Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • New Variety of Tomato, “Jelly Tomato”
  • Jeju Island’s “jelly tomato” is making news on the island. The new variety of tomato is the size of a cherry tomato, is sweeter and has a more jelly-like texture than an average tomato. It is being cultivated on a trial basis in Jeju, and it seems like both farmers and consumers alike are enjoying the new fruit. Joseph Kim reports. This is a greenhouse in (대정읍) Daejeong-eup, Seogwipo. Stalks of tomatoes are as tall as farmers and branches are heavily loaded with fruit. It is a new variety that is soft and elastic, the jelly tomato. The farmer chose the new variety following strawberries. She says it’s easier to raise the fruit. The jelly tomato is as big as a cherry tomato. Its peel is much thinner and flesh is softer than normal tomatoes. The sugar content is two brix higher than its more common counterpart. It’s resistant to plant diseases including leaf diseases caused by mold. The number of fruit born on a branch is more than normal tomatoes. However, due to its thin skin, the fruit’s quality is difficult to maintain if it should stand days in distribution. The Jeju (서부) Seobu Agricultural Technology & Extension has been testing the farming feasibility of the new variety since last year. Currently, there are two farmers who grow jelly tomatoes on the island. Once the economic feasibility of jelly tomatoes proves to be positive, the variety is expected to be a cash crop for local farmers. Joseph Kim, KCTV

Gulfweed inflow on Jeju’s coasts significantly decreases Island returns to normal collection system The inflow of gulfweed, which was a long-pending problem on the coasts of Jeju, has been rapidly decreasing. The provincial government recently explained that the inflow of gulfweed has significantly decreased and that the daily collected amount only measures about 5 tons. It has also been reported that there were very few observances of gulfweed in air forecasting and marine observations of the waters around Jeju and the possibility of influx due to rising water temperature is low. As a result, the island has decided to resume the previously implemented normal collection system for gulfweed, and to return three of the clean-up vessels that were loaned to Jeju for gulfweed collection. 6. 괭생이모자반 감소…평시 수거체제로 전환 제주 바다에 골칫거리였던 괭생이모자반 유입량이 급격히 줄어들고 있습니다. 제주도는 최근 괭생이모자반 하루 수거량이 5톤 내외로 크게 줄었고 유입량도 거의 없다고 설명했습니다. 제주 주변 해역에 대한 항공예찰과 해상관측에서도 모자반이 거의 관측되지 않고 있고 수온 상승에 따른 유입 가능성도 낮은 것으로 제주도는 보고 있습니다. 이에따라 제주도는 모자반 수거 체제를 평상시처럼 전환하고 해상 수거를 지원했던 다른지역 정화선박 3척도 이번주중에 돌려보내기로 했습니다.

The Korea Customs Service is allowing domestic sales of duty-free inventories that have not been sold for over six months to support the duty-free industry suffering from COVID-19. Seongsan duty-free shop reopens after five-year closure JTO to operate newly opened duty free store The designated duty-free shop at Seongsan Port in Seogwipo City, which had suspended operations, will open for the first time in 5 years. The Jeju Tourism Organization recently announced that the organization was selected as the official licensed operator of Seongsan Port, a designated duty-free shop exclusively for Koreans, by the Korea Customs Service's Patent Review Committee. JTO was previously selected as a duty-free shop operator in 2013, but lost its license due to a long-term suspension of operation after the passenger ferry “Orange” was cut off in 2015. Meanwhile, the 13,000-ton “Sunrise” Jeju-line, which will connect Seongsan Port and Nokdong Port, will start operations on the 7th of next month. 4. 성산항 지정면세점 5년 만에 재개장 그동안 운영이 중단됐던 서귀포시 성산항 지정면세점이 5년 만에 다시 문을 엽니다. 제주관광공사는 최근 관세청 보세판매장 특허심사위원회에서 성산포항 내국인 전용 지정면세점의 사업자로 선정됐다고 밝혔습니다. 앞서 제주관광공사는 지난 2013년 면세점 사업자로 선정돼 운영하다가 2015년 전남 장흥을 잇던 여객선 오렌지호가 끊긴 뒤 장기간 운영이 중단돼 특허를 상실했습니다. 한편 앞으로 성산항과 녹동항을 잇게 될 1만 3천톤 급 선라이즈 제주호는 다음 달 7일부터 운행됩니다.

According to the Bank of Korea's economic statistics system, personal credit card balances of Jeju residents totaled 338.9 billion won in March, when COVID-19 began rapidly spreading in the nation. This was a decrease of 26.9 percent from the same period last year, the highest rate of decline among local governments in the country after Daegu province. Every resident will be eligible for \100,000 in stimulus aid. The vice governor of administration, Choi Seung-hyun (최승현), attended the Jeju Provincial Council's meeting on budgets and accounts held on the 19th, and announced that he is pushing to pay 100,000 won per person for the second round of emergency relief support. He explained that he would introduce a per-capita payment method because of the complicated administrative process. Considering the population of Jeju Island is around 695,000, the new plan will cost the government a total of 70 billion won. The two patients travelled to Jeju together on a package tour from the 15th to the 18th. One patient was confirmed to be positive on the 19th and the other patient was tested positive on the 20th. They visited several tourist attractions, including Yongduam Rock and Dongmun Traditional Market by a chartered bus.   • As a follow-up to the first provincial emergency relief fund, the provincial office has made the decision to offer relief funds to every resident of the island. The suggested amount is 100,000 won per person. However, the new budget for the plan still seems to be unclear. Mike Laidman reports. Report The first round of emergency relief funds was paid out to the 170,000 Jeju households that earn below the median income. Now, with the second round, the province is planning to have every islander benefit. Regarding the 2nd emergency relief funds, governor Won Heeryong announced a special order that would bring the emergency money to every resident in Jeju. The decision has been made with a second wave of COVID-19 in mind, meaning the economic recession could drag out longer. The plan to divide the money equally was also bolstered by the fact that the province received thousands of objections when the first round of benefits only went to a specific group. A benefit of 100,000 won per person is likely how things will proceed this time around, instead of a single payment per household. 69.5 billion won is needed to cover Jeju’s 695,000 residents. 46.8 billion won in supplementary budget has already been secured, meaning another 22 billion won is now needed. Moving forward, restructuring the provincial budget is needed to scrape up the additional funds. Subsidies for private organizations and budgets for cultural and arts events have already been largely cut. Now, another budget cut could cause conflict with the provincial council. The provincial council has suggested using the 15 billion won in remaining funds from the first round of emergency relief, but has met with opposition from the provincial office. Mike Laidman, KCTV
