Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

According to the Honam Regional Statistical Office, last year, the number of newcomers in Jeju was 94,000, and the number of people leaving the island was 92,000. This leaves the Island with a net inflow population of only 2,900. This is the first time since 2011 that the net inflow of population is in the 2,000s. This means that no one is currently under self-quarantine in relation to the confirmed cases on the island. There are currently about 50 self-quarantined cases. Those cases include 48 people who were in contact with confirmed cases from other provinces who stayed in Jeju for a certain period of time. There are also 2 Jeju citizens who contacted infected people in other regions but were transferred to Jeju Island. The ministry of education is shortening the number of units to be completed due to the reduced number of school days. Schools were scheduled to start on March 2nd. However, the start was initially delayed by a week on February 23rd, and more recently it was postponed two additional weeks on March 12th. The second and third COVID-19 patients in Jeju have been discharged from the hospital. The remaining 2 patients are being quarantined at Jeju National University Hospital.   • The local job market is being impacted by COVID-19. As the tourism industry becomes stagnant and people stay indoors because of the virus, employment is dropping. The job market is expected to be more contracted for the time being. Joseph Kim reports. The local tourism and restaurant industry is harshly being hit by COVID-19. As of last month, the number of the employed in Jeju was 380,000. That’s 9,000 decrease compared with a month before. The number of the temporarily unemployed reached 15,000. That’s 4,000 increase from a month before. When China retaliated on the nation over the deployment of US THAAD missile defence system, the unemployment increased by 8,000 in Jeju in six months and the total number reached a record high at 21,000. After the deadly virus hit the nation, 4,000 lost their jobs in a month in Jeju. Average weekly working hours have also dropped. The average weekly working hours in February were 38.3 hours. That’s 1.4 hours drop from a month earlier. That’s because as the tourism industry becomes stagnant and more people keep indoors for the virus, local businesses temporarily close down and cut business hours. The number of employed for the wholesale and retail businesses, restaurants and accommodations was 93,000 in January. That figure dropped to 86,000 in February. That means 7,000 lost their jobs in a month. The number in agriculture and fishery dropped by 3,000 and in electricity, transport, communication, and finance by 2,000. The number of full time workers increased by 1,000 and reached 161,000. In contrast, vulnerable jobs including part-timers and daily employed workers were badly impacted. The number of part-timers and daily employed workers dropped by 3,000 each. Experts expect the local job market is going more downhill as the labor statistics shown today are collected before the first infection with the virus was reported in Jeju. They selected three domestic wetland cities, including the Mulyoungari Oreum wetlands in Seogwipo City. Seogwipo’s Mulyoungari Oreum is a wetland developed in the Parasitic Volcanic Zone. It was selected as the final candidate because it is an area in which people-oriented wetland conservation activities and eco-education tourism are encouraged through village policies. The certification will be given out after a review by the Ramsar Convention Secretariat. The administrative complex security centers are operating at two locations since the 11th of this month in Songdang-ri in Gujwa-eup, and Jeoji-ri in Hangyeong-myeon. The local police officers are working in the centers and they are in charge of security patrols, traffic control, and investigation of environmental incidents. They will analyze satisfaction and operational performance before the end of this year in order to assess and expand the system to other areas starting next year. 5. 중산간 마을에 행정복합치안센터 시범 운영 제주도자치경찰단이 도내 중산간 마을 치안 사각지대 해소를 위해 행정복합 치안센터를 시범 운영합니다. 이를 위해 11일부터 제주시 구좌읍 송당리와 한경면 저지리 3두 곳에 행복치안센터를 설치하고 운영에 들어갔습니다. 해당 치안센터에는 자치경찰이 상주하며 방범순찰과 교통단속, 환경분야 사건 수사 등을 담당하게 됩니다. 자치경찰은 올해 말까지 만족도와 운영성과를 분석해 내년부터 다른 지역으로 확대 운영할 예정입니다.
