Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju beaches pass environmental screenings Researchers test water and sand at 14 local beaches The Jeju Research Institute for Public Health and Environment has given local beaches a clean bill of health. Researchers recently tested the water at 14 beaches across the island. All samples met environmental standards. Researchers also examined beach sand for five heavy metals, such as cadmium. All samples were deemed safe and in compliance with Environmental Safety Management Standards. The institute says it will conduct water quality evaluations every two weeks once the beaches officially open for the summer. 제주 해수욕장 수질·백사장 환경기준 '적합' 제주도내 해수욕장의 수질과 백사장 모래가 모두 환경기준에 적합한 것으로 조사됐습니다. 제주도 보건환경연구원이 최근 14개 해수욕장에 대한 수질검사결과 모두 기준에 적합한 것으로 나타났습니다. 또 백사장 모래의 경우 카드뮴 등 5가지의 중금속을 조사한 결과 환경안전관리기준에 적합한 것으로 분석됐습니다. 보건환경연구원은 앞으로 해수욕장 개장 기간 중 2주마다 한차례씩 수질조사를 실시할 예정입니다.

The Korea Appraisal Board says, as of June 20th, Jeju’s apartment transaction price index rose 0.04 percent compared to the week before to 117.5. That’s the first upward movement in the index since April 25th. Meanwhile, prices for ‘jeonse (전세),’ in which a tenant makes a substantial upfront payment that is then reimbursed at the end of the lease, dropped 0.02 percent, in contrast to the overall upward trend elsewhere in the country. 아파트 매매가격 9주만에 상승 보합세를 이어가던 도내 아파트 가격이 상승세로 돌아섰습니다. 한국감정원에 따르면 지난 20일 기준 도내 아파트 매매가격지수는 117.5로 전 주보다 0.04% 상승했습니다. 이는 4월 25일 하락세로 전환된 후 9주만 입니다. 반면 아파트 전세가격은 전국적으로 상승세를 이어가는 것과는 달리 0.02% 하락했습니다.

  • The weekend is nearly upon us, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. The rainy season has hit Jeju hard, but despite the non-stop deluge outdoors, there sure hasn’t been a deluge of new movies indoors. Despite this, there have been some noteworthy releases over the past few weeks that are still kicking around in theatres. If this week’s smattering of movies doesn’t do it for you, check out some past releases and enjoy a quieter theatre experience. This week then, aptly-named crime drama Criminal, and next week, The Legend of Tarzan takes a swing at the box office. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Criminal (2016, Ariel Vroman) A dead CIA operative's mind is copied to a death-row inmate. Here’s something to help usher in the craziness of summer movies. Criminal follows Bill Pope, a CIA agent on a mission in London tracking down a shadowy hacker nicknamed "The Dutchman." When he gets mysteriously ambushed and killed, an experimental procedure is used to transfer his memories into dangerous ex-convict Jericho Stewart. When he wakes up with the CIA agent's memories, his mission is to find The Dutchman and eliminate him before the hacker launches ICBM's and starts World War III. But complications soon arise and the mission turns personal. Sounds about right for a summer action movie, although with an intriguing premise. But despite the efforts of a talented cast, Criminal has little to offer beyond the bare minimum expected by most genre enthusiasts. [Slug CG] The Legend of Tarzan (2016, David Yates) Tarzan is called back to the jungle to investigate a mining camp. Opening next week, The Legend of Tarzan is a different take on the iconic character than many might be expecting. It takes a number of important cues from the original stories by Edgar Rice Burroughs, written over 100 years ago. It has been years since the man once known as Tarzan left the jungles of Africa behind for a gentrified life as John Clayton III, Lord Greystoke, with his beloved wife, Jane at his side. Now, he has been invited back to the Congo to serve as a trade emissary of Parliament, unaware that he is a pawn in a deadly convergence of greed and revenge, masterminded by the Belgian Captain Leon Rom. But those behind the murderous plot have no idea what they are about to unleash. This one is a bit of a wildcard. The premise of a now-civilised Tarzan returning to the jungle is different enough from most all other adaptions that this should be one to check out when it hits screens in a week's time.

  • Research into preserving ‘haenyeo’ culture Policies will be drawn up after study results released in October Researchers will soon begin looking into how best to preserve and develop the haenyeo culture. The provincial government has asked the Korea Culture and Tourism Institute to conduct a study on mid-to-long-term plans for preserving and developing the UNESCO-designated culture of the island’s women divers. The institute is set to release the results of its research by October, after which officials will draw up policies and strategies to preserve this unique facet of island culture. Currently, there are some 4,300 haenyeo in Jeju. 제주해녀문화 보전·콘텐츠 개발 연구 추진 제주해녀문화 보전과 활용방안 등을 마련하기 위한 연구가 이뤄집니다. 제주특별자치도는 한국문화관광연구원에 의뢰해 유네스코 인류무형문화유산으로 등재된 제주해녀문화의 중장기 발전 전략 수립을 위한 연구사업에 들어갔습니다. 연구원은 10월까지 해녀를 활용한 문화 콘텐츠 개발과 보전 방안 등을 제시할 계획입니다. 현재 도내에서는 4천3백여 명의 해녀가 활동하고 있습니다.

  • Sasa tea from Jeju now available at major retailers nationwide Made from broadleaf bamboo endemic to island Shoppers can now buy Jeju sasa tea at major retail stores nationwide. Jeju National University’s Sasa Research Development Agency signed a deal with Emart supplier Daegwang International to supply the local tea across the country. The main ingredient is sasa, a broadleaf bamboo. This particular variety is unique to Jeju and grows on Hallasan Mountain. It is recorded in Korea’s traditional medicine encyclopedia (동의보감) Donguibogam as being effective in the treatment of diabetes and hypertension as well as boosting immunity. 제주조릿대차 대형마트서 판매 한라산에서만 자생해 제주에서만 맛볼 수 있었던 제주조릿대차가 대형마트에서도 판매됩니다. 제주대학교 제주조릿대 RIS사업단은 제주 조릿대 차 음료 제조업체인 주식회사 제주느낌과 이마트 음료 납품 업체인 대광인터내셔널과 음료 공급 계약을 체결했다고 밝혔습니다. 이에 따라 제주를 비롯해 전국 이마트 지점에서 제주 조릿대차 음료가 판매된다고 덧붙였습니다. 제주조릿대는 한라산에 자생하는 제주 특산식물로 동의보감 등에 비만과 당뇨, 고혈압과 면역력 강화 등에 효능을 보인다고 기록돼 있습니다.

Regional tax revisions came into effect Wednesday. The clause on vacation homes will be effective for one year… during which time owners will receive up to a five percent break on acquisition and property taxes if they voluntarily declare. Meanwhile, people who have owned an electric vehicle for at least three years have become eligible for an additional five percent auto tax break every year and up to a 50 percent cut in other taxes. 별장 세율 인하...지방세 조례 시행 전기차에 대한 세금혜택이 확대되고 별장에 대한 취득세와 재산세 자진신고 특례제도가 도입됩니다. 제주특별자치도는 오늘(22일)부터 지방세 조례 개정안이 시행됨에 따라 내년까지 한시적으로 자진 신고에 한해 별장에 대한 취득세와 재산세를 최대 5%까지 감면합니다. 또, 전기자동차에 대해서도 세율특례 조항이 추가돼 전기차를 소유한지 3년이 지난 납세자의 경우 매년 자동차세를 5%씩, 최대 50% 한도 내에서 경감받을 수 있습니다.

  • Household loans soar in April Mortgage screening process tightened in May In related news, household loans in April here in Jeju rose at the fastest pace so far in 2016. the Jeju branch of the Bank of Korea says they totaled nine trillion won, up 268 billion over the March figure. This is the highest monthly growth so far this year, and it is in sharp contrast to the overall downward trend nationwide. The BOK attributes the surge to the heightened screening rules for mortgages that came into force a month later, in May. 4월 도내 가계대출 증가율 '최고' 도내 가계대출 규모가 큰 폭으로 증가했습니다. 한국은행 제주본부에 따르면 지난 4월 도내 가계대출잔액은 9조 원으로 전달보다 2천680억 원 늘었습니다. 이같은 증가율은 올 들어 가장 높은 것으로, 전국적으로 가계대출 증가율이 하락하는 것과는 대조적입니다. 한국은행은 지난달부터 제주에 적용된 주택담보대출 심사 강화를 앞두고 대출이 늘어난 것으로 분석하고 있습니다.

  • Illegal apartment sales on the rise Jeju City officials warn prospective buyers Jeju City officials are advising apartment unit buyers to avoid becoming involved with illegal sales. Officials are uncovering an increasing number of problems. Some buyers sign provisional contracts before the multiplex units are officially out on the market for sale, while others are being required to make a downpayment on a unit to secure a contract for it before construction has even been approved by the local government. City officials warn that if a prospective buyer pays for a yet-to-be approved housing unit, there is no way to receive reimbursement should the developer later become bankrupt. In 2014, the city issued construction permits for 2,530 housing units. It approved 9,090 last year. So far this year, it has issued permits for some 3,060 units. 공동주택 편법·탈법…"분양계약 주의" 제주시가 최근 공동주택 건축이 급증하면서 분양관련 편법.탈법 행위가 성행하고 있어 세심한 주의가 필요하다고 당부했습니다. 제주시에 따르면 최근 공동주택 건설 붐을 타 사전 계약후 분양 공고를 내거나 허가 안된 공동주택에 대해 가계약금을 받는 이른바 묻지마 계약 사례가 적발되고 있습니다. 특히 비승인 대상 주택인 경우 건축과정에서 부도나 파산 등이 발생하면 법률적 보호가 미약해 분양계약 시 주의를 당부했습니다. 한편 제주시지역 공동주택 허가 건수는 지난 2014년 2천530여 세대, 지난해 9천90세대, 올들어 지난달까지 3천60여 세대 등 급증하고 있습니다.
