Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The Jeju Chamber of Commerce and Industry recently surveyed prices. It’s estimate for a four-person family this year is eight percent higher than what was needed for the same items last year, when they cost about 210,000 won. Typhoon damage has boosted vegetable prices by 7.7 percent. To tackle the problem, the province has joined forces with organizations including the Gwangju branch of the Employment and Labor Service, the Jeju branch of the Korea Worker’s Compensation & Welfare Service, and the Jeju Chamber of Commerce and industry. It has also set up a special team of government employees to deal with the issue. The province says it will help workers regarding civil suits, if needed. As of the end of 2016, 55 companies were behind in payments to their employees. The Jeju Tourism Association projects 246,000 will come between January 25th and 30th. The total includes tourists and people coming home for the holidays. Overall, that’s 0.6 percent fewer people than who made the trip last year. The busiest day for arrivals will be January 27th - 49,000 people are expected to arrive Lunar New Year’s Eve. The Jeju branch of the Bank of Korea says the total amount in household loans issued on the island hit nearly 11 trillion won in November. That’s three percent higher than the month before, and a staggering 41.5 percent higher than the year before. Over the same twelve months, the average household in Korea took on just 13 percent more in loans. Mortgage totals remained relatively flat over the period, due to tighter lending restrictions. [slug] Carrots going for \6,026 per kg Carrot prices have jumped to the 6,000won/kg range, three times more than last year. The typhoons which hit the island in 2016 negatively affected the production of cabbages and radishes, and caused these crops to double in price. Grocery shopping has started to become a genuinely scary venture. And with Lunar New Year’s Day just around the corner and vegetable prices expected to rise even further, shoppers are rightly becoming more and more concerned.   • Province announces holiday public services plan Hundreds of people ready to deal with potential problems The provincial government has announced its plan for public services over the upcoming Lunar New Year holidays. Provincial disaster control center staff will be boosted from nine to 15 from January 27th to the 30th. Authorities also set up a disaster alert system. Nearly 400 security personnel will be ready to swiftly deal with fires or problems with transportation, water supply and drainage, and other issues.   • Hodgson’s bat found in Gimnyeonggul Cave Follows similar discovery in 2008 in nearby Manjanggul Cave Researchers say at least one Hodgson’s bat, a Korean national monument, lives in Gimnyeonggul Cave. The Jeju World Heritage Center says one of the yellowish bats has been living in the cave since last year. It discovered the same species in Manjanggul Cave in 2008. Researchers say this new discovery means the animals have expanded their habitat to include Gimnyeonggul Cave, which is nearby. The Hodgson’s bat’s head and body is 4 to 6 centimeters long. The International Union of the Conservation of Nature has assessed it as being of “least concern” on its list of threatened species. 천연기념물 붉은박쥐 김녕굴에도 서식 천연기념물인 붉은박쥐가 만장굴에 이어 김녕굴에서도 서식하는 것으로 확인됐습니다. 제주도 세계유산본부는 지난 2008년 만장굴에서 붉은 박쥐가 처음 발견된 이후 김녕굴에도 작년부터 붉은박쥐 1마리가 서식중인 것으로 확인됐다고 밝혔습니다. 이에따라 붉은박쥐 서식지가 만장굴과 인접한 김녕굴로 확장된 것으로 추정됩니다. 붉은박지는 몸길이가 4에서 6cm로 멸종위기 야생 생물 1급종이자 IUCN 멸종위기 관심대상으로 지정돼 있습니다.

The municipal administration says 24,000 vehicles were added to the tally last year, about 68 per day, pushing the total up 7.1 percent to nearly 374,000. The vehicle to inhabitant ratio in Jeju City is now 0.77, far higher than the national average of 0.42. 제주시 등록 자동차 37만대…하루 68대 늘어 제주시지역 자동차 등록대수가 37만 3천대를 넘어섰습니다. 제주시에 따르면 지난해 등록 자동차 대수는 37만3천700여 대로 전년보다 2만4천여 대, 7.1% 증가했습니다. 이는 하루 평균 68대 증가한 규모입니다. 특히 제주시민 1인당 자동차 보유대수는 전국 평균인 0.42대를 크게 웃도는 0.77대로 집계됐습니다.

As part of revised regulations, the provincial office of education says the institutes must now post lesson and textbook fees in easily accessible locations, like hallways or entrances.
