Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Jeju Governor Won Hee-ryong and Jeju Provincial Council Chairman Joa Nam-su publicly announced an agreement at a joint briefing on the 11th to gather opinions from Jeju residents about the second airport. The residents of Seongsan-eup, where the second airport is planned to be constructed, will be polled separately from the rest of the island. The poll will consist of a total of four multiple choice questions regarding gender, age, area of residence and yea-nay vote. The provincial government has stated that the plan set forth by the Central Disaster and Safety Countermeasures Headquarters to employ the use of rapid diagnostic tests for COVID-19 is also being considered for use in the province. Unlike the existing methods that have a longer turnaround time, the rapid antigen testing is a method that can deliver results in up to 30 minutes, and authorities are looking into plans to distribute them to provincial clinics rather than screening clinics. However, the province must issue a budget and purchasing procedures before initiating the plan, so it will take some time to actually distribute them in Jeju. 1. Meanwhile, Jeju Island has decided to maintain the current level of 1.5. The provincial government announced that they made the decision after discussing prospective quarantine measures at a weekly policy coordination meeting on the 7th. It was decided to keep Jeju Island at the current level, as the daily number of confirmed patients is still below the limit for level 1.5. They said limiting the operation of restaurants and cafes similar to that of Seoul was not yet necessary.   • More Convenient Digital ID Certificate to Come
  • The Official ID Certificate, which works as an electronic signature, was established by the government and has been generally required in ecommerce over the last 21 years. The monopoly that the government has on the certificate will be revoked this Thursday(Dec.10). This means that consumers will now be able to choose from a number of options supplied by private companies. Mike Laidman reports. Korea’s Digital ID Certificate will soon disappear. The “Digital Signature Amendment” will go into effect beginning this Thursday (Dec.10). The amendment revokes the monopoly that the government previously had on digital ID. Consumers will be free to choose a certificate system from a variety of options supplied by private companies, such as KakaoPay Certification, Naver Certification, and other telecommunication firms. This means that, hopefully, only efficient and competitive certificates will survive. As private certificates don’t require confusing security programs, they are expected to lead to a more convenient way of conducting online financial transactions. The website of the National Tax Service, gov.kr - operated by the Ministry of the Interior and Safety, e-People - operated by the Anti-Corruption & Civil Rights Commission, as well as other government websites, will also soon allow private certificates. However, the amendment doesn’t prevent banks and institutions from continuing to use the traditional certificates, and they will remain valid until their expiration, though they will be renamed ‘Joint ID Certificates.’ Biometric technology - using fingerprints and irises - will work alongside lock screens and shorter passwords in these new identity authentication applications. ID certificates will be able to be stored and easily accessed from the Korea Financial Telecommunications & Clearings Institute cloud service, and not necessarily require a PC, mobile phone, or USB key, like now. Their validity will be extended to three years from one year, and can be renewed automatically. The Jeju Municipal Police has detected 187 illegal lodging businesses so far this year. 16 of these cases have remained operational despite having been caught and reported within the last two years. The police agency is planning to impose criminal penalties for repeated offenses and will issue an order of closure of the business site. 2. 불법 숙박업 영업 여전…올해 187건 적발 제주에서 불법 숙박업 영업이 좀처럼 근절되지 않고 있습니다. 제주자치경찰단이 올들어 지금까지 적발한 불법 숙박업은 187건에 이르고 있습니다. 특히 이 가운데 16건은 최근 2년간 이미 적발됐음에도 여전히 불법으로 영업하다 적발된 곳입니다. 제주자치경찰단은 반복되는 재범 행위에 대해 형사적 가중처벌과 함께 행정처분인 영업장 폐쇄명령을 병행한다는 방침입니다.
