Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Notably, the case of 93-year-old Kim Doo-hwang (김두황) will be retried, the first general trial among the 4.3 Incident cases to be re-examined. The other seven cases were military trials. The court explained its decision to reopen the case by pointing out that Kim's detention period exceeded 40 days, an indication of illegal detention. The court also noted that his testimony was credible. 4·3수형인 8명 재심개시 결정…일반재판 첫 포함 4.3당시 억울한 옥살이를 한 생존 수형인들이 70여 년 만에 정식재판을 받게 됐습니다. 제주지방법원 제2형사부 장찬수 부장판사는 8일 96살 송순희 할머니 등 7명에 대한 재심 청구 사건에 대해 재심개시 결정을 내렸습니다. 특히 93살 김두황 할아버지에 대해서도 재심개시 결정을 내려 첫 일반재판에 의한 생존수형인 재심이 이뤄지게 됐습니다. 재판부는 김 할아버지 건에 대해 구금 기간이 40일을 초과한 것만 봐도 불법구금이 확인되는 등 진술에 신빙성이 있다고 본다며 재심개시 결정 이유를 설명했습니다.

  • It’s the season for harvesting early-maturing mandarins on Jeju Island. Prices for the fruit have been set within the average range, and the provincial government has already set up measures to discard substandard fruit from the market. Todd Thacker reports. Report This is a mandarin farm in (조천읍) Jocheon-eup, Jeju City. Early-maturing mandarins are being harvested. Over the summer, the long rainy season and consecutive typhoons left mandarin growers concerned. But favorable weather conditions in September and October have resulted in high-quality produce. Early-maturing mandarin prices have been set at 9,400 won for 5 kilograms. That's about the same as the average for previous years. Industry watchers expect production to top 528,000 tons this year. That's 7 percent above the five-year average. To address concerns about possible overproduction, the province is overseeing the shipment of early-harvest mandarins, as well as the disposal of substandard produce. Jeju will buy up substandard fruit for disposal at 180 won per kilogram. 1.8 billion won has been earmarked for the program. At least 10,000 tons of produce will be purchased by the end of November. The province aims to control supply and reduce inventory pressure for fruit juice producers. Beginning this year, the shipping of fruit that is larger than standard size will be banned even if sugar content exceeds 10 Brix. With these higher standards in place, farmers are likely to find more of their crops rejected. Last year, the province bought a total of 11,000 tons of mandarins for disposal. Insiders hope that measures to dispose of substandard mandarins early on in the season will help to stabilize the island’s fruit prices for the year. Todd Thacker, KCTV

  • Scientists release new findings of Hallasan Mountain's Seonjakjiwat Stone pagodas created by lava-rising action New findings show that the lava stone pagodas around Seonjakjiwat (선작지왓) on Hallasan Mountain were formed by lava-rising action. The Jeju World Heritage Headquarters confirmed that the volcanic topography "Tumulus" was formed and distributed by the lava rising action that pushed up the surface layer when lava flowed into 140 locations around the Seonjakjiwat area. The researchers explained that although the Tumulus topography is usually distributed in gentle coastal areas, the lava in the Seonjakjiwat area was relatively viscous, causing it to be pushed up without flowing down from the highlands. 6. "한라산 선작지왓 '돌탑', 용암상승 작용으로 형성" 한라산 선작지왓 일대에 분포하는 용암돌탑들은 용암상승 작용에 의해 형성된 것으로 확인됐습니다. 제주도 세계유산본부는 선작지왓 일대 140여 곳에서 용암이 흘러갈 때 표층이 밀려 올라가는 용암상승 작용에 의해 화산지형인 '튜물러스'가 형성돼 분포한 것으로 확인했다고 밝혔습니다. 연구진은 보통 튜물러스 지형은 해안가 완만한 지대에 분포하는데, 선작지왓 일대 용암의 점성이 상대적으로 컸기 때문에 고지대에서 흘러가지 않고 밀려 올라간 것이라고 설명했습니다.

According to the National Audit data submitted by the Ministry of Environment, 12,000 complaints of livestock odor were filed with local governments nationwide last year. Amongst them, Jeju Island had the second largest number of complaints in the country with 1,600 cases, after Gyeongsangnam-do Province, which recorded some 5,000 complaints.   • Influx of Jeju tourists likely to continue into the fall season Peak expected over Hangeul Proclamation Day weekend Tourists visiting Jeju in the fall season will continue to rise steadily until next month. According to a survey of Jeju travel plans for the fall season conducted by the Jeju Tourism Organization, 57.2 percent of respondents said they will visit Jeju in October. Of those who had set travel plans to the island, 17 percent said they will visit during the Hangeul Proclamation Day holiday. This is higher than responses for the Chuseok holiday, which stood at 15 percent. More expressed plans to visit even later during the month, with 25 percent stating plans for a Jeju vacation between October 12 and 30. The response rate for travel in November was 28 percent. Of the total, 95.6 percent of respondents answered that they have plans of travelling domestically this year. 4. 가을시즌 제주 관광객 꾸준히 이어질 듯 다음달까지 가을 시즌 제주를 찾는 관광객들이 꾸준할 것으로 조사됐습니다. 제주관광공사가 실시한 가을시즌 제주여행계획 설문조사에 따르면 10월에 제주를 찾겠다는 응답이 57.2%로 가장 높았습니다. 그 중에서도 한글날 연휴가 17%로 추석연휴 15%보다 높은 비율을 보였고, 10월 12일부터 30일까지 제주여행을 계획한다는 응답은 25%를 차지했습니다. 11월은 응답비율이 28%로 연휴 이후에도 제주를 찾는 가을시즌 관광객이 꾸준할 것으로 전망되고 있습니다. 한편, 올해 국내여행 의사에 대해서는 95.6%가 있다고 답했습니다.

The province submitted a plan to the provincial council to issue 292.5 billion won worth of local bonds for 59 projects next year. The plan includes 170 billion won for land compensation for long-term unexecuted urban planning facilities, 13 billion won for the construction of a gymnasium complex in the western region of Jeju City, and 11 billion won for the construction of a food waste disposal facility. The issuance of local bonds next year is expected to increase by 30.5 billion won from this year, with the ratio of debt to budget rising from 10.4 percent to 13.2 percent. Jeju Island plans to repay its high-interest rate debt earlier than scheduled and use 30% of its net surplus in general accounts for the repayment fund. After the test is conducted, the testee must remain in quarantine until the results are released. 2. 수도권 방문 이력 유증상자 코로나 검사 무료 지원 지난 추석 연휴 이후 수도권을 방문한 뒤 코로나19 의심 증상이 나타날 경우 무료로 진단검사를 받을 수 있게 됩니다. 제주도는 지난달 26일 이후 수도권을 다녀온 도민과 입도객 가운데 유증상자를 대상으로 오는 18일까지 도내 보건소를 통해 코로나 진단검사를 지원하기로 했습니다. 수도권을 방문했거나 입도객과 접촉한 도민 가운데 코로나 증상이 있는 경우 항공기 탑승권 또는 카드사용 내역 같은 증빙 자료를 지참하고 도내 보건소에 사전 문의해 진단검사를 받으면 됩니다. 진단 검사를 받은 뒤에는 자택이나 예약한 숙소 등지에서 결과가 나올 때까지 의무적으로 격리해야 합니다.
