Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Census begins November 1 600 census takers to survey all islanders Authorities will fan out across the island November first and begin a two-week census. This census is done every five years. Six hundred civil servants and statisticians will conduct this year’s survey. They will interview all locally residing Koreans and non-Koreans. They will be asked 52 questions and authorities will collect information ranging from gender to housing type to economic activity. To ensure the process goes smoothly, local officials will also conduct an online survey from October 24th through the 31st. 다음달 1일부터 인구주택 총조사 실시 인구와 가구, 주택 등을 파악하기 위한 인구 주택 총조사가 다음달 1일부터 15일까지 보름동안 실시됩니다. 5년마다 실시되는 이번 조사에는 공무원과 조사요원 등 600여 명이 나서 면접 조사방식으로 이뤄집니다. 조사는 제주에 거주하는 모든 내·외국인의 인구와 주택을 대상으로 성별과 주택종류, 경제활동 등 52개 항목에 대해 실시됩니다. 또 원활한 조사를 위해 오는 24일부터 31일까지 인터넷 조사도 진행될 예정입니다.

  • The Korea Electric Power Corporation and LG Group have signed a deal to jointly promote the “Global Eco Platform Jeju” project which aims to make the island carbon-free by 2030. A scaled-down version of the project will begin next year in the form of an eco-town. Mike Laidman has more. The “Global Eco Platform Jeju” project aims to replace all traditional cars on the island with electric vehicles by 2030. Jeju City, the Korea Electric Power Corporation, and LG Group recently signed a memorandum of understanding to implement the project together.   • To create a source of additional income, some people have been illegally remodeling apartment units by creating separate living spaces for other tenants. This deceptive practice has mostly been limited to studio apartments, but it seems it is now being done in larger rentals. Joseph Kim has more. This is a rental apartment complex in the Seogwipo Innovation City. There will be 716 apartment units including floorplans of 84, 142 and 148 meters squared. In the case of 142-square-meter apartment units, there is another door next to the entrance. In other words, there are two front doors. The builder said that it can be used as a separate space for those who live with their parents. SYNC Apartment representative Those who live with their in-laws or with a large family can use the space separately. "시부모님을 모시고 사는 분들이나 2세대가 살고 있는 대가족의 경우 한쪽에 따로 거주하시고 다른 쪽 18평에는 신혼부부가 거주하셔도 되고..." And they inform tenants that after a 5 year rental period, it’s possible to add a wall between the two spaces and lease one of the spaces out. SYNC Apartment representative If you are eligible to purchase the home after the lease period is over, you could actually add a wall.   • Case after case of attempted illegal mandarin sales Fruit prices plummet 18% in five days Well, it’s been a rocky start so far in the citrus industry: prices for mandarin oranges are tumbling as authorities uncover case after case of attempted sales of fruit that is not *fit* for sale. The provincial government says inspectors have found five tons of substandard fruit at mainland auctions since shipments of early-ripening varieties began on October fifth. The average auction price of a ten-kilogram box of outdoor grown mandarins at Seoul’s Garak Market fell from 15,700 won on the seventh to 12,900 won just five days later. That’s an 18 percent drop. The lowest price also tumbled over the same period, from 7,000 won on the seventh to 4,000 won on the 12th. 잇따른 '비상품' 적발…감귤 경락가 하락 대도시 도매시장에서 비상품 감귤이 잇따라 적발되면서 감귤 경락가격도 떨어지고 있습니다. 제주특별자치도에 따르면 지난 5일 극조생 감귤 출하가 시작된 이후 전국 주요 도매시장 경매 과정에서 비상품 감귤 5톤이 적발됐습니다. 이에따라 지난 7일 노지감귤 10kg 한 상자에 1만 5천 700원 하던 서울 가락시장 평균 경락가가 닷새 만에 1만 2천 900원으로 18% 가까이 떨어졌습니다. 최저가격 역시 지난 7일 7천 원에서 오늘은 4천 원으로 폭락했습니다.

  • This year’s first outdoor-grown mandarin oranges are now being distributed to stores nationwide. This is the first time in years that a fixed date was set for distribution and sizing standards for the fruit were simplified earlier in the year. Here’s Mike Balfour to explain how these changes have affected the sector. [slug] Jocheon-eup, Jeju City At a Jeju mandarin orange farm in Jocheon-eup, Jeju City, the fruit are fully ripened and ready to pick. [slug] Distribution period set for mandarins Distribution began at the start of October. A fixed date was set for the first time in seven years since farmers were given autonomy over when to distribute their mandarins. [INTERVIEW] Yang Gi-bong / Grower, Jocheon-eup (Last year) there were a lot of substandard mandarins. This year, we had good weather so farmers should be able to benefit from a better price. <인터뷰:양기봉/조천읍 감귤농가> "(지난해에는) 비상품 감귤이 많이 나왔습니다. 올해는 그나마 날씨가 괜찮아서 가격이 좋을 것이라고 기대하고 있습니다." Mandarin farms that had already finished harvesting before the distribution date held their fruit until the agreed time. The mandarin oranges are first sent to packing houses and within two days are distributed to markets on the mainland. The sizing standards for mandarin oranges have been simplified to five categories… meaning certain mandarins that would have been classified as substandard prior to the change are now allowed for sale. The new size categories range from 2S to 2L and are labeled on the new packaging. With the simplified sizing standards and this year’s mandarins being sweeter than last year’s, insiders expect a positive reaction from consumers. [Interview] Ahn Seong-hyeon / Jocheon Agricultural Cooperative Federation We have made great efforts to eliminate substandard mandarins in the packing process. [SLUG] Substandard mandarins still being sold Despite agreeing on when to distribute this year’s outdoor-grown mandarins, some farms were found to have violated the rule. Substandard oranges have also been found to have entered the market. A large number of substandard mandarins were found to have been secretly distributed to the mainland around Chuseok and some farmers sold their oranges before the agreed distribution date.   • Food waste scales in all urban Jeju City neighborhoods City spending \5.4b to install 2,100 Beginning next year, all urban residents of Jeju City will pay for the exact amount of food waste they throw away. The Jeju City municipal office will install more than 2,100 scales in 15 dong district neighborhoods that lack them. It is spending 5.4 billion won to set them up in the waste and recycling collection stations called “Clean Houses.” People who live in those areas will then be required to weigh their food waste when they dispose of it. The city currently is running a “Cleanliness Keeper” program on a trial basis for the Clean Houses, and it will also expand that program next year to include all eup, myeon, and dong districts through a 3.8-billion-won investment. 제주시 동 전역 음식물쓰레기 개별계량장비 설치 내년에 제주시 동지역 모든 클린하우스에 음식물쓰레기 개별계량장비가 모두 갖춰집니다. 제주시는 음식물쓰레기 개별계량장비가 설치되지 않은 15개 동에 대해 내년에 54억원의 국비를 투입해 2천100여 대를 신규로 설치한다고 밝혔습니다. 이에따라 내년에는 제주시 동 지역 모두 음식물쓰레기 배출이 개별계량방식으로 전환됩니다. 제주시는 이와함께 현재 시범 운영중인 클린하우스 청결지킴이 사업을 내년에 38억원을 투입해 모든 읍면동으로 확대할 계획입니다.

  • Seoul seeks top ‘price-competitive business’ Provincial government accepting applications from candidate firms The national government is looking for candidates for an award for businesses that have already been recognized for their competitive prices. To be eligible, firms must have received that low-price designation before September 30th, 2013. They also must have contributed to the development of local society and seen their sales increase. The eventual winner will be chosen on a 100-point scale. Sixty points will be awarded based on the prices they offer, 30 points for hygiene and cleanliness, and 10 points for customer and public service. The provincial government plans to recommend an award candidate in November after reviewing applications submitted at city offices. 정부, '전국 착한가격업소 대상' 공모 정부가 '전국 착한가격업소 대상'을 공모합니다. 대상업소는 지난 2013년 9월 30일 이전에 착한가격업소로 지정돼 매출증대와 지역사회발전에 공헌한 곳으로 착한가격 60점과 위생청결 30점, 서비스.공공성 10점으로 평가됩니다. 제주도는 행정시를 통해 공모한 후 자체 심사를 거쳐 오는 11월 중 수상후보 업소를 정부에 추천할 예정입니다.
