Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju is pursuing the establishment of a supplementary budget plan to revitalize the local economy and stabilize the livelihoods of ordinary households in response to worsening economic conditions. The main target of support will be vulnerable social groups, low-income earners, small business owners, youth, and self-employed workers, and the funds will be allocated by focusing on projects that have a significant ripple effect in revitalizing the local economy. Jeju province plans to receive budget requests until the end of the month, will proceed examinations and budget adjustments, and submit the supplementary budget plan to the Jeju Island Council on April 28th. Later, the man appears at a pawn shop carrying a small box in one hand. On the 10th of this month, a man in his 20s was arrested by police for allegedly stealing items from a vehicle near a construction site in (조천읍) Jocheon-eup, Jeju City. The suspect allegedly stole cash, a mobile phone, and debit cards from a parked vehicle in an alleyway and fled the scene. He is thought to have targeted the vehicle because its side mirrors were not retracted, indicating that the doors were likely unlocked. INTERVIEW Victim I don’t lock my car while on the job as workers often need to get things like tools or equipment out of my car. It’s bewildering to be a victim of a burglary. After the theft, the suspect used the debit card to purchase a gold bracelet worth 4 million won at a jewelry shop located about 20 kilometers away, and sold the bracelet back to the pawn shop for cash. A police investigation has revealed that the suspect used the stolen money for entertainment expenses. On the night of the 14th, another man in his 50s was arrested on suspicion of breaking into a two-story house in Jeju City and stealing items worth 500,000 won, including gold earrings and a watch. According to a police investigation, the suspect targeted the house because it had an unlocked entrance. Recently, there have been a series of burglaries targeting homes and vehicles that were not properly secured. Police have asked the public to be extra cautious to prevent such crimes. When leaving one’s home or car, always lock the doors and do not keep valuables, such as jewelry, inside one’s car. There have been 203 cases of car break-ins reported in Jeju over the past three years. Meanwhile, there have been 340 cases of residential burglary on the island over the same period. Police are urging the public to double-check that they have secured their property and to report any incidents, however minor, in order to help stop thieves in their tracks. 문 열린 차량·주택 노린 절도범 '기승' 제주시내 한 번화가. 모자를 쓴 한 남성이 주머니에 무언가를 집어넣으며 걸어갑니다. 이후 전당포에 등장한 남성. 한 손에는 작은 상자가 들려있습니다. 지난 10일, 제주시 조천읍의 한 공사현장 인근에서 차량 안의 물건을 훔친 혐의로 20대 남성이 경찰에 구속됐습니다. 피의자인 A씨는 골목에 주차된 차량에서 현금과 휴대전화, 체크카드 등을 훔쳐 달아났습니다. 범행 당시 해당 차량은 문이 열린 상태. 문이 잠기지 않아 사이드미러가 접히지 않은 점을 노려 범행 대상으로 삼은 겁니다. <인터뷰 : 차량털이 피해자> (작업하는) 사람들이 왔다 갔다 하면서 꺼낼 게 많거든요. 연장이라든지 공구라든지 꺼낼 게 많은데, 그래가지고 (차 문을) 열여 둔 건데 황당하고 당황스럽죠. 범행 이후 A씨는 20km 가량 떨어진 금은방에서 훔친 카드로 400만 원 상당의 금팔찌를 구매한 뒤, 이를 다시 전당포에 팔아 현금으로 바꿨습니다. 경찰 조사에서 A씨는 훔친 돈을 유흥비로 사용했다고 진술한 것으로 알려졌습니다. 지난 14일 밤에는 제주시내 한 주택 2층에 침입해 금 귀걸이와 손목시계 등 50만 원 상당을 훔친 혐의로 50대 남성이 구속되기도 했습니다. 경찰 조사 결과 B씨는 출입문이 잠기지 않은 주택을 골라 범행을 저지른 것으로 전해졌습니다. 최근 문이 잠기지 않은 주택이나 차량을 노린 절도 범죄가 잇따르고 있어 각별한 주의가 요구됩니다. <인터뷰 : 강정효 / 제주동부경찰서 형사과장> 날씨가 풀리면서 출입문을 잠그지 않아 이번과 같은 사례가 빈번히 발생하고 있습니다. 부재 시에는 반드시 출입문을 잠그시고 차량을 주차할 때는 반드시 차량 문을 잠그고 차량 내에는 귀금속 등을 보관하지 않도록 당부드립니다. 최근 3년 사이 제주에서 발생한 차량털이는 203건. 주거침입 절도는 340건에 이르고 있습니다. 경찰은 절도 피해를 막기 위해서는 잠금장치를 철저히 확인하고, 피해 금액이 적더라도 반드시 신고해야 더 큰 피해를 막을 수 있다고 당부했습니다.

  • The number of marriages in Jeju Island last year was the lowest ever recorded, while the divorce rate was the highest in the country. According to Statistics Korea, the number of marriages in the area last year increased by 2.1% to 2,710 compared to the previous year, which was the lowest ever due to the aftermath of COVID-19. The per capita marriage rate, which refers to the number of marriages per 1,000 people, remained the same as the previous year at 4.0, which was the lowest in history for two consecutive years. According to Jeju Island, the number of golf course users in the area for January was 104,800, which is a 45.9% decrease compared to the same period last year with 89,000 fewer users. In particular, the number of non-resident and foreign golf course users in January was 56,400, which is a significant decrease of 55.5% compared to the previous year. The reason behind the decrease is analyzed to be due to domestic golf tourists having increased demand for overseas travel and a decrease in price competitiveness with the increase in green fees and cart fees. 도내 골프장 이용객 감소세 두드러져 해외여행이 늘어나면서 코로나로 특수를 누리던 제주도내 골프장 이용객 감소가 두드러지고 있습니다. 제주도에 따르면 지난 1월 한달 도내 골프장 이용객은 10만 4천800여 명으로 지난해 같은 기간보다 8만 9천여 명, 45.9% 감소했습니다. 특히 1월 도외와 외국인 이용객은 5만 6천400여 명으로 지난해 보다 55.5%나 크게 줄어든 것으로 집계됐습니다. 골프장 이용객 감소는 내국인 골프 관광객들이 해외여행 수요가 늘고 그린피와 카트비 등 이용요금 인상으로 가격 경쟁력이 떨어진 것도 주요한 요인으로 작용하고 있다는 분석입니다.

  • More Landlords Caught for Illegal Lodging
  • A series of crackdowns on illegal lodging operations in houses and apartments have been reported. Since last month until the 15th of this month Jeju City conducted a joint crackdown along with relevant agencies on suspicious unreported illegal lodging operations and found 12 illegal cases. Of the types discovered, eight were houses and one was an apartment, all of which had been conducting business operations without reporting to relevant authorities through online lodging sharing platforms. Jeju City said that it filed criminal complaints against eight of the discovered operators and issued administrative orders against the other four. 단독주택·아파트 불법 숙박영업 잇따라 적발 단독주택이나 아파트 불법 숙박영업 행위가 잇따라 적발됐습니다. 제주시는 지난달부터 지난 15일까지 미신고 불법숙박 의심업소에 대한 유관기관 합동단속을 실시한 결과 12건을 적발했다고 밝혔습니다. 유형 별로는 단독주택 8곳, 아파트 1곳 등으로 모두 온라인 공유숙박 플랫폼을 통해 신고를 하지 않고 영업행위를 해 온 것으로 확인됐습니다 제주시는 적발업소 가운데 8건은 형사 고발하고 나머지 4건은 행정지도 했습니다.
