Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The airline plans to increase rates on domestic flights from Jeju from 30 to 40 won per kilogram next month. About 50 representatives of a local farmers’ council and an air logistics association said during a Tuesday press conference that the increase would cost local farmers 1.6 billion won annually.   • Thousands of Koreans on the island have spouses from other countries, and it’s not always easy for these couples and their children to visit those nations. That’s why KCTV and the provincial government help fund family reunions for non-Koreans who moved here for marriage. Here’s Joseph Kim with the story of one of these families. A one hour flight from Jeju to (김포) Gimpo, another hour-long bus ride to (인천) Incheon, And a five hour flight to Vietnam. It’s a long journey. But it is not the end. After another 6 hour long bus-ride and half an hour boat ride, they finally arrive at the destination. In the small village, there is the house of the parents of Ms. (고홍인) Ko Hong In, who moved to Jeju for marriage 13 years ago. She came back home with three kids. The elderly parents are preparing a special feast for the hungry visitors. They speak different languages, but understand each other with body language. This is the most precious moment to the family. Tears stream down their faces, but not from sadness, they are tears of joy. INTERVIEW Ungen Tien Hong I was worried about their long journey from Korea, but I’m relieved now. Their busy life, a good distance and the financial burden made them give up visiting her hometown. Even though they can’t meet often, a different nationality and different languages don’t hurt their family bond. New life for old Jeju Regional Meteorological Administration building Province spending \900b to turn it into startup support facility The old Jeju Regional Meteorological Administration building will be turned into a startup support facility. The provincial government, the Urban Renewal Support Center, and the Jeju Center for a Creative Economy and Innovation will develop the building into a shared space to help startups get off the ground. It will have offices and meeting rooms to cater to the needs of aspiring founders of startups and social ventures. Authorities will also offer special programs to help entrepreneurs begin their businesses. The province is spending 900 billion won on the renovations. It will finalize the design and begin work next month. National budget may include big ticket items in Jeju Funding for national maritime high school under consideration There is a growing possibility that the national government will include in its 2019 budget funding to to help cover the cost of shipping Jeju’s agricultural products to the mainland as well as money for a National Maritime High School on the island. National Assembly member and Democratic representative Wi Seong-gon says the budget plan the agriculture ministry sent the finance ministry includes 4.2 billion won in support for shipping farm products from the island. In addition, it includes 5.7 billion won for the establishment of a Jeju National Maritime High School. The proposed budget also includes 11.5 billion won for the establishment of a Jeju National Herbal Medicine Resource Center, 3 billion won for turning Seogwipo Port into a “smart control center,” and another 3 billion for the construction of a Hallasan Forest Management Center. 농산물해상운송비·국립해사고 정부예산 반영 제주지역 농산물 해상 운송비와 국립해사고 관련 예산이 내년 국비에 반영될 가능성이 커지고 있습니다. 더불어민주당 위성곤 의원에 따르면 농림식품부는 제주 농산물 해상운송비 지원 예산으로 42억원을 반영해 기획재정부에 제출했습니다. 또 해수부는 제주 국립해사고 설립 예산으로 57억원을 반영했습니다. 위 의원은 이와는 별도로 제주국가생약자원관리센터 건립사업 예산 115억원과 서귀포항 관리 스마트센터 신축 30억원, 한라산 산림생태관리센터 건립사업 30억원이 정부 예산에 반영됐다고 밝혔습니다.

  • 3. Record sales at duty-free shops in April Up 74% to US $179m Sales at Jeju’s duty-free shops hit record territory last month. According to the Korea Duty Free Shop Association and the shops themselves, receipts totaled 179 million US dollars in April. That’s 74 percent higher than the 103 million dollars earned in April 2017. Foreign shoppers led the trend??they spend 136 percent more than they had last year. Analysts credit the sales spike to a growing number of Chinese merchants who buy products in bulk here to resell in their country. 지난달 제주지역 면세점 매출 역대 최대 지난달 제주지역 면세점 매출이 역대 최대치를 기록했습니다. 한국면세점협회와 도내 면세점 업계에 따르면 지난달 제주지역 면세점 전체 매출은 1억7천9백만달러로 지난해 같은 기간 1억3백만달러보다 74% 증가했습니다. 특히 외국인 매출액은 지난해 같은 기간보다 136% 증가했습니다. 이는 대량으로 물건을 구매하는 중국인 보따리상들의 판매가 크게 늘었기 때문으로 분석됐습니다.

Growth in domestic arrivals slows 10.3% annually 2010-2017, but only 1.5% in March and April The number of Koreans visiting Jeju continues to grow, but not as quickly as it has in recent years. According to the Jeju branch of Bank of Korea, the number of domestic arrivals grew by 10.3 percent annually from 2010 to 2017. That growth rate slowed considerably to just 1.5 percent in March and April this year. Bank analysts say more Koreans are heading overseas for vacations and that fewer golfers are coming to Jeju to enjoy the sport. 내국인 관광객 증가세 둔화 제주를 찾는 내국인 관광객 증가세가 주춤하고 있습니다. 한국은행 제주본부에 따르면 지난 2010년부터 지난해까지 제주도를 찾는 내국인 관광객은 연평균 10.3% 증가했습니다 하지만 올들어 지난 3월과 4월 증가율은 전년 동기대비 1.5%에 그치는 등 크게 둔화된 것으로 나타났습니다. 한국은행은 이 같은 내국인 관광객 증가세 둔화요인으로 해외여행 수요 증가와 제주 골프 관광객 감소 등을 주 원인으로 분석했습니다.

The Jeju Election Commission is having the work done at two printing offices on the island. The process started Monday and will be finished Thursday. There are five different ballots; one each for governor, superintendent of education, standard provincial council members, education provincial council members, and proportional representatives on the council. Districts with only one candidate for standard or education provincial council seats will only have four ballots. The districts with one candidate for a standard provincial council seat are the Nohyeong-dong Gap and Eul districts, Hangyeong, and Chuja-myeon.   • Anyone who wants to develop land that is designated as a greenbelt zone must first receive a permit, but that requirement hasn’t stopped some people. Following a string of cases in which these preserved areas were illegally damaged, local officials say they will accept nothing but full compliance with the law. Mike Laidman reports. [slug] Harye-ri, Namwon-eup This Jeju landscape has an unobstructed ocean view - part of what qualified it to be designated as a ‘greenbelt zone’ in July of last year. But strangely, part of what used to be thick forest here is now empty. On the bare patch of leveled land seedlings have been planted, with dead trees piled up off to the side. [slug] Man caught for damaging ‘greenbelt zone’ A 62-year-old man, identified only as (황) Hwang, was apprehended for destroying land designated as a greenbelt and owned by his wife to transform it into a farm. [slug] 4,098 m2 of greenbelt damaged Hwang is thought to have damaged some 4,000 square meters of the protected area without approval. He allegedly illegally removed trees and dug up the ground with an excavator. A suspect in his or her sixties was caught for constructing a building on 1,500 square meters of protected land near the coastal road in (하귀리) Hagwi-ri, (애월읍) Aewol-eup, Jeju City last month. And a cafe owner is under investigation for destroying about 900 square meters of greenbelt land in (대포동) Daepo-dong, Seogwipo City.
