Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • 1. Cruise ships banned from Jeju Port No ships have passed through Jeju this year The provincial government has issued a temporary ban on the entry of cruise ships to the Jeju Port. The ban is in adherence to the measures set up by the Ministry of the Interior and Safety. So far in the year 2020, no cruise ships have passed through Jeju Island. A Japanese cruise ship was scheduled to visit on February 24th, but the stopover was canceled. Three cruise ships are scheduled to visit Jeju next month, but these routes may also be changed due to the new ban of entry. 신종 코로나로 제주항 크루즈 입항 금지 신종 코로나이러스 감염을 막기 위해 크루즈 입항이 금지됩니다. 제주특별자치도는 중앙사고수습본부의 방침을 수용해 한시적으로 크루즈선 입항을 중단합니다. 올들어 지금까지 제주지역으로 들어온 크루즈선은 한척도 없으며 오는 24일 일본 크루즈선 한 척이 들어올 예정이었지만 선사측의 사정으로 취소됐습니다. 다음달 제주지역으로 들어올 예정인 크루즈선은 3척이지만 국내 크루즈선 입항이 금지되면서 계획이 불투명한 상황입니다.

  • Corona-phobia is dealing another blow to the local economy, which was already struggling. The province has declared a state of emergency to help small and medium sized local businesses. Todd Thacker reports. Fears surrounding the spread of coronavirus have made their way to Jeju Island, negatively affecting an already stagnant local economy. The province has declared a coronavirus emergency in an effort to support businesses. Governor Won Heeryong emphasized the need for cooperation in order to overcome the current crisis, much as islanders and mainlanders did during the financial crisis in the late 1990s caused by the severe foreign exchange shortage. A consultative body has been formed to monitor the status of the tourism and primary industries and to come up with practical measures to help businesses. Governor says his office will adjust budget as quickly as possible to follow decisions made by the consultative body. We has formed the provincial consultative body for every sector to work together. Special funds will be provided to small businesses that have been impacted by the coronavirus fear. 700 billion won of the Fund for Small and Medium-sized Industry and 200 billion of additionally alloted provincial budget to aid businesses will be provided to local businesses. The province has determined 41 types of business impacted by the coronavirus fear and eligible for the aid. Each business will be able to get upto 100 million won. For businesses that cannot offer collateral, the province is helping them to take loans at a loan guarantee by the Jeju Credit Guarantee Foundation.   • 5. Jeju reports lowest vacancy rate of shopping facilities Lowest vacancy rate reported nationwide The vacancy rate of mid-to-large-sized shopping facilities in Jeju is the lowest in the nation. According to the Korea Appraisal Board, the nationwide vacancy rate of mid-to-large-sized shopping facilities during the 4th quarter last year was 11.4%. It is the highest figure since the survey was conducted. The local vacancy rate was 5.6% on average which is the lowest figure among 17 cities and provinces in Korea. The return on investment in Jeju dropped from 1.74% to 0.49% within a year showing deterioration of profitability. 제주 중대형 상가 공실률 전국 최저 제주지역 중대형 상가 공실률이 전국에서 가장 낮은 것으로 나타났습니다. 한국감정원에 따르면 지난해 4분기 전국 중대형 상가 공실률은 평균 11.4%로 조사가 시작된 이후 가장 높았습니다. 이 가운데 제주지역 공실률은 평균 5.6%로 전국 17개 시도 가운데 가장 낮았습니다. 다만 1년 내 투자수익률은 제주가 1.74%에서 0.49%로 급락해 시장 수익성은 악화된 것으로 나타났습니다.

The provincial government has made the decision to suspend inspections on the use of disposable items in restaurants and bakeshops in Jeju International Airport and the Jeju Port until the alert for infectious disease caution is lifted. The Ministry of Environment notification stipulates that the governor can adjust the regulations on the use of disposable items in the case where the infectious disease alert level is higher than level 3. 공항·항만 내 음식점 1회용품 한시적 허용 1회용품 사용이 일부사업장에 한해 한시적으로 허용됩니다. 제주특별자치도는 감염병 위기 경보가 해제될 때까지 관광객이 오가는 제주공항과 제주항 내 음식점과 제과점에 대해 1회용 컵과 용기, 접시 사용에 대한 단속을 유예하기로 했습니다. 환경부 고시는 감염병 재난 수준이 경계로 격상됐을 경우 제주도지사는 1회용품의 사용규제 대상을 조정할 수 있도록 명문화하고 있습니다.

The provincial government analyzed sales based on data from B.C. Card Company last month and found that sales had fallen 7.3 percent compared to the same period last year. The decline in sales hit 7.6 percent in Jeju City, more than double the 2.7 percent in Seogwipo City. Duty-free shops were affected the most, followed by large retail outlets, convenience stores, hotels, and travel businesses. Province to ease tax burden on companies forced to quarantine Deadlines for taxes extended up to 1 year The Ministry of Public Administration and Security will reduce the tax burden on taxpayers affected by the coronavirus. For those who have been affected by the virus, the reporting or payment deadlines for acquisition taxes, local income tax, and employee residence tax will be extended from six months to a year. Payment for local taxes will also be suspended from six months up to one year. Tax audits and ongoing tax investigations will also be postponed. Entities that are eligible for the new policy include businesses that were forced to close for coronavirus quarantine. However, entertainment establishments are excluded from the program. 4. '코로나 피해' 업체에 세금 부담 감면 신종 코로나 바이러스 감염증으로 피해를 본 납세자에게 행정안전부가 세금 부담을 줄여줍니다. 이에따라 신종 코로나로 피해를 본 경우 취득세나 지방소득세, 종업원분 주민세 등의 신고 또는 납부기한이 6개월에서 최대 1년까지 연장됩니다. 지방세 징수도 6개월에서 최대 1년까지 유예해줍니다. 세무조사 역시 불가피한 경우가 아니라면 유예하고 현재 진행 중인 세무조사는 중지 또는 연기합니다. 지원 대상은 신종 코로나 확진자와 격리자 등의 방문으로 휴업하는 의료, 여행, 공연, 숙박, 음식업 등이며 유흥업소는 제외됩니다.
