Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

There are growing questions about the role and effectiveness of the group that is charged with identifying and verifying the sources of funding for the project. Joseph Kim explains. However, the results of the committee are disappointing to residents. The committee has reviewed documents submitted by the Ora Tourism Complex developer for a year, but it was evaluated that the committee failed to identify the capital. The committee agreed that if the developer makes a deposit into an account owned by the province by June this year, the committee will write up its final conclusion on the verification work. The committee is asking for a deposit of 337.3 billion won. It’s ten percent of the development cost of 5.218 trillion won after subtracting 1.8 trillion won of revenue generated by selling off parts of the tourism complex land. This could mean that if the developer pays a portion of the development expenses to the province, the committee would give the developer the green light. But questions are raised on the roles of the committee. In addition, the province’s initial plan to hire an agency to evaluate the credit of the developer has been canceled. There has been a controversy over the validity and effectiveness of the committee since its foundation.   • New variety of mandarin orange developed
  • 5. New variety of mandarin orange developed ‘Gaeulhyang’ planned for distribution to growers in 2022 Local researchers have developed a new variety of mandarin orange. Jeju Agricultural Research and Extension Services has filed an application with the Korea Seed and Variety Service to protect the new citrus type, which it calls (가을향) gaeulhyang. Gaeulhyang is completely colored by the end of October and can be harvested around mid-November. It weighs around 200 grams, and it has sugar content of 13 degrees brix and acidity below 0.8 percent. Growers say it’s easier to peel and that its peel has fewer problems than the (황금향) hwanggeumhyang variety. They called on the province to repeal its decision to expand the tax rate to 4 percent on condominiums bought by foreign investors, arguing that doing so breaks the provincial government’s promise of taxing those properties by only 0.25 percent. According to the Jeju Provincial Tourism Association, about 14.3 million people came to the island in 2018. That’s 2.9 percent off the 2017 total of roughly 14.8 million. The island hosted about 13 million domestic tourists last year?3.1 percent fewer than in 2017.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at Altteureu Airfield. This site in Daejeong-eup, Seogwipo has a dismal history of military occupation. It was used as a launching ground for air attacks on China and kamikaze raids in the final months of World War 2. Jeju Island has always been a strategic location for both marine trade and, unfortunately, in times of war. From the Mongolian and Japanese invasions of centuries past, to the more recent occupation of Korea by Japan at the start of the 20th century, the island bears the scars of many military campaigns. [Slug CG] Sangmo-ri, Daejeong-eup, Seogwipo One area in the southwest of the island near Sangmo-ri, Daejeong-eup, is a prime example of this lasting evidence of military infrastructure. Altteureu (알뜨르), which means “a field down under” was once a massive 264-hectare airfield used by Japanese forces. It was the staging ground for long-distance air raids during the Sino-Japanese War, and later used to launch kamikaze raids during the final months of World War 2. Much of the construction was done by locals who were forced to labor under miserable conditions. In the background is a beautiful view of Sanbangsan Mountain and Hallasan Mountain to the northeast, and Songaksan Mountain to the south. The provincial government is also conducting research into these military facilities and their history.
