Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Property owners are reducing rent to help small business owners suffering from the national crisis caused by COVID-19. The trend of the ‘Good Landlord’ is also spreading in Jeju. (성산) Seongsan community leaders have decided to cut rent for the community’s public properties and landlords at (칠성로) Chilseong-ro have joined the movement. Meanwhile, the provincial council has proposed a bill to reduce rental fees for the island’s government-owned buildings. Todd Thacker reports. This is Seongsan Sunrise Peak, a UNESCO World Natural Heritage site and popular travel destination that is generally packed with tourists all year round. Today, though, the fear surrounding the spread of COVID-19 has meant that the area is empty. The normally bustling parking lot is empty, too. Some shops have closed their doors. As the fight to stem the spread of the virus continues, (성산) the Seongsan community has decided to join the so-called ‘Good Landlord’ movement to help small shop owners. The community has said it will cut rents by 25 percent for the next four months. This means leaseholders can save between 450,000 won and 34 million won. Starting with public organizations and financial institutions, the number of individual landlords who have joined the movement to lower rents has grown. Ten building owners in (칠성로) Chilseong-ro, Jeju City, have volunteered to support leaseholders who have seen a plunge in sales. They have cut rents by 10 percent or returned 50 percent of the rent money they had already received. Along with the efforts in the private sector, two provincial councillors, (송영훈) Song Yeong-hun and (강성민) Gang Seong-min, have proposed an ordinance bill to cut rental fees for leaseholders in province-owned buildings. INTERVIEW Song Young-houn / Councilor The proposal includes a 50% rent cut until the end of the year for province-owned buildings. The government has already started researching plans. The research includes reviewing construction feasibility and location selection. Buddhist followers will begin a special prayer to overcome and heal from COVID-19 on April 30th. This day would normally commemorate the Buddha's birthday. The Buddha's birthday ceremony is rescheduled for May 30 after one month of prayer. Prior to these events, the Buddhist community is planning to hold a lighting ceremony for Buddha's birthday at a Bongchuk tower. The event is planned for the 25th of April in Jeju City. In addition, a lantern festival is scheduled for May 16th at the Citizens' Welfare Town. 5. "코로나 사태로 부처님 오신날 행사 변경" 제주불교연합회가 코로나19 사태로 올해 부처님 오신날 행사 일정을 변경합니다. 이에 따라 당초 다음달 30일 예정됐던 부처님 오신날 행사를 개최하는 대신 코로나19 극복과 치유를 위한 특별 기도에 들어간다고 밝혔습니다. 한달 동안 기도를 거쳐 5월 30일 부처님 오신날 봉축 법요식을 봉행할 계획입니다. 이에 앞서 다음달 25일에는 제주시 연동 도령마루에서 부처님 오신날 봉축탑 점등식을 개최하고, 5월 16일에는 시민복지타운에서 연등축제를 봉행할 예정입니다.

According to Jeju Island, the National Taxi Industry Union (KCTU) and the Taxi Transport Business Union (KCTU) recently signed a labor-management cooperation agreement. As a result, 800 taxi drivers from 19 out of the 34 taxi companies in the province will be required to submit 400,000 won per month less to their company by adjusting their in-house payments from the 23rd until the end of April. As the number of taxi passengers is decreasing due to the COVID19 crisis, the number of retirees in the taxi industry is double the regular monthly average. Halting of all international flights to and from Jeju for 'indefinite period of time’ Unclear when flights will resume International flights to Jeju International Airport have been suspended indefinitely since last Thursday in the wake of COVID-19. After their final flight transporting Chinese illegal immigrants back to Shanghai, China on the 18th, Spring Airlines says they are suspending their flights indefinitely. As a result, all direct flights between Jeju and foreign countries have been cut off. The temporary cancellations started with the suspension of flights to and from China and Thailand on the 1st of March. It is unclear whether international flights are resuming next month. 2. 제주공항 국제선 항공기 운항 '무기한 중단' 코로나19 여파로 제주국제공항의 국제선 항공기 운항이 19일부터 무기한 중단됐습니다. 춘추항공은 중국인 불법체류자들을 태운 18일 오후 상하이행 임시 항공편을 끝으로 무기한 운항 중단에 들어간다고 밝혔습니다. 이에따라 지난 1일 중화권과 태국 노선 중단을 시작으로 일본(9)과 말레이시아(13) 노선까지 중단되면서 제주와 해외를 잇는 모든 직항노선이 당분간 끊기게 됐습니다. 특히 오는 29일부터 시작하는 하계 일정까지는 국제선 운항 계획이 전혀 없어서 다음달에 국제선 노선 운항이 재개될지도 불투명한 상황입니다.

The temperature tests are checking for suspected COVID-19 patients at an earlier stage. The Ministry of Land, Infrastructure, and Transport is accepting a request to operate a heat-sensitive camera at all airports throughout the country. Korea Airports Corporation (KAC) announced that they are preparing to operate heat-sensitive cameras at all airport departure sites.   • COVID-19 concerns have suspended all international flights departing from and arriving to the island. There are no scheduled international flights until the end of this month, except for a single flight which is returning illegal immigrants voluntarily to China. As the number of international visitors plunge, duty free businesses are being hit hard. Mike Laidman reports. Jeju’s usually bustling international airport is ghostly quiet, due to the fact that it’s so empty. The main halls lie quiet, and most check-in counters are deserted. Fear of COVID-19 has suspended all international flights departing from and arriving to Jeju Island. Routes between Jeju and Taiwan, Thailand, Japan, and Malaysia have all been closed for the first time in 51 years. However, a single flight linking the island with China is planned. Most of the passengers will be illegal Chinese immigrants who are voluntarily leaving the island. Terminals all around the airport are mostly empty, and very quiet - a far cry from the usual situation at this time of year. As the number of international visitors plummets, duty-free businesses are taking huge hits, with many of them simply empty. According to the duty-free industry, sales were down a staggering 50% in February compared with a month before. With international flights not expected to resume until the end of this month, it is likely that the economic shock from COVID-19 will stick around for some time more. Mike Laidman, KCTV
