Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Province to modify new waste disposal system Response to complaints The provincial government says it will alter its new waste disposal system by the end of January in order to minimize the inconvenience it has created for area residents. People now must throw out their trash within a certain time period, and recyclables have designated days on which they may be disposed of. In order to improve the system, officials are analyzing the amount of waste and recyclables that are collected on each day of the week and accepting public opinion on how to change the system. They say the changes will affect the daily schedule of waste disposal as well as the overall direction of the policy. Specifically, the local government has expressed its willingness to adjust the types of waste and recyclables allowed for disposal on each day and it plans to build out infrastructure to better meet the needs of the new trash system.   • The Ministry of Oceans and Fisheries has released a final plan for the construction of a new port on the island. It will spend nearly two-and-a-half trillion won on the new facility through the year 2030. Joseph Kim reports. Report The Jeju Port opened in 1927 to link the island and other cities of the nation. The number of vessels that dock at the port has been increasing every year and domestic ferries have been carrying a greater number of passengers to Jeju. International tourists are also pouring into the island by ship. The existing port has exceeded capacity. Seoul announced that it will build a brand-new port in Jeju. [slug] New port planned for Jeju The Ministry of Oceans and Fisheries has announced the finalized National Port Master Plan. The plan includes a project for a new Jeju port. [slug] Facility will have 13 berths Three phases of the new port construction project that the island suggested are all included in the national plan. Four berths for 220,000-ton international ships, and nine berths for domestic ferries are included in the project. The project will see the construction of 4.9-kilometer breakwaters to minimize damage from high waves and rough seas. And the whole waterfront area would be developed to include entertainment, recreation, and convention facilities. 2.452 trillion won in total will be spent through 2030. [slug] Work will begin on \2.5t facility in 2020 The province is anticipating breaking ground on the project in 2020 at the latest, after it carries out preliminary feasibility studies, performs an environmental impact assessment, and negotiates compensation for land owners. The new facility will be able to handle 1.6 million passengers a year. The Jeju branch of National Agricultural Products Quality Management Service inspected 6,130 restaurants in Jeju and uncovered violations at 67. Fifty-one had labeled the origins of products falsely, while the remaining 16 failed to have the required origin labeling at all. Napa cabbage kimchi accounted for 23 of the violations, the most for any one item. (고봉현) Go Bong-hyeon of the Jeju Development Institute made that argument during a briefing about how Jeju could benefit from the free trade agreement between Korea and the Southeast Asian nation. Go predicted Jeju crops would find a competitive footing there because the Vietnamese middle class is expanding as the national economy grows at five to six percent a year. An increasing number of people there are also becoming more health-conscious. He projected that Jeju’s mandarin oranges, livestock products like pork and chicken, and marine products like halibut and abalone would fetch relatively high prices in the Vietnamese market. As part of the promotions, local officials will hold tailored presentations and offer familiarization tours for representatives from companies involved in information technology, biotech, and energy technology.   • Land sales decline in 2016 Compared to 2015, fewer sales and less area changed hands Compared to 2015, there were fewer land sales on the island last year. According to the Jeju City municipal administration, buyers purchased 41,000 plots covering a total of some 43.5 million square meters. That’s 0.1 percent fewer plots than were sold the year before and 14 percent less in terms of land area. It was the same story in Seogwipo. 34,000 plots covering 42.9 million square meters were sold last year - 0.6 percent fewer transactions and 16 percent less land compared to 2015. 지난해 제주 토지거래 면적·필지수 감소 (종합) 지난해 제주지역 토지거래 면적이 재작년보다 감소한 것으로 나타났습니다. 제주시에 따르면, 지난해 거래된 토지면적은 4만 1천여 필지에 4천 349만 제곱미터로 재작년보다 필지수는 0.1%, 면적은 13% 감소했습니다. 서귀포시도 지난해 3만 4천여 필지에 4천 293만 제곱미터가 거래돼 전년도보다 각각 0.6%, 16% 줄었습니다.
