Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Increasing number of accidents resulting in marine pollution 11 in 2012, 27 last year Each year brings more accidents in local waters that result in marine pollution. According to the Jeju Regional Headquarters of the Korea Coast Guard, there were 27 such accidents in 2016, 20 the year before that, and only 11 in 2012. The most common type of accident was the sinking or stranding of a vessel. Twelve of the incidents were caused by that. The provincial government analyzed credit card data over a two-year period beginning in September 2014. It found that each Chinese vacationer spent an average of 1.3 million won here. Domestic visitors spent about 600,000. Over that period, Chinese tourists made most of their purchases at duty-free shops and in Jeju City’s Yeon-dong and Nohyeong-dong neighborhoods. 中관광객, 내국인보다 2배 이상 소비 제주를 찾은 중국인 관광객이 내국인보다 2배 넘게 소비하는 것으로 조사됐습니다. 제주도가 2014년 9월부터 2년 동안 내국인과 중국인의 신용카드 결제자료를 분석한 결과 중국인 개별관광객 1명당 소비 금액은 132만 7천 원으로 집계됐습니다. 이 같은 금액은 내국인 개별관광객 1명이 소비한 59만 6천 원보다 2배 넘게 많은 것입니다. 중국인 관광객이 가장 많이 소비한 업종은 면세점으로 조사됐으며 지역은 제주시 연동과 노형동으로 나타났습니다.

  • Ecotourism designation renewed for Seonheul camellia hill Ministry of Environment to fund site \100m annually for 3 years The Ministry of Environment renewed the Seonheul camellia hill’s designation as an ecotourism site. The ministry assessed 12 areas in the country. Jeju City says the Seonheul camellia hill shared first place in that evaluation with Suncheon and Changnyeong. Analysts attribute the renewal to multifaceted local efforts, including the creation by a local committee of an ecotourism program at the site.   • Provincial government to front-load spending 78% of 2017 budget to be spent in first half The provincial government will front-load spending this year in an effort to boost the local economy. It has allocated 78 percent of its yearly budget for funding in the first half of 2017. That amounts to over 4 trillion won in government spending by the end of June. It’s also 460 billion won more than what the province spent in the first half of last year.   • This week on Jeju: A to Z, Todd Thacker takes a brief look at Altteureu Airfield, an area of Daejeong-eup, Seogwipo, with a sad history of military occupation. It was used as a launching ground for air attacks on China and kamikaze raids in the final months of World War 2. [Report] Jeju Island has always been a strategic location for both marine trade and, unfortunately, in times of war. From the Mongolian and Japanese invasions of centuries past, to the more recent occupation of Korea by Japan at the start of 20th century, the island bears the scars of many military campaigns. [Slug CG] Sangmo-ri, Daejeong-eup, Seogwipo One area in the southwest of the island near Sangmo-ri, Daejeong-eup, is a prime example of this lasting evidence of military infrastructure. Altteureu (알뜨르), which means “a field down under” was once a massive 264-hectare airfield used by Japanese forces. It was the staging ground for long-distance air raids during the Sino-Japanese War, and later used to launch kamikaze raids during the final months of World War 2. Much of the construction was done by locals who were forced to labor under miserable conditions. In the background is a beautiful view of Sanbangsan Mountain and Hallasan Mountain to the northeast, and Songaksan Mountain to the south. [Slug CG] Registered cultural heritage in area includes anti-aircraft emplacement In the area is an anti-aircraft emplacement built on a nearby oreum, or volcanic cone, and an underground bunker, which is registered Korea Cultural Heritage No. 312. The provincial government is also conducting research into these military facilities and their history.   • Foreign crime increasing yearly Provincial police arrested 648 non-Koreans last year Foreign crime on the island is a growing problem every year. The Jeju Provincial Police Agency reports that it arrested 648 non-Korean criminal suspects in 2016. That’s almost twice the number police apprehended the year before. 135 were busted for violent offenses, 84 for theft, and two for murder.
