Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

According to a provincial survey, workers aged 18 to 34 hoped to earn two million four hundred eighty thousand won per month, but that their average wage stands at just two million. That’s a gap of nearly 500,000 won. On the other hand, people aged 50 to 64 report earning an average of two million four hundred forty thousand won per month, but that they are willing to work for one million seven hundred sixty thousand won. Analysts say that means there is a lack of jobs for them. Analysts say there is also a mismatch in the employment situation. Jeju’s main industries are agriculture, forestry, and fisheries, but it’s the service sector that is hiring the most. "청년 임금수준 낮고 장년층 일자리 부족" 제주도내 고용시장에서 청년층의 임금 수준은 낮고 장년층의 일자리가 부족한 것으로 조사됐습니다. 제주특별자치도의 제주도민 일자리 인식 실태조사 결과에 따르면 만 18살에서 만 34살 청년층의 희망 임금은 248만원이지만 실제 근로자 평균 임금은 2백만 원으로 50만 원 가까이 차이를 보였습니다. 반면 만 50살부터 64살 장년층의 월평균 임금은 244만 원이지만 176만 원이면 일을 할 수 있다고 답해 장년층 일자리가 상대적으로 부족한 것으로 나타났습니다. 아울러 제주의 주력 산업은 농림어업이지만 고용 직종은 서비스 종사자가 가장 많아 일자리 미스매치도 여전한 것으로 조사됐습니다.

To prevent sudden death, the province is helping elderly woman divers retire earlier. CG-IN Before this year, 200,000 won or less was provided to retired haenyeo every month based on age. Meanwhile, beginning this year a 300,000 won monthly allowance is given to every haenyeo aged 80 or more for three years after retirement. CG-OUT Enforcement regulations will soon define specific criteria for the provision of the retirement pension. No consensus on relocation Businesses in Hwabuk Semi-Industrial Zone at odds with plan There is no consensus among the companies in the Hwabuk Semi-Industrial Zone about the proposed relocation of the area. The province asked 251 companies in the zone last July and August about the plan. 39.4 percent agreed to the move whereas 34.3 percent were against it. The remainder were undecided. Assuming the zone is relocated, 72.1 percent preferred it going to a Jeju City dong administrative district. The province is considering three options: relocating the zone, developing the existing area into a mixed use zone with residential facilities, or updating the firms' equipment and facilities. The provincial education office is advancing its schedule--the project had been planned to be complete by the end of next year. 2,462 air purifiers were distributed to kindergartens, elementary schools, and special education schools last year. Authorities will determine if the conditions the developers agreed to are being fully implemented. Those conditions include a workforce made up of over 80 percent of local workers and the hiring of local construction companies. If investments and the employment situation fall short of agreements, the province will penalize the developers. That may include denying extensions to the development period. There are 37 developments of this type on the island, either in operation or under construction. Slow economic growth forecast for 2019 Likely tough year for construction industry Experts predict economic growth to slow this year, and that it will be particularly tough for the construction industry. The Jeju branch of the Bank of Korea forecasts slow growth in agriculture and manufacturing in 2019, but very bleak times for construction and in the tourism service sector. The overall local economy is expected to remain stagnant growth compared to last year. Analysts say the protracted slump in construction could result in some small businesses filing for bankruptcy.   • The provincial government released plans last year to reduce the number of rental cars on island roads. The plans hinge on voluntary participation by car rental companies, and that has been hard to come by. Mike Balfour reports. Many local rental car companies agreed with the provincial office to participate voluntarily in the program to reduce the number of cars by the end of last year. There was to be a reduction of 1,914 vehicles. That's only 27 percent of the province's aim of 7,000. Among the 1,914 cars, only 896 have been actually removed so far. That's far below the province's expectations. 62 percent or 65 agencies out of 105 rental car businesses have pledged to join in the car reduction policy. [slug] 62% of rental agencies take part, 2 major players don’t Two of the leading rental agencies that run more than 2,000 cars haven't participated in the reduction effort, although the two agencies are required to reduce 1,500 vehicles to meet the province's goal. The province revised the Jeju Special Act to introduce the rental car quota system in September last year. But local businesses are not fully cooperating. This is somewhat embarrassing for the provincial office. The office has extended the reduction period and encouraged local agencies to join its effort. [slug] Administrative restrictions being reviewed It is also considering restricting car operation, suspending subsidy and loan support or provision of electric vehicles to a business that refuses to join the program.
