Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Mulyeongari Oreum National Garden project Briefing Tuesday on results of feasibility study Authorities are working on a plan to turn (물영아리) Mulyeongari Oreum, which is in Sumang-ri, Namwon-eup, into a national garden. The provincial government held a presentation Tuesday at the provincial office. The Jeju Research Institute is conducting a feasibility study of the project, and representatives briefed attendees about what they’ve learned so far. They spoke about the ecological environment near the oreum, accessibility, and proposals to balance development with improvement to area residents’ living conditions.   • As Chinese group tours dry up, so do duty-free sales Down 20% in Q2 Sales at the island’s duty-free shops and along Baozen Street have fallen considerably since tour groups from China stopped coming to Jeju. According to the Jeju branch of the Bank of Korea, second quarter duty-free sales in Jeju dropped 20 percent compared to the same period last year. The same goes for the commercial district around Baozen Street and the underground shopping mall. Sales indexes in both places fell nearly two percent. The BOK expects no change in Beijing’s virtual ban on group tours to Korea.   • The provincial government says it wants to preserve island groundwater by further restricting drilling. Its proposal to do so has been collecting dust at the provincial council since the beginning of the year. Joseph Kim has the details. Report ### c.g in ### Daily capacity for water drilling is 1,768,000 tons in total. drilling of 1,577,000 tons or 89 percent of capacity is already permitted. Only a little more than 10 percent is reserved. ### c.g out ### The island is more concerned about water contamination from waste water released by livestock farms. The province is trying to expand water drilling restricted zones to minimize groundwater drilling and ensure safe drinking water free from pollution. ### c.g in ### Four coastal areas have already been designated as water drilling restricted zones. The province’s plan is to include an additional 450 square kilometers of mid-mountain regions at around 300 meters above sea level in the restricted zones. ### c.g out ### [slug] Province wants to restrict commercial water drilling That means the province does not allow commercial water drilling on mid-mountain regions. Meanwhile, water drilling for public use would not be affected. The provincial council says that it’s too early to discuss the bill because many commercial development projects are being reviewed. The provincial government will hold an opening ceremony this Saturday for the Gasi Village April Third Trail in front of the Gasi-ri community center in Pyoseon-myeon, Seogwipo. About 500 people, including area residents and members of the April Third Incident Victims’ Association are expected to join.   • Main culprit for motor vehicle deaths: drivers breaking the law 47 deaths through July this year Authorities say traffic law violations by drivers are to blame for the vast majority of motor vehicle deaths on the island. Provincial police say 47 people had died on Jeju roads through this July. That’s 46 percent more deaths than during the first seven months of last year. In cases where drivers were to blame, their legal violations accounted for 93 percent of the deaths. In deaths blamed on the victims, 75 percent were blamed on jaywalking, walking on roads, and similar causes. 교통사망사고 93% 운전자의 법규 위반 올해 제주에서 발생한 교통 사망 사고 원인 대부분은 운전자의 법규 위반 때문으로 분석됐습니다. 제주지방경찰청에 따르면 올들어 지난 7월까지 제주에서 발생한 교통사망사고는 47건으로 지난해 같은 기간보다 46% 증가했습니다. 사고 원인은 운전자의 경우 교통법규 미준수가 93%로 대부분이었고 피해자는 무단횡단과 도로 보행 등으로 인한 사고가 75%로 가장 많았습다.

  • 제주도교육청, 자율학교 7개교 신규지정 제주도교육청이 7군데 초,중학교를 제주형 자율학교 새롭게 지정했습니다. 이번에 새로 자율학교로 지정된 학교는 대정서초와 시흥초, 제주북초와 토산초, 안덕중과 제주중, 한림여중 등입니다. 이에 따라 제주형 자율학교는 초등학교 16군데 중학교 8군데 고등학교 2군데 등 모두 28군데로 운영됩니다. 제주형 자율학교로 지정되면 2년 동안 운영한 뒤 평가를 통해 추가 지정 여부를 결정하게 됩니다. 4. POE designates 7 new self-managing schools 28 schools will be re-evaluated in 2 years The Provincial Office of Education has designated 7 schools as self-managing. Daejeong Seo Elementary School, Siheung Elementary School, Jejubuk Elementary School, Tosan Elementary School, Andeok Middle School, Jeju Middle School, and Hallim Girls’ Middle School were all newly added to the project. As a result, there are now 28 schools operating as self-managing schools. They include 16 elementary schools, 8 middle schools, and 2 high schools. After 2 years of operation, the special schools will be evaluated to see if they meet the criteria to be designated again.
