Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

To get the project up and running the province will contribute an additional 10 billion won to the Jeju Credit Guarantee Foundation. This will help increase the volume of special funds to 30 billion won from its current level of 15 billion won. The foundation will expand the eligible businesses from the current 5 industries to 41, including wholesale, retail, and construction sectors that were established within the last 3 years. The special fund guarantees up to 50 million won regardless of the company’s credit rating. The company is also eligible for better interest rates concerning commissions and loans.

It’s no secret that the movie goes for your tear ducts, but it’s able to get away with some of its more manipulative moments with it’s rock-solid script, story, and cast. It’s easy to see what’s coming, but that doesn’t serve to diminish what is a sweet, wonderful bit of cinema, and of life. Frank Adler is a single man raising a child prodigy - his spirited young niece Mary in a coastal town in Florida. Frank's plans for a normal school life for Mary are foiled when the seven-year-old's mathematical abilities come to the attention of Frank's formidable mother Evelyn, whose plans for her granddaughter threaten to separate Frank and Mary. It’s a fairly straightforward premise, but sometimes that’s all that’s needed if the performances and heart are both there. And while the movie as a whole isn’t as gifted as its protagonist, it’s an entirely watchable, engaging drama. The relationship between father Frank and niece Mary is beautiful to see, and does well at reaching the heart of the viewer - arguably the most important thing when it comes to cinema.

  • 개별주택가격 결정…30일까지 이의 신청 제주시와 서귀포시가 지난 6월 기준 개별주택가격을 결정해 공시하고 이의 신청을 받고 있습니다. 이번에 가격을 공시한 개별주택은 제주시 1천 700여 호, 서귀포시 1천여 호입니다. 결정된 가격에 이의가 있을 경우 오는 30일까지 행정시 세무부서나 읍면동 주민센터로 신청하면 됩니다. 의견이 접수되면 30일 이내에 한국감정원 검증과 부동산가격공시위원회 심의를 거치게 됩니다. 4. They are now currently accepting formal objections to the assessments. Around 1,700 houses in Jeju City and 1,000 houses in Seogwipo City were assessed. Objections to the values will be accepted at the revenue departments of local government or resident centers until October 30th. If a request for modifications is accepted, the Korea Appraisal Board will first verify it, and then the Real Estate Price Disclosure Committee will convene a meeting within 30 days.

  • '분뇨 불법배출 양돈장 퇴출' 조례안 입법예고 양돈분뇨 무단배출에 따른 처벌을 대폭 강화하는 제도 개선이 추진됩니다. 제주도의회는 이같은 내용을 담은 가축분뇨 관리 조례 개정안을 입법예고하고 오는 9일까지 의견을 수렴하고 있습니다. 조례안 내용을 보면 가축분뇨를 불법 배출할 경우 배출시설 허가를 취소하고 과징금을 부과하는 처벌 기준이 마련됐습니다. 또한 가축분뇨 배출시설 주변 반경 100미터 이내에 숨골이나 오염물질 배출 현황 등을 파악하기 위한 조사도 실시하도록 명문화했습니다. 2. Consequences for illegal livestock wastewater dumping New laws being taken under consideration Punishments for illegally dumping livestock wastewater are set to be strengthened. The Jeju Provincial Council announced a law revision on the management of livestock wastewater, and is accepting thoughts regarding it through next Monday. The revised ordinance would include a new punishment that would revoke the license of the facility and fine the farm if it is caught illegally dumping livestock wastewater. Also, areas within 100 meters of livestock waste discharge facilities will be checked to see whether there has been any illegal dumping.

  • Crimes toward elderly increase every year
  • 제주지역 노인 대상 범죄 해마다 증가 노인들을 대상으로 한 범죄가 해마다 증가하고 있습니다. 더불어민주당 이재정 의원이 경찰청으로부터 제출받은 2013년 이후 노인 대상 범죄현황 자료를 분석한 결과 제주지역의 경우 한해 평균 2천 600여건, 하루 평균 7.3건에 이르고 있습니다. 특히 지난 2013년과 2014년 2천 500여건, 2015년 2천 700여건, 2016년 2천 800여건 등 해마다 증가세를 보이고 있습니다. 범죄 유형별로는 사기 등 지능범죄가 가장 많았고. 다음이 폭력, 절도 순으로 분석됐습니다. Crimes toward elderly increase every year Jeju experiences over 7 cases per day Crimes toward the elderly have been increasing every year. Democratic Party representative Lee Jae-jeong analysed crime data toward the elderly post-2013 from the National Police Agency. He found that about 2,600 cases a year occur in Jeju, meaning about 7.3 cases a day on average. Of note, the number of crimes toward the elderly is increasing every year, from 2,500 in 2013 and 2014, to 2,700 in 2015 and 2,800 in 2016. Intellectual crimes like fraud accounted for the top spots, followed by violence and theft.

  • Local authorities will soon raise parking rates significantly to encourage people to use buses and ease Jeju’s parking space shortage. Additionally, car elevators in new buildings will be discouraged because they do not do much to ease parking difficulties. Mike Laidman reports. Report [slug] Yeon-dong, Jeju City This area is one of the densest on all of Jeju Island, surrounded by apartments. Most of the newly-built ones have automated parking systems. [slug] Car elevators being neglected But despite these, cars are parked all along the road. The car elevators lie empty and neglected, aggravating the already severe parking shortage. To combat this, local authorities are tightening up regulations for building automated parking garages. [slug] Province limits area for parking garages to < 50% of land The province is amending ordinances to limit the area for automated parking garages to less than 50 percent of the building plot. Instead, the province will encourage developers to establish drive-in, multi-parking facilities, which drivers prefer to car elevators. INTERVIEW Kim Yeong-cheol / Representative, Jeju Province We looked at all of the car elevators. Results show that only 53% of them are being used. The remainder are closed or have safety concerns. Parking rates for public facilities will be significantly increased to encourage people to use public transportation.   • Self-funding mandarin system kicks off next year
  • 감귤 의무자조금 내년 본격 시행 감귤 농가가 일정 금액을 모아 기금을 마련하는 의무자조금이 내년부터 본격 시행됩니다. 제주감귤연합회와 제주농협 지역본부는 오늘(29일) 대의원회를 열어 감귤의무자조금 설치에 대한 찬반 투표를 실시한 결과전원 찬성으로 의무자조금 설치를 확정했습니다. 이에따라 내년부터 감귤 농가는 출하금액의 0.25%, 유통조직인과 농협, 영농법인 등은 전년도 매출액의 0.05%를 의무적으로 내야 합니다. 모금된 의무 자조금은 유통손실 보전이나 수급 조절 등 감귤 경쟁력을 강화하는 사업에 사용됩니다. 4. The Jeju Mandarin Committee and the Jeju headquarters of Nonghyup held a board meeting last Friday. They agreed to start the self-funding mandarin system through a vote. Therefore, beginning next year, mandarin orchards will be required to pay 0.25% of their growing and distribution costs, while Nonghyup and farming corporations must pay 0.05% of their profits from the previous year. The collected funds will be used to improve the mandarin market, like helping to offset losses, fix distribution problems, and control supply and demand.
