Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at Singugan, the time of the year on Jeju when legend has it that it’s the best time to move and avoid angering the gods. [Report] It’s that time of year again, when people on Jeju traditionally prefer to move from one home to another. Due to increased demand, they have to endure razor thin moving schedules and, of course, inflated prices. But they do it for good luck. This is Singugan, which means the time “between the old and the new.” This is a shamanistic belief related to household deities. [Slug CG] Traditionally an auspicious time to move, repair one’s home According to the Encyclopedia of Korean Seasonal Customs, since every part of the traditional household was thought to be overseen by its own deity, moving or even doing household repairs or yard work would attract their attention and wrath. [Slug CG] Relates to shamanistic belief in household deities But during Singugan, these deities have returned to the heavens. So there are no auspicious, nor inauspicious, days during this period. This vacancy in “the divine order” means that people can go about moving without fear of a year of bad luck. [Slug CG] Solar terms: 24 astronomical or natural points The moving period is calculated using what are called “solar terms.” You can find them on any traditional East Asian lunisolar calendar. These are 24 points which correspond to an astronomical event or natural phenomenon. It sounds complicated, but it’s actually quite easy to calculate. If you have a calendar printed in Korea, look for the date on which the solar term Daehan (대한 or “great cold”) falls, and look for the fifth day after that. This is when Singugan begins.   • 81% support hosting World Festival for Island Cultures 1,000 residents, tourists surveyed The vast majority of respondents to a recent poll support Jeju hosting a World Festival for Island Cultures. The provincial government commissioned Mirae Research to survey 1,000 residents and tourists through its website. The poll began December 15th and ran for about two weeks. Eighty-one percent of respondents supported the idea. Specifically, forty percent of people supported the island hosting such a festival every two years, 31.5 percent said it should be in the spring, and 58.1 percent said the whole island should be the venue for it. The 19 percent of respondents who opposed the idea cited overlapping investments in the art and culture sector, a waste of tax revenue, and a lack of uniqueness as the reasons for their opposition.   • Chinese man sentenced to jail for illegal entry into Jeju Defendant jumped airport fence last October A local court has sentenced a Chinese man and his accomplices to prison after he was found guilty of illegally entering Jeju by jumping over a barbed wire fence at the local airport. Jeju District Court Judge Kim Hyeon-hee sentenced the 44-year-old defendant, surnamed Wang, to one year behind bars and two years of probation. Wang arrived on a flight last October. The court found him guilty of jumping an airport fence before going through immigration. Three other people involved in the case, including a 34-year-old surnamed Jin, were sentenced to 6 months in prison and two years of probation. A final defendant, a 44-year-old surnamed Lee, got four months in prison and a year of probation.   • Holiday items cheaper at traditional markets 9% less than at large retailers Shoppers are paying nine percent less for holiday items when they go to traditional markets rather than large retailers. The Korea Consumer Agency says a family of four will have to spend 193,500 won to purchase the items needed for Lunar New Year ancestral rites at a traditional market. The same products cost 213,320 won at large retailers.   • New apartments in Jeju appreciate most in country Average \12.6m growth in value of new units last year The value of new local apartments rose by the most in the country last year. According to a report on the real estate market released by the Korea Appraisal Board, a new housing unit in Jeju appreciated by 12.6 million won in 2016. The national average was just 10.5 million won.
