Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. Meanwhile, beginning this year a 300,000 won monthly allowance is given to every haenyeo aged 80 or more for three years after retirement. No consensus on relocation Businesses in Hwabuk Semi-Industrial Zone at odds with plan There is no consensus among the companies in the Hwabuk Semi-Industrial Zone about the proposed relocation of the area. The province asked 251 companies in the zone last July and August about the plan. 39.4 percent agreed to the move whereas 34.3 percent were against it. The remainder were undecided. Assuming the zone is relocated, 72.1 percent preferred it going to a Jeju City dong administrative district. The province is considering three options: relocating the zone, developing the existing area into a mixed use zone with residential facilities, or updating the firms' equipment and facilities. If investments and the employment situation fall short of agreements, the province will penalize the developers. That may include denying extensions to the development period. There are 37 developments of this type on the island, either in operation or under construction. The Jeju branch of the Bank of Korea forecasts slow growth in agriculture and manufacturing in 2019, but very bleak times for construction and in the tourism service sector. The overall local economy is expected to remain stagnant growth compared to last year. Analysts say the protracted slump in construction could result in some small businesses filing for bankruptcy. The plans hinge on voluntary participation by car rental companies, and that has been hard to come by. Mike Balfour reports. Many local rental car companies agreed with the provincial office to participate voluntarily in the program to reduce the number of cars by the end of last year. There was to be a reduction of 1,914 vehicles. That's only 27 percent of the province's aim of 7,000. Among the 1,914 cars, only 896 have been actually removed so far. That's far below the province's expectations. 62 percent or 65 agencies out of 105 rental car businesses have pledged to join in the car reduction policy. [slug] 62% of rental agencies take part, 2 major players don’t Two of the leading rental agencies that run more than 2,000 cars haven't participated in the reduction effort, although the two agencies are required to reduce 1,500 vehicles to meet the province's goal. The province revised the Jeju Special Act to introduce the rental car quota system in September last year. But local businesses are not fully cooperating. This is somewhat embarrassing for the provincial office. The office has extended the reduction period and encouraged local agencies to join its effort. [slug] Administrative restrictions being reviewed It is also considering restricting car operation, suspending subsidy and loan support or provision of electric vehicles to a business that refuses to join the program.
