Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Consumer prices rise Up 2.3% last month compared to October 2016 Consumer prices continue to rise in Jeju. The Jeju branch of the Honam Regional Statistics Korea says the Jeju consumer price index was 104.52 last month. That’s 2.3 percent higher than in October 2016. That’s slightly lower than the 2.5 percent growth the month before, but it’s still much higher than the national average of 1.8 percent growth. Prices for agricultural, marine, and livestock products like mandarins and pork rose 2.5 percent, while prices for industrial products and in the service sector were up 2 percent and 3.5 percent, respectively. 지난달 제주 소비자물가 2.3% 상승 제주지역 소비자물가가 계속 오르고 있습니다. 호남지방통계청 제주사무소에 따르면 지난달 소비자물가지수는 104.52로 지난해 같은 기간보다 2.3% 상승했습니다. 이는 지난달 상승률 2.5%에 비해 다소 둔화된 것이지만 전국 평균인 1.8%를 크게 웃도는 것으로 나타났습니다. 품목별로는 감귤과 돼지고기 등 농축수산물이 2.5%로 크게 올랐고 공업제품과 개인서비스가 각각 2%, 3.5% 오르며 상승세를 이끌었습니다.

  • Court rules against Jeju Air Judge sides with province in saying fare increase was ‘unjustified’ A court has ruled that Jeju Air was unjustified in raising ticket prices because it had not first discussed the plan with the provincial government. A Jeju civil affairs division of the Gwangju High Court annulled a lower court’s decision in the case in favor of the airline and granted an injunction request by the province. The judge ruled that the fare increase damaged the public interest but that it in no way negatively affected the airline. If this ruling is finalized, Jeju Air will be barred from raising ticket prices. It will be required to pay the province ten million won for every day not in compliance with that rule. 법원, 제주항공 요금인상 '부당' 제주항공이 제주도와 사전협의도 없이 요금을 인상한 것은 부당하다는 법원 판결이 나왔습니다. 광주고등법원 제주 제1민사부는 제주도가 제주항공을 상대로 제기한 항공요금 인상금지 가처분 항고심에서 원심을 파기하고 가처분 신청을 인용했습니다. 재판부는 판결문을 통해 제주항공이 요금을 인상하면 공익적 목적이 훼손되는 손해가 발생하는 반면, 항공사에는 손해가 발생한다고 보기 어렵다고 판시했습니다. 이에 따라 이번 판결이 최종 확정되면 제주항공은 종전요금을 초과한 요금을 부과할 수 없고 이를 위반할 경우 하루에 1천만 원씩을 제주도에 지급해야 합니다.

Autumn has arrived, so before things get too chilly, we’d like to recommend a place right here in Jeju City where you can spend a few hours in the warm sun. [Slug CG] 5 minutes south of Nohyeong Rotary in Shin Jeju Halla Arboretum is just a five-minute drive south of Nohyeong Rotary in Shin Jeju. As Jeju City expands to accommodate its growing population, Halla Sumokwon as it’s called in Korean, is a place that urbanites can consider their own personal garden. [Slug CG] 1,100 plant species on 20.3 hectares The arboretum was first conceived of in 1986, when the Ministry of the Environment set aside land to protect the island’s plant species. Opened to the public in 1993 after eight years of construction and a multi-billion won investment, it covers 20.3 hectares and has about 1,100 species of trees and plants. Apart from the themed gardens, 3.8 kilometers of walking paths, and picturesque vistas, the arboretum is a place where botanists are actively conducting research. There are also two greenhouses and a Natural Ecology Experience Exhibition Hall which gives visitors a synopsis of Jeju’s ecology.   • Jeju horses being moved for winter Animals being transferred from pasture on 5.16 Road to Jeju Livestock Institute Jeju horses, which are designated natural monuments, are being moved from their pasture up on the mountain down to the Jeju Livestock Institute for the winter. The institute says all 80 animals will be brought down from the pasture on the 5.16 Road to its facility by Friday. They will stay there until April. 천연기념물 제주마 겨울철 방목지 이동 마방목지에 있는 천연기념물 제주마가 겨울철을 앞두고 축산진흥원으로 옮겨집니다. 제주특별자치도 축산진흥원은 내일(11월1일) 부터 사흘 동안 5.16도로변 방목지에 있는 제주마 80여 마리를 축산진흥원에 있는 제주마 보호구역으로 이동합니다. 월동 기간은 내일부터 내년 4월까지입니다.

  • Jeolmul Recreational Forest records 700,000+ visits Country’s most-visited national forest For the second consecutive year, Jeju Jeolmul Recreational Forest has recorded more than 700,000 visits. Jeju City puts the current tally at 712,000. That’s 9.2 percent higher than at the same point last year. It is also the highest total among the country’s 41 national forests. Jeju City authorities say they will continue to maintain and upgrade the forest’s trails to ensure visitors’ safety. 절물자연휴양림 입장객 2년 연속 70만 돌파 제주시 절물자연휴양림 입장객이 지난해에 이어 2년 연속 70만 명을 돌파했습니다. 제주시에 따르면 올 들어 지금까지 절물자연휴양림 입장객 수는 71만 1천9백여 명으로 지난해 같은 기간보다 6만명, 9.2% 증가했습니다. 이같은 탐방객수는 전국 41개 국립자연휴양림 가운데 가장 많은 것입니다. 제주시는 증가하는 이용객들의 안전을 위해 산책로를 지속적으로 보완해 나갈 계획입니다.

  • Sales increase at large retailers September sales index up 6.4% compared to last year Sales at large retailers are on the increase. According to data released by the Honam branch of Statistics Korea, the sales index at large retailers in Jeju in September was 254.2. That’s 6.4 percent higher than at the same point last year. By category, the index for cosmetic products rose 12.7 percent. It climbed 12 percent for electrical appliances. Meanwhile, the index of mining and manufacturing industrial products came in at 164.3. Higher production and lower inventories caused that figure to climb 5.4 percent compared to last year. 대형소매점 판매 증가 도내 대형소매점 판매가 증가하고 있습니다. 호남지방통계청이 발표한 '산업활동 동향'에 따르면 지난달(9월) 제주지역 대형소매점 판매액 지수는 254.2로 지난해 같은 기간보다 6.4% 증가했습니다. 품목별로 보면, 화장품 판매액지수가 12.7%, 가전제품 12% 늘었습니다. 한편, 광공업생산 지수는 164.3으로 생산은 늘고 재고는 줄면서 지난해에 비해 5.4% 증가했습니다.

  • Jeju not listed as ‘swine fever-free zone’ Province’s explanation for exclusion proves false The World Organisation for Animal Health does not list Jeju as a swine fever-free zone, and critics are up in arms now that the provincial government’s explanation for its exclusion has proved false. Local officials said in a Monday briefing that they could not re-apply for the designation because the agriculture ministry had not informed them of changes in the requirements. Those requirements were instituted in July 2013. Ministry representatives denied that charge. They said they had notified the country’s regional governments of the changes at that time. Local officials later confirmed that the agriculture ministry is correct and that it had notified the province of the changes.   • The Jeju Provincial Tourism Association plans to launch a new bus service for tourists, but critics say it will be another waste of taxpayers’ money, just like the previous bus service it offered. Mike Balfour reports. Report [slug] Jeju Golden Tour Bus service ends The Jeju Golden Tour Bus was introduced in 2014. The three-year term of the business license will expire at the end of this month. The Jeju Provincial Tourism Association proposed the service to to the province. Unfortunately, the three years of performance were below expectations. [slug] Average of only 50 passengers daily On average, the bus has had only about 50 passengers a day. That was half of the association’s target. An accumulated deficit of over 1 billion won was covered by tax payers’ money. [slug] Critics decry launch of new bus service Following the failure of the Golden Tour, the Jeju Provincial Tourism Association is introducing a new type of a sightseeing bus. Controversy is growing among islanders. Like the Jeju Golden Tour Bus, the province granted the bus tour business. The Jeju Free International City Development Center purchased a 600 million won double-decker bus. The Jeju Provincial Tourism Association will operate the tour. The province will allocate more than 400 million won every year for the new project. [slug] ‘White elephant’ vs. ‘needed transport infrastructure’ Opinion is divided over the introduction of the new sightseeing bus. Some say the bus will be another white elephant, while the others say it is necessary as Jeju needs transportation for tourists. The tourism association explains that the sightseeing bus is needed for the island’s self-reliance in the tourism sector.
