Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Jeju City recently placed dozens of plastic barrels alongside the road to prevent drivers from parking illegally in front of the Saryeoni (사려니) Forest Path entrance. According to one of Jeju’s representatives at the National Assembly, the presidential cabinet passed a bill Tuesday on changes to the workforce at governmental bodies and the establishment of new organizations. New Politics Alliance for Democracy representative (강창일) Kang Chang-il says a new deputy assistant commander position will be created at the agency, in order to lighten the commissioner’s workload. The local agency has been pushing for the creation of that position since 2003. The existing criminal investigation department will also be split into an investigation department and a criminal affairs department.   • Provincial council forms new select committee Group to deal with Jeju Special Law changes, land policy The provincial council has a new committee that is charged with improving the Jeju Special Law and dealing with land policy. Committee members convened Tuesday for their first meeting and appointed councilmember (좌남수) Jwa Nam-su as chair. They also finalized their plans for the upcoming year. The committee will come up with comprehensive housing plans, establish a land information system, and propose new ideas for the sixth extensive revision to the law that gives Jeju its semi-autonomy.   • Dolgorae to be salvaged Fishing boat sank over the weekend in Chuja Island waters The provincial government is working on recovering the fishing boat that capsized over the weekend in Chuja Island waters. Following a request to do so by the Jeju office of the Ministry of Public Safety, local officials began Monday preparing to recover the Dolgorae. The provincial government will pay for the operation, but it will then bill the boat owner at a later date.   • Are you familiar with the floorball? It’s a type of floor hockey and Jeju recently hosted its first tournament. The players included a group of Korean adoptees from Sweden who took the opportunity to get to learn more about their motherland and build new friendships. Lee Hee-jung has more. Black hair. Brown eyes. He may look like a typical Korean, but his passport tells us he in fact Swedish. His name... is Magnos (매그노스). His Korean name by birth is 민영훈. As an adoptee, he was sent to Sweden when he was just 9 months old. Today, he is the leader of his floorball team… In fact, 9 of the 14 members on his team are Korean adoptees in Sweden, just like himself. When he heard about Jeju’s first floorball tournament, he applied in a heartbeat, paying for his own flight to come here. Before arriving in Korea, the adoptees each made an effort to learn more about the country and they even chose a Korean name for their team… 화랑. Although things can get rough on the floorball court, they relish each moment of their time here. And off the court, rivals become friends.   • Existing airport ‘unlikely to close’ Two alternatives for expanding airport infrastructure being considered While a final decision on how to expand airport infrastructure won’t be announced until November, it likely won’t include the closing of the existing facility. A Korea Aerospace University professor said that option was taken off the table. (김병종) Kim Byeong-jong made the remarks Tuesday morning at the Farmers’ and Fishermen’s Center. He was speaking at the second presentation on the results of a feasibility study on airport infrastructure expansion. Kim said it was rare for a city to take that step because doing so would have an instant negative impact on the local economy. He added that the provincial government has asked the group researching the issue to exclude ideas that call for the current facility to be closed. The group now has only two choices from which to make a final selection. One is to build additional runways at the current airport with a capacity similar to what already exist. Authorities managed to contact someone who was supposed to be aboard, but wasn’t, and that person apparently said it was sailing without problems toward its destination. Yonhap 1. Inter-Korea Koreas agree to hold family reunions in late Oct. Yonhap is reporting that South and North Korea agreed Tuesday to hold reunions of families separated by the Korean War in late October. The meetings will be from October 20th to the 26th at a facility at Mount Kumgang, a scenic resort on the North's east coast. 2. Politics Park’s approval rating jumps past 50% President Park Geun-hye's approval rating reached more than 50 percent following a high-profile visit to China. Polling agency Realmeter says 50.4 percent of respondents to its survey approved of the job she is doing.
