Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes.   • The second confirmed case of COVID-19 has been reported in Jeju. A female patient in her twenties who is employed at a local hotel was tested positive for the virus on the 22nd after making a trip to her hometown, (대구) Daegu City. The province has temporarily closed down the hotel and is in the process of identifying her travel route. Joseph Kim reports. The second case of the COVID-19 virus was reported on the following day of the first case confirmation in Jeju. The 22-year-old female patient works for WE Hotel in (회수동) Hoesu-dong, Seogwipo. She flew to her hometown, (대구) Daegu, on February 13th and returned to the island on the 16th. She visited Seogwipo (열린) Yeolrin Hospital in the afternoon of the 21st as she had symptoms of cough and fever beginning on the 19th. The hospital sent her specimen to the Jeju Public Health and Environment Research Institute, and the institute confirmed the sample positive early on the morning of the 22nd. Soon, her specimen was delivered to and reviewed by the Korea Centers for Disease Control and Prevention. KCDC also confirmed the sample positive. She is quarantined in a negative pressure room at the Jeju National University Hospital. The WE Hotel, where the patient was working at, has been temporarily closed. Her mother has been quarantined at home. Local authorities are identifying her travel route in Jeju.   • Families of Missing Victims Want Retrial
  • Thousands of islanders were arrested and sentenced to years in prison on the trumped-up charge of being communists during the April 3rd Incident without a proper trial seven decades ago. In June 2019, ten families of missing victims applied for retrials but haven’t yet had the victims’ names cleared by a court. This week, another 341 families of missing victims filed reconsideration bills to the Jeju District Court to restore the victims’ honor. Mike Laidman reports. [slug] Jeju District Court A group of elderly Jeju residents visits the Jeju District Court. They have come all this way to apply for the retrial of cases that had their parents, brothers, and sisters convicted for false offenses during the infamous April 3rd Incident. Some families have been in limbo, tortured by grief for 72 years, not knowing if their missing family members are alive or dead. All they hope is that the names of their loved ones be cleared by the court. Tourism industry in crisis Leaders gather for emergency meeting to discuss new policies The tourism industry is facing a severe crisis due to the COVID-19 outbreak, and has led the heads of national tourism associations to gather in Jeju to hold an emergency policy meeting. The leaders reported that the nation's tourism industry is on the verge of collapse and urged the government to take measures to boost the domestic economy by promoting domestic tourism. The government withdrew their recommendation for restricting public events, and demanded that the safety of travel be guaranteed via a thorough quarantine system. President Bu Dong-suk (부동석) of the Jeju Tourism Association requested assistance from other local associations to help promote tourism on the island. 3. Koh Yoo-jeong sentenced to life imprisonment for murder of ex-husband Declared innocent for murder of stepson Koh Yoo-jeong has been sentenced to life imprisonment after the first trial of the murder of her ex-husband and step-son. Judge Jung Bong-ki (정봉기) of the second criminal division of the Jeju District Court sentenced Koh to life imprisonment on February 20th for murder, desecration of a human corpse and concealing the corpse of her ex-husband. The court explained that the harsh sentence was handed down to Koh for committing a deliberate crime with the intention of killing her ex-husband, and showing no signs of remorse or guilt. However, as there is still no evidence that directly ties Koh to the murder of her stepson, the prosecution could only present circumstantial evidence, which was not enough to convict her. She was consequently declared innocent of the murder of her stepson. 3. 고유정 1심 '무기징역'…의붓아들은 '무죄' (번역가) 전 남편과 의붓아들을 살해한 혐의로 기소된 고유정이 1심에서 무기징역을 선고 받았습니다. 제주지방법원 제2형사부 정봉기 부장판사는 20일 오후 살인과 사체손괴, 사체은닉 혐의로 구속기소된 고유정에 대해 무기징역을 선고했습니다. 재판부는 고유정이 전 남편을 살해할 의도를 가지고 계획적인 범행을 저질렀지만 이에 대한 죄책감은 찾아볼 수 없다며 이에 상응한 처벌이 불가피 하다며 양형이유를 설명했습니다. 다만 의붓아들의 살해 혐의에 대해서는 고유정이 살인을 저질렀다는 직접 증거가 없는 상황에서 검찰이 제시한 정황 증거들로만 범죄를 인정하기 어렵다며 무죄 판결을 내렸습니다.

Man from Daegu residing in Jeju tests negative for COVID-19 Remains in self-quarantine until 23rd A visitor to Jeju who was in contact with the 31st confirmed case of COVID-19 in Korea was tested negative for the virus. The province announced that the Korea Institute of Health and Environment ran tests on the man in his 30s, but he was confirmed to not have been infected by the virus. Originally from the city of Daegu, the man moved to Jeju on the 10th and began working in the province on the 11th. The province took measures to quarantine him at the Seogwipo Medical Center until the results of the tests were released. Even after the official diagnosis confirmed non-infection, the man has taken measures to self-quarantine until the 23rd. [slug] Traveled to Daegu on Feb. 13 and returned to Jeju on Feb.18 He flew from Jeju to (대구) Daegu on February 13th for his vacation and returned to the island on February 18th wearing a mask. [slug] Transported from airport to military camp by taxi After his arrival back on the island, he moved to the air force camp near the Jeju International Airport. Before returning to the camp, he dropped by a convenience store in front of the camp. [slug] Health authorities: Man did not travel downtown Local health authorities say that he didn’t travel downtown. [slug] Quarantined on Feb 19 for itchy throat and cough The patient was quarantined in the camp for symptoms of an itchy throat and cough on February 19th. A second test done by the Korea Center for Disease reconfirmed the infection on the same day.   • The number of tourists traveling to the island is slowly beginning to rebound after a slump caused by COVID-19. The province is making efforts to keep up the growth. Joseph Kim reports. [slug] Jeju International Airport This is the domestic terminal of the Jeju International Airport. Unlike the international terminal, it is packed with people. 26,000 Koreans visited the island last weekend. It's a 27 percent drop from the corresponding period of last year. It's a big drop, but the rate of decline has been narrowed. The average rate of decline was between 40 and 50 percent through last week since the COVID-19 outbreak. Dongbaek-donsan Mountain designated as an eco-tourism area Nomination for special zone valid until 2022 The wetlands of Dongbaek-dongsan Mountain in Seonheuli, Jocheon-eup, Jeju, have been designated as an eco-tourism area by the Ministry of Environment. The Jeju City government has announced that the wetlands of Seonheul Dongbaek were re-designated as an eco-tourism zone until the year 2022 after receiving the highest score of 89.1 in the Ministry of Environment’s evaluation. As a result, the Dongbaek-dongsan Mountain will benefit from publicity, consulting, and budget support. Jeju office buildings have lowest return on investment in Korea Return rate in Jeju at 2.4%, compared to nation’s average of 7.67% The return on investment of office spaces in Jeju was the lowest in the country last year. According to the Korea Institute of Commercial Information on real estate research, the annual return on investment of offices in Jeju was 2.4 percent last year, the lowest among 17 cities and provinces nationwide. This is attributed to a continued slump in the real estate market, which has dampened investment and demand for commercial property.
