 증가세는 코로나19 확진자가 가장 적은 청정 지역이라는 이미지로 인해 한달살이 같은 임시 거주자가 늘어난 데 따른 것으로 분석됩니다.

High-risk businesses, including nightclubs, karaoke bars and buffets, have been advised to strictly comply with the social distancing rules.
