Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

In the second supplementary budget bill recently submitted to the Jeju Provincial Council, the province reduced the amount of recapitalization of Jeju Air from 8 billion won to 4 billion won. As a result, Jeju Air's shares that are owned by the province are expected to drop from 7.75 percent to the low 6 percent range. The Jeju Institute of Maritime Affairs and Fisheries announced that the run-off from the Yangtze river has measured 67,000 tons of water per second, exceeding 50% of the average level. This is due to torrential rains in southern China since mid-June caused by long duration of the rainy front. Because the average summer temperature is expected to be higher than average this year, the low salinity water of the Yangtze is likely to be accompanied by high water temperatures. The provincial government and the Jeju Provincial Office of Education announced that they will indefinitely postpone the opening of public reading rooms, originally scheduled to reopen this month, due to concerns over COVID19 infection. Twenty-five public libraries on the island made a joint decision with the education office for the postponement and to remove all reading chairs and tables. Small gatherings and events at churches prohibited in Jeju Violators may face up to ₩3M in fines The provincial government has announced that church meetings and events have been prohibited in Jeju. Measures to heighten social distancing policies for churches have been implemented starting from July 10th, following the guidelines of the Central Disaster and Safety Countermeasures Headquarters. As a result, church retreats, prayer and small group meetings, and Bible studies, have been prohibited until further notice. Violations of the new policy will result in a fine of up to 3 million won not only for church officials but also for attending members. In the event of a confirmed case, hospital admission fees and compensation for damages may also be charged to the patient. Jeju Island plans to guide and monitor all churches in the province with enhanced measures. 1. 도내 교회서도 소규모 모임·행사 '전면 금지' 제주에서도 교회에서의 모임과 행사 활동이 전면 금지됩니다. 제주도는 중앙재난안전대책본부 지침에 따라 10일부터 교회 방역 강화 조치를 시행한다고 밝혔습니다. 이에따라 해제 발표가 있기 전까지 교회 수련회나 기도회, 부흥회, 구역예배, 성경 공부 같은 소규모 모임이나 각종 대면 모임 활동, 행사가 금지됩니다. 이 같은 방역 수칙을 위반할 경우 교회 관계자 뿐만 아니라 이용자에게도 300만 원 이하의 벌금이 부과되고 만약 확진자가 발생할 경우 입원 치료비와 손해배상에 대한 구상권이 청구될 수 있습니다. 제주도는 도내 모든 교회를 대상으로 강화된 방역 조치를 안내하고 모니터링할 방침입니다.

  • Every Islander to Benefit from New Budget
  • The provincial office has submitted this year’s second supplementary budget plan to the provincial council. The 6.15 trillion won of the suggested supplementary budget includes an emergency relief fund for every resident of the island as well as an influenza vaccination. The provincial council has delayed the special session from the 13th to the 16th of July for an exhaustive review of the new plan. Mike Laidman reports. The Jeju Provincial Office has now wrapped up this year's second supplementary budget plan, one week behind schedule. The supplementary budget is 6 trillion, 151.3 billion won - 97.5 billion won more than this year's first supplementary budget. The province says much of the budget is allocated to combatting COVID-19. The first round of emergency relief funds was paid out to the households that earn below the island’s median income. Now, with the second round, the province is planning to have everyone benefit. The second round of emergency relief funds will see 23 billion won allocated to island residents. Together with the 46.8 billion won previously passed for the first supplementary budget plan, the island plans to pay 100,000won to every resident in Jeju. Also out of the budget, 10.1 billion won is allocated to flu vaccines, from which all islanders will benefit. The supplementary budget plans also include 700 million won of emergency relief funds for teenagers who don't attend schools, 1 billion won in aid for patients infected with COVID-19 and hospitalized or isolated at home, and 5.8 billion won for the purchase of commodities for virus spread prevention. In total, 125.1 billion won is earmarked for programs to combat the virus. Of note, there has been the suggestion that the 1.3 billion won put aside for festivals and events this year that have since been cancelled, be instead used to fund a remote, online cultural industry. The province says that the supplementary budget resources were created by adjusting expenditures and saving on administrative costs to the tune of about 9 billion won. The province has plans to exhaustively review the current supplementary budget plans, especially the money being put towards the fight against COVID-19. Province files ₩130M lawsuit against Ansan COVID-19 patient Two businesses join in as co-plaintiffs The provincial government officially filed a lawsuit on July 9th against a confirmed patient of COVID-19 from Ansan City, Gyeonggi-do Province who, despite showing evident symptoms of the virus, took fever-reducing drugs while traveling around the island. The amount of the litigation is 130 million won. This amount includes the cost for the disinfection of facilities and the operating losses for the establishments that were forced to close temporarily. Two of those businesses are also participating in the lawsuit as co-plaintiffs. The patient was in Jeju for 3 nights and 4 days from June 15 while experiencing fever and cold symptoms and was tested positive for coronavirus in Seoul after the trip. This is the second lawsuit of its kind that has been filed by the province. The first lawsuit was filed last March against tourists from the Gangnam district of Seoul. '유증상에도 제주여행 강행' 1억 3천 손배소 청구 제주특별자치도가 유증상 상태로 제주여행을 강행한 안산시 코로나 확진자에 대해 9일자로 제주지방법원에 손해배상청구소송을 청구했습니다. 전체 손해배상 청구액은 1억 3천만원으로 당시 사업장 폐쇄 조치로 피해를 입은 업체 2곳이 제주도와 함께 공동 원고로 참여했습니다. 이 확진자는 코로나19 환자와 접촉했을 가능성이 크고 몸살과 감기기운 등 증상이 있음에도 지난달 15일부터 3박 4일간 해열제를 먹으면서 제주여행을 강행하다 서울에서 확진판정을 받았습니다. 제주도가 코로나 확진자에 대한 손해배상소송은 지난 3월 강남 모녀 이후 두번째입니다.

  • The catch for hanchi squid, which is currently in season, has dropped this year, and seafood restaurants have failed to secure sufficient quantities of the squid. Now, a shortage in supply is triggering a steep price hike. Joseph Kim reports. Catch of (한치) Hanchi squid, one of the island's popular summer foods, has been dropping. The supply of live animals which are used for sliced raw fish and cold raw fish soup is especially low. According to Statistics Korea, the catch of Hanchi squid dropped 60 percent compared with one year ago. The trend continues. Supply of the animal this month dropped 30 percent compared to last year. Local fishery restaurant owners are also growing concerned. As the animal is in season, demand is increasing. But the supply to restaurants is limited. Wholesale prices of live Hanchi squid have increased to 27,000 won from 20,000 won per kilogram. Experts believe that the temperature of waters around the island is cooler than normal years, which affects the animal that thrives in warm currents. Actually, the catch of the animal was cut by 50 percent last year. Hanchi squid is becoming a rarer dish in Jeju. Joseph Kim, KCTV

Separating transparent plastic bottles for recycling to be made mandatory New policy to be rolled out first at multi-family residentials by year end A new policy mandating the separate collection of transparent plastic bottles for recycling will soon come into effect. The Ministry of Environment will enact a new law by the end of the year to separate transparent plastic bottles. The policy will first come into effect for multi-family residential buildings and complexes, followed by single family homes and clean houses by the end of the next year. The bottles will be recycled into materials used in the production of bags and shoes. The administrative cities will test-run the new separation policy by placing collection boxes exclusively for transparent plastic bottles at recycling centers and apartments. 6. 공동주택 '투명 페트병' 분리배출 의무화 앞으로 이른바 투명 페트병 별도 분리배출이 의무화됩니다. 환경부는 연말부터 공동주택을 시작으로 투명 페트병 분리배출을 의무화하고 내년 연말에는 단독주택과 클린하우스로 확대합니다. 포장재를 제거한 뒤 압착시켜 마개를 닫고 버린 '투명 페트병'은 가방과 신발 원료로 재활용 됩니다. 행정시는 재활용도움센터와 공동주택에 투명 페트병 전용 수거함을 비치해 분리 배출을 시범 운영합니다.
