Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • New rules likely at Jeju beaches No smoking, no unleashed pets Local officials will likely be making some new rules for local beaches ? smoking will be banned and pets will have to be leashed. At a recent meeting of the provincial beach council, officials agreed in principle to those two proposals. They plan to work with local health organizations on how to institute the smoking ban. In addition to the leash requirement, pets will also no longer be allowed in the water, and their owners will be required to have a bag to clean up any messes they leave behind. Around 2.8 million people visited Jeju beaches last summer. That’s 30 percent fewer than the year before. "해수욕장 금연·애완동물 목줄 의무화 추진" 제주도내 모든 해수욕장에서의 흡연이 금지되고 애완동물의 목줄 착용이 의무화될 전망입니다. 제주특별자치도는 최근 해수욕장협의회를 개최하고 해수욕장의 금연구역 지정 건의를 받아들여 보건소 등 유관기관과 협의해 추진하기로 했습니다. 또 애완동물의 경우 입욕을 금지하고 백사장에 출입하기 위해서는 목줄 착용과 대변봉투 지참을 의무화하는 방안을 도입하기로 했습니다. 한편 올해 제주도내 해수욕장을 찾은 이용객은 278만 8천명으로 지난해보다 30% 감소했습니다.

[Slug CG] Thor: Ragnarok (2017, Taika Waititi) Thor must fight to protect Asgard from Hela. When Thor is imprisoned on the other side of the universe without his mighty hammer, he finds himself in a race against time to get back to Asgard to stop Ragnarok - the destruction of his homeworld and the end of Asgardian civilization. And who’s trying to wreck the day of this almighty Avenger? Why none other than the ruthless Hela - the all-powerful Goddess of Death. But first, he must survive a deadly gladiatorial contest that pits him against his former ally and fellow Avenger - the Incredible Hulk. While this is definitely a Thor movie, it is the wildest, most imaginative of the Marvel movies yet. With riotous splashes of colour, memorable characters, the ultimate bromance between the Hulk and Thor, and what are essentially disco lights spread across the whole of the movie, this is, hands down, the weirdest, but also maybe the most fun entry into the huge stable of superhero movies. And away from superheroes, to the extraordinary true story of an unexpected friendship in the later years of Queen Victoria's remarkable rule - this is Victoria and Abdul. When Abdul Karim, a young clerk, travels from India to participate in the Queen's Golden Jubilee, he is surprised to find favor with the Queen herself. As the Queen questions the constrictions of her long-held position, the two forge an unlikely and devoted alliance with a loyalty to one another that her household and inner circle all attempt to destroy. As the friendship deepens, the Queen begins to see a changing world through new eyes and joyfully reclaims her humanity. While we’re told the movie is ‘based on true events,’ there has definitely been some poetic license taken, which undoubtedly helps to buoy the film up somewhat. Judi Dench delivers a majestic performance as Victoria., but where the movie falls a bit is in its portrayal of India. The British point of view is portrayed vividly, while that of India is still too simplistic. Still, those wanting a biographical drama/comedy versus a superhero action/comedy will be well rewarded.

  • More flights connecting Jeju and Muan Asiana now offers 1 round trip daily Travelers between Jeju and Muan, Jeollanam-do now have more flight choices. Asiana Airlines is adding one round trip per day on the route, beginning Saturday, the first day of the winter schedule. That means there will be two round trips daily between the two cities ? T’way Air already offers service. Analysts say this expansion will help bring more domestic visitors to the island. 제주-무안 항공편 1일 2회로 증편 제주와 전남 무안을 연결하는 항공편이 확대됩니다. 아시아나항공은 동절기 스케줄이 시작되는 오는 29일부터 매일 왕복 1차례씩 제주-무안 정기노선을 신규 취항한다고 밝혔습니다. 이에따라 제주-무안 노선 항공편은 기존 티웨이항공과 더불어 하루 2편으로 늘어나게 됩니다. 항공편 확대로 국내 관광객 유치에도 도움을 줄 전망입니다.

People are allowed to hunt pheasants, turtle doves, ducks, magpies, sparrows, and crows. Hunting is prohibited in Hallasan National Park, cultural heritage preservation areas, anywhere within 600 meters of the coast, and in urban areas. The province plans to require hunters to have an insurance policy in order to to compensate the victims of any potential bodily or property damage. 다음달부터 수렵장 개장…보험 가입 의무화 제주특별자치도가 다음달부터 수렵장을 개장합니다. 수렵장은 내년 1월까지 운영되며 꿩과 멧비둘기, 오리류, 까치 , 참새, 까마귀 등을 잡을 수 있습니다. 다만 한라산국립공원과 문화재보호구역, 세계자연유산지역, 해안 600미터 이내 해안가, 그리고 도시지역 등에서는 수렵활동이 금지됩니다. 제주도는 수렵으로 인한 인명 재산 피해에 대비하기 위해 수렵배상보험을 의무적으로 가입하도록 할 계획입니다.

  • Jeju booth at Taipei International Travel Fair 360,000 people visited fair last year The provincial government, the Jeju Tourism Organization, and the provincial tourism association have teamed up with ten local companies to promote the island at the Taipei International Travel Fair. The event runs through Monday. The local representatives are promoting themed tour packages to the island that include direct flights. They plan to develop more packages based on the feedback from visitors to the Jeju booth. The annual Taipei International Travel Fair is the largest of its kind in Taiwan. Last year, 950 organizations from 60 nations participated, and about 360,000 people visited the event. 대만 최대 관광박람회에서 제주 홍보 제주도와 제주관광공사, 제주도관광협회가 도내 10개 업체와 공동으로 내일(27일)부터 오는 30일까지 대만에서 열리는 '타이베이국제여전'에 참가해 제주를 홍보합니다. 특히 직항노선을 활용한 테마 관광상품을 홍보하고 방문객을 대상으로 제주관광 선호 콘텐츠를 파악해 주력상품 개발에 나설 예정입니다. 타이베이국제여전은 매년 열리는 대만 최대 관광박람회로 지난해의 경우 60개 나라에서 950개 단체가 참가하고 36만명이 관람한 것으로 집계됐습니다.

  • ‘Trips to SE Asia, Japan cost twice as much as Jeju for Koreans’ Researchers surveyed 3,200 travelers According to a new survey, Koreans pay much more to travel to Southeast Asia or Japan rather than Jeju. Sejong University and travel research provider Consumer Insight surveyed the per-person travel costs for 3,200 domestic and international travelers. The study was done between January and September this year. Researchers found that trips overseas cost over twice as much as trips to Jeju. Travelers to Southeast Asia and Japan were spending an average of 930,000 won for a three-night trip. Those coming to Jeju were paying just 420,000 won. Travel to other areas in Korea was even cheaper - people were paying just one third of the cost to go overseas. "동남아·일본 여행비용, 제주의 2배" 동남아시아와 일본 여행이 제주도 여행보다 비싸다는 조사결과가 나왔습니다. 세종대와 여행전문 리서치 컨슈머인사이트가 올해 1월부터 9월까지 국내와 해외 여행자 3천2백 여명을 대상으로 1인당 여행 비용을 조사한 결과, 1일 평균 해외여행 비용이 제주도 여행비용에 2배정도 많은 것으로 나타났습니다. 3박 4일 일정을 기준으로 동남아시아와 일본여행의 1인당 평균 비용은 93만여 원인 반면 제주도는 42만여 원보다 절반수준에 머물렀습니다. 또한 국내 다른 지역 여행비용도 해외 여행보다 3배정도 낮은 것으로 조사됐습니다.

  • As the (도두) Dodu Sewage Plant has almost reached capacity, the province has come up with plans to expand the equipment to additionally deal with 40,000 tons. Critics say that’s good, but not good enough. Mike Laidman reports. [slug] Dodu Sewage Plant The daily capacity of the Dodu Sewage Plant is 130,000 tons. About 120,000 tons of sewage released from eastern Jeju City are treated here everyday. The plant is regularly operating at 90 percent of its capacity due to the influx of new people. Complaints about the stench from residents in the area are near constant, and at times, sewage has even leaked. The province has now come up with a sewage treatment modernization plan to deal with the problems. [slug] Modernization plan: \95.6b, + 40,000 tons by 2020 Jeju plans to spend 95.6 billion won on expanding the sewage treatment plant to handle an additional 40,000 tons of sewage. It will also move the plant below ground to prevent the sewage from releasing odors. [slug] Construction: August 2018 to December 2020 A design for the facility is expected to be released in April of next year. The province will then select a contractor and construction should begin in October. The project is scheduled to be completed in December, 2020. INTERVIEW Kim Tae-jong / Provincial sewage facilities manager Construction will be completed in 2020, and the new facility will be able to handle the amount of sewage produced until 2025. However, the province doesn’t have specific plans for the years after 2020. As of now, only the big picture has been explained: to bring the current facility that deals with 130,000 tons of sewage below ground and to add a facility that can treat an additional 40,000 tons of sewage. [slug] \300b required, no plans for funding The price tag for all of this is 300 billion won, but the province hasn’t determined whether or not it will bring public or private funds into the picture by 2035. This vagueness from the administration has residents in (도두동) Dodu-dong in an uproar, and they’re looking to take action against the unreliable administration. INTERVIEW Kim Dae-chul / Representative, Dodu 1-dong No plans, no blueprint, no design. There’s only a design to treat the additional sewage. It seems unrealistic to modernize the whole facility by 2025. < 김대출 / 도두1동 마을회장 > 아무런 계획도, 청사진도, 설계도 없는 상황입니다. 단지 4만톤 증설에 대한 설계가 있고 재정비만 확보해 있는데 어떻게 2025년까지 현대화한다는 말입니까. Critics say the province should make better plans for the long term project and take efforts to persuade residents that the project is a good idea.   • Construction industry slows Huge drop in permits, as measured by size of projects The size of projects for which local authorities are issuing construction permits is nosediving. According to the province, it approved construction covering 220,000 square meters last month. That’s 55% less than in September 2016. By area, construction permits for commercial buildings plummeted 79 percent from 272,000 square meters last September to only 57,000 last month. By the same metric, permits for housing construction dropped 38 percent. Local officials blame tougher loan regulations and higher interest rates for the slowdown in the construction industry. 건축허가 면적 큰 폭 감소…상업용 급감 제주도내 건축허가 면적이 큰 폭으로 감소하고 있습니다. 제주특별자치도에 따르면 지난달 건축허가 면적은 22만제곱미터로 지난해 같은 기간 49만 5천여 제곱미터과 비교해 55%나 감소했습니다. 용도별로는 상업용 건축물이 지난해 9월 27만 2천여 제곱미터에서 올해 9월 5만 7천여 제곱미터로 79%나 줄었고 주거용도 전년대비 38% 감소했습니다. 제주도는 대출규제와 금리 상승 여파 등으로 건축경기가 위축될 수 있다고 설명했습니다.
