Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Last Monday on May 31st, the community, the province and the provincial council signed a joint declaration as an attempt to settle the conflict. However some residents expressed their denial of the declaration. Todd Thacker reports. Report For more than a decade, the Gangjeong community in Seogwipo has been divided over the creation of the Jeju Civilian-Military Complex Port. In an attempt to settle the conflict, the community, the province and the Provincial Council signed a joint declaration on Monday (May 31). It’s been 14 years since the port project was first announced. At the signing ceremony, Governor Won Heeryong apologized for past mistakes made during the site selection and construction process. One motion dealt with changes to the Absolute Preservation Area and the other pertained to an environmental impact assessment. The (강정) Gangjeong community has accepted the apology and declared that it will cooperate with the two provincial offices to help the community recover. The joint declaration, which was signed by the three parties, states that the province and the council will fully support Gangjeong development projects. This will include an annual 5 billion won in funding until the year 2025 for community restoration. The Gangjeong community will also use the breakwater at the port as a source of revenue. Meanwhile, village opponents of the complex port, the (강정) Gangjeong Peace Network, and other civic groups, held a joint press conference prior to the signing ceremony to urge the suspension of what they call the “deceptive agreement.” Though local resentments and conflict remain at issue, it’s crucial that the signatories of this joint declaration make every effort to work together for the benefit of all. According to the Ministry of SMEs and Startups, there were 5,148 start-ups in the province in the first quarter of this year, which was a decrease of 1,975 or 22% from the same period last year. This decline is the third-highest among 17 cities and provinces in the country after Sejong City and Daejeon City. People without a mask are easily spotted, but authorities are not doing enough to prevent the continuous spread of the virus. Joseph Kim reports. Report It’s early in the morning at a beach in Jeju City. Vacationers come with their friends and families. Jeju has been considered a less dangerous zone for the pandemic, but it has recently seen a surge in cases. Most visitors comply with social distancing and mask requirements. But some violate the rules. The one meter distancing rule is ignored. International tourists without masks are easily spotted. More disturbingly, violations are not monitored at beaches as government offices just sit on their hands. Authorities explain that workers cannot be deployed to local beaches and administrative measures cannot be made until the official opening of beach season. That means there is no legal ground to stop violators from ignoring social distancing and mask requirements at beaches before July. Tourists surge into the island for their getaways.   • Trial run of music studio 'Jemu' ‘Jemu’ has studio, practice rooms for local musicians The province and the Jeju Contents Agency is test-operating the Jeju Music Creation Center ‘(제뮤)Jemu’ to provide practice space for local musicians. Jemu was completed on the site of Seogwipo Arts Hall this year, after the project was selected by the Ministry of Culture, Sports and Tourism in 2019. It is equipped with studio and practice rooms that allow users to record, edit, and conduct ensembles.
