Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • Province implements level 3 measures for public baths, funeral halls Restrictions on number of patrons, dining completely banned Jeju Province will implement additional social distancing measures equivalent to that of level 3 for business categories that have recently been sites of widespread infections of COVID-19. The provincial government will restrict access to public baths to a maximum of one person per 8 square meters as well as completely ban cold and hot tubs, along with snack bars and sports activities within the facilities. Funeral halls are also restricted to less than 100 people and the consumption of food is completely prohibited. Nursing hospitals and nursing homes will also be required to conduct COVID-19 diagnostic tests every two weeks, and indoor sports facilities will be monitored at least once a week for compliance to quarantine rules. The Jeju Free International City Development Center is making joint efforts with national public firms, including the Korea Airports Corporation, to help local businesses become more competitive. Mike Laidman reports. Report With the Covid-19 pandemic continuing, and becoming more serious, the financial difficulties that small and medium-sized businesses have been facing are worsening. The virus has had, and continues to have, a severe impact on the local economy, as 99 percent of businesses in Jeju are categorized as small or medium-sized. The Jeju Free International City Development Center is working hand-in-hand with national public firms,including the Korea Airports Corporation, to help local businesses strengthen their competitiveness. The MOU, drafted by the Jeju Free International City Development Center, is meant to make small and medium-sized businesses more competitive when it comes to exports. It was signed by the Korea Airports Corporation, Korea Trade Insurance Corporation, Korea Small Business Association, and the Korea SMEs and Startups Agency. The signers of the MOU promise to mobilize all available resources to help SMEs overcome their financial difficulties. The agreement ceremony was held virtually to keep social distancing limits.   • Province urges residents to sign national petition for new delivery fee system Petition must have at least 200,000 signatures Jeju Island has asked for residents to actively participate in the national petition to improve the delivery fee system for island regions. The province has been conducting a national petition with the Jeju Green Consumer Network to urge the improvement of the special delivery fee system for parcel delivery since the 27th of last month. So far, they have only gathered 6% of the target number. They explained that at least 200,000 people must sign the petition in order to receive the government's response, and urged for active participation by residents.   • Rising cancellations in accommodation reservations across Jeju Widespread COVID-19 infections hits lodging industry hard As COVID-19 continues to spread nationwide, Jeju Island has also been affected by an increasing number of infections. The recent uptick is causing a surge of hotel cancellations. According to a recent survey conducted by the provincial government, accommodation reservations at five-star hotels and resorts have plunged by as little as 15 percent and as much as 48 percent compared to November. Most of the accommodations show a reservation rate of less than 50% at the end of the year, including the Christmas season, which usually marks the highest rate of reservations of the year. Reservations for hotel and lodging companies are expected to fall further in the wake of the upgrade to level 2 of social distancing and the possible upgrade to level 3 in the Seoul metropolitan area. The province has confirmed an additional 12 patients on the 16th and eight patients on the 17th.   • The local tourism industry is being hit hard by the nation’s third wave of COVID-19. Tens of millions of won in electricity bills is placing another heavy burden on large hotels that are already stretched thin during the pandemic. Todd Thacker reports. This is a tourist hotel in Jeju City. During the nation’s third wave of the COVID-19 pandemic, its booking rate has dropped to under 20 percent. To reduce operating costs, the hotel has cut its labor force, but fixed maintenance costs are still a major burden. Of these expenses, electricity accounts for most of the total utility bill. The hotel pays over 10 million won per month. The local accommodations industry has been largely inactive since the pandemic hit the nation earlier this year. Facilities that usually welcome non-Koreans, tour groups, and mid- and small-sized guest houses suffer more. Electricity bills totaling tens of million of won can push businesses over the edge. The electricity rate is 130 won per kilowatt hour for hotels because it is classed as general use. That’s 22 percent higher than power for the manufacturing industry. The province and the local tourism industry have asked Seoul to reclassify electricity consumed by hotels and guest houses as industrial use since early this year. However, their request was denied on the grounds that such a move would prove unfair to other industries. There is a precedent for such a reclassification, though. In both 2001 and 2007, Seoul approved the temporary application of an industrial power rate for accommodations to boost the tourism industry. Todd Thacker, KCTV

  • Support funds of FTA damage compensation to be released ₩25M will be paid out to 61 yellow corvina fishermen Subsidies will be provided for the first time this year for damages in the seafood sector under the Free Trade Agreement. Jeju Island has announced that a payment of 25 million won will be paid as direct compensation for damages from FTA to 61 fishermen of yellow corvinas. This subsidy comes after the designation of five types of seafood eligible for compensation, which also includes sea squirt and shrimp. Jeju Island will push to include fish species produced in the province in the list of items that will receive support next year. 6. 조기 생산 어가에 'FTA 피해보전직불제' 첫 지원 자유무역협정에 따른 수산물 분야 피해에 대해서도 올해 처음으로 지원금이 지급됩니다. 제주도는 도내에서 조기를 생산하는 61개 어가에 FTA 피해보전직불금으로 2천 500만 원을 지급한다고 밝혔습니다. 이번 지원금은 올해 FTA 피해보전직불제 지원 대상에 조기와 멍게, 새우 등 5개 품목이 추가 지정된 데 따른 것입니다. 제주도는 내년에는 지원 대상 품목에 도내에서 생산되는 어종도 포함될 수 있도록 추진할 방침입니다.
