Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Ideas laid out for 6th revision to Jeju Special Law Public briefings planned for tax, administrative proposals The provincial government has announced some of the changes it will seek in this year’s sixth revision to the Jeju Special Law, which is what gives the province its semi-autonomy. The proposed changes include increasing the tourism promotion fund, transferring authority from the central government to the local government in regards to imposing individual consumption tax on golf courses, tax exemptions for the preservation of gotjawal forests, and returning casino profits to society.   • Turning to Arirang now, some 150 thousand Chinese tourists made the short trip across the West Sea to Korea earlier this month. And while these tourists have been a boon for retailers here,... experts say Korea will need to do more to keep visitors coming back in the future. Kim Min-ji reports. [SLUG] Est. 150,000 Chinese tourists visited Korea earlier this month Upwards of 150-thousand. That's the number of Chinese tourists who visited Korea this month during the week-long Spring Holiday Festival - an increase of nearly 20 percent from the year before. It's a time when the country's retail industry gets a big boost. [REPORTER] Kim Min-ji "During the week-long holiday break,... local department stores saw their sales to Chinese visitors soar over fifty percent. So what were the most popular items?" [Interview] Qin Liang / Chinese tourist "I got a bag, cosmetics and local food products like ginseng. I often use Korean products. I think Korean bags and cosmetics are high in quality compared to the price." Due to the popularity of Hallyu, or the Korean Wave,... products and foods featured in local TV dramas or used by Korean celebrities have become must-have items.   • JDC receives ‘A’ in customer satisfaction in 2015 Jeju Free International Development Center runs duty-free shops, museum The Jeju Free International Development Center, or JDC, got an “A” in customer satisfaction in the most recent government assessment. The Ministry of Strategy and Finance evaluated 76 public organizations for customer satisfaction in 2015 and released the results this week. The JDC reportedly scored high for its high quality of service, as assessed through on-site inspections at its duty-free shops and the Jeju Aerospace Museum. The ministry conducts customer satisfaction inspections of public organizations every year, rating them from the highest level S to the lowest level C. JDC, 지난해 고객만족도 조사 'A' 등급 제주국제자유도시개발센터가 지난해 공공기관 고객만족도 조사에서 A 등급을 받았습니다. 기획재정부는 177개의 공공기관을 대상으로 실시한 지난해 고객만족도 조사를 토대로 제주국제자유도시개발센터를 포함한 76곳을 A등급으로 선정했습니다. 이번 평가에서 JDC는 면세점과 항공우주박물관 임직원의 현장근무를 통한 고객과의 소통강화와 서비스 품질 관리체계 운영에서 좋은 평가를 받은 것으로 알려졌습니다. 기획재정부는 해마다 공공기관을 대상으로 고객만족도 조사를 실시해 가장 높은 S등급에서 가장 낮은 C등급으로 분류해 발표하고 있습니다.

  • Cruise terminal getting more workers, equipment Authorities aim to cut time needed to process departures The international cruise terminal at Jeju Port will soon be getting more workers and facilities to process departures. The provincial government says two extra security checkpoints will be added to the current four, and the number of security staff will be increased from 12 to 30… within next month. Authorities expect the move will shorten the time needed to complete departure procedures from an average 1 hour 40 minutes for 3,000 passengers to 1 hour 10 minutes. The province also plans to separate the arrivals and departures areas onto different floors by March next year to further speed up inspection procedures. 여객터미널 장비·인력 확충...수속시간 단축 제주항 국제여객터미널의 출국장 검색 장비와 인력이 보강됩니다. 제주특별자치도는 다음 달 안으로 여객터미널 출국장 보안검색대를 현행 4대에서 6대로 두 대 늘리고 보안검색 인력도 12명을 충원해 30명을 배치할 계획입니다. 제주도는 이 같은 조치로 현재 3천 명 기준 1시간 40분 걸리는 수속시간이 1시간 10분대로 단축될 것으로 예상하고 있습니다. 또 내년 3월까지 크루즈 여객터미널 입국장은 1층, 출국장은 2층으로 분리해 출국 지연 문제를 개선할 계획입니다.

  • This week on Jeju: A to Z, Todd Thacker takes a brief look at Jeju black cattle. Analysts have voiced growing concerns in recent years about the preservation of the species. These rare animals have now garnered a number of national and international designations, and there is work underway to solve the problem with high-tech solutions like cloning. [Report] Jeju black cattle are a unique breed with a long history on the island. These hearty animals eat tough, unappetizing grasses and brush and thrive in the island’s harsh climate. [Slug CG] 400-1,500 animals left This may sound like the perfect kind of cattle to raise here, and you’d be right. But the total number of Jeju black cattle is actually very small. Experts put the current number at between 400 and 1,500 animals. One reason for this -- according to the Jeju Biodiversity Research Institute -- harkens back to the 1960s and 70s. A shift in farming practises meant that in order to maximize profits, overseas breeds were imported and interbred with local cattle to increase meat production. [Slug CG] Low- and high-tech help to preserve genetic lineage Now, though, the importance of Jeju black cattle has come to the fore. And in order to preserve this animal’s genetic lineage, a number of low- and high-tech steps have been taken. [Slug CG] Designated Korean Natural Monument No. 546 In 2013, for example Jeju black cattle were designated Korean Natural Monument No. 546 and recognized by an international non-profit promoting environmentally and culturally sustainable agriculture. About 200 purebred Jeju black cows are currently being raised by Jeju Rural Development Administration and the Jeju Livestock Development Agency. On the high-tech side, Jeju National University Professor Park Se-pil, a specialist in cloning technology, has been working on the problem of the genetic preservation of Jeju black cattle. A number of healthy black cows have been cloned, raised and studied by Professor Park and his team. [Slug CG] Todd Thacker In terms of flavor, black beef has more monounsaturated fat than other types of beef, prompting chefs to make the most of its special flavor and juiciness. It is a very popular and pricey ingredient served in a variety of Jeju dishes. The future of Jeju black cattle may still hang in the balance, but all things considered, it has come into its own both in terms of preservation of its genetic heritage, and its culinary prestige.   • Construction permits in ‘green zones’ up twofold in 5 years 1,100 issued in 2015 An increasing number of construction permits have been issued in Jeju’s ‘green zones’ in recent years. 1,100 were issued last year. That’s more than twice the 490 permits issued by the government in 2011. The total area of land permitted for development within the zones has also increased from 610,000 square meters in 2011 to 1.47 million last year. Officials have attributed the rise in green zone construction to relatively low land prices coupled with rising demand. The province says it plans to restrict development in green zones in the future to prevent haphazard building. 자연녹지지역 건축허가 5년새 두배 급증 최근 5년 동안 제주지역 자연녹지지역 건축허가 건수가 크게 증가했습니다. 제주특별자치도에 따르면 농지와 산지 등 자연녹지지역에서의 건축허가 건수는 지난 2011년 490여 건에서 지난해말 1천 1백건으로 두배 이상 증가했습니다. 건축허가 면적도 지난 2011년 61만 제곱미터에서 지난해 147만 제곱미터로 배 이상 늘었습니다. 제주도는 몇년 동안 건축경기 상승으로 상대적으로 지가가 저렴한 자연녹지지역 개발이 급증했다며 개발행위 허가 심의제도 등을 도입해 무분별한 개발을 제한하겠다고 밝혔습니다.

Prime Minister Hwang Gyo-an, Defense Minister Han Min-gu, Navy Admiral (정호섭) Chung Ho-seop, and Jeju Governor Won Heeryong will attend the ceremony. Work on the dual-use port began in 2010.   • The population of the island continues to grow, as droves of mainlanders decide to start a new chapter in their lives by moving to Jeju. Some, however, don’t stay for long, as the adjustment to local life can prove challenging. Here’s Mike Laidman with the story of one man who overcame those challenges. Mr. (고재영) Go Jae-yeong is the owner of a small guesthouse in Seogwipo. His family left their life in the city on mainland Korea three years ago to move to Jeju. Here, they’ve started a new life. Much like other immigrants to Jeju, he was fascinated by the nature when he first visited the island as a tourist. INTERVIEW Go Jae-yeong / Mainland immigrant Jeju is truly a blessed part of Korea. I chose to move here to live out the rest of my days in peace. <인터뷰 : 고재영 / 서귀포시 표선면> "제주도라는 곳이 정말 대한민국의 축복이거든요. 그래서 휴양도 할겸 조용히 남은 여생을 보내자라는 차원에서 왔는데.." However, Mr. Go’s new life in Jeju wasn’t all easy; it was challenging at first. He didn't have any friends or relatives to help him to settle down here when he moved. INTERVIEW Go Jae-yeong / Mainland immigrant The first thing you have to do is make up your mind completely; you have to be resolved to work through any difficulties that come your way. <인터뷰 : 고재영 / 서귀포시 표선면> “(이주를 할 때) 제일 먼저 준비해야 할 것은 마음가짐. 무슨일이 있어도 내가 여기서 정착해야 겠다는 결심을 첫째로 준비해야 해요." An increasing number of people are leaving their hometowns and immigrating to Jeju every year. More than 97,000 arrived in 2015, while 83,000 left, meaning Jeju's net population growth for last year was about 14,000. However, a considerable number of people are moving back to the mainland after failing to really make Jeju their home. The province is coming up with a number of support plans to help people settle, but most of them are unrealistic. INTERVIEW Go Jae-yeong / Mainland immigrant If you want to borrow 300 million won from the bank, you need to put up land worth about 700 or 800 million won as collateral. This is too much, and unrealistic for young people moving to the island. I hope that younger people will be able to get loans with lower interest rates. <인터뷰 : 고재영 / 서귀포시 표선면> “현재는 내가 3억 원을 대출받으려면 담보를 제공해야 해서 7~8억 원의 농지를 구입했을 때 가능해요. 그런데 이게 현실적으로 안 맞다는거죠. ----수퍼체인지----- 정말 젊은층이 와서 전세자금이라도 저리라도 대출을 받을 수 있게끔 하는것이 현실적인 것이지…." People from all over the age spectrum and working a multitude of different jobs are flowing into the island every year to seek new opportunities.
