Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

In the group category, the association awarded an ordinance submitted by council member Jwa Nam-su to preserve and promote the work of the island’s women divers. In the individual category, judges awarded Lee Sang-bong’s ordinance to boost community involvement in deliberative democracy and Kim Hwang-guk’s proposal on the use of welfare in the education sector. The association honors local lawmakers from around the country for their work every year. 제주도의회, 우수조례 '3관왕' 제주특별자치도의회가 한국지방자치학회 주관 제14회 우수조례 시상식에서 3관왕을 차지했습니다. 주요내용을 보면 좌남수 의원이 발의한 해녀어업 보존과 육성 조례가 단체 부문 대상에 선정됐습니다. 개인 부문에서는 이상봉 의원이 발의한 숙의민주주의 실현을 위한 주민참여 기본 조례가 우수상을 김황국 의원의 제주도교육청 교육복지 운영 지원 조례가 장려상을 받았습니다. 우수조례 시상식은 매년 전국 지방의회에서 제정된 조례를 대상으로 이뤄집니다.

Women sea divers holding rituals island-wide Yearly ceremonies for safety, prosperity With the start of a new year on the lunar calendar, the island’s women sea divers are performing rituals in dozens of fishing villages in the hopes of having a safe and prosperous year. The ceremonies are held annually in about 30 communities between the first and third months on the lunar calendar. The villages have different names for the rituals: (영등굿) Yeongdeunggut, (잠수굿) Jamsugut, (해신제) Heasinje, and (수신제) Susinje. The rituals are based on a god named Yeongdeung, who is thought to arrive in Jeju on the first day of the second lunar month and then move to Udo Island two weeks later before leaving for another year. 해녀 무사안녕·풍어 기원 잇따라 제주해녀의 무사안녕 기원 의례가 도내 어촌계별로 실시되고 있습니다. 해마다 음력 1월 초부터 3월까지 두달간 제주도내 30여군데 어촌계 주관으로 이뤄지는 기원 의례는 영등굿과 잠수굿, 해신제, 수신제 등 다양한 명칭으로 봉행되고 있습니다. 특히 영등신은 매년 음력 2월 초하룻날에 제주도로 들어왔다가 15일에 우도를 통해 되돌아간다고 전해지고 있으며 제주해녀들은 영등신을 맞아 올 한해 조업의 무사안녕과 풍어를 기원하고 있습니다.

Higher incentives for chartered flights JTO’s payments based on number of flights and foreign passengers Local officials are boosting the monetary incentive for chartered flights to the island. The Jeju Tourism Organization is offering up to four million won per chartered flight if there are at least five monthly. Companies will receive up to seven million won per flight for fewer than five a month. If more than 90 percent of the seats on those flights are occupied by non-Koreans, the JTO will add another one million won to the total. On the other hand, it will cut its incentive by one million won if less than 50 percent of the tickets are sold to foreign travelers. 전세기 인센티브 최대 800만 원 차등 지급 제주에 오는 전세기에 최대 800만 원의 인센티브가 지급될 계획입니다. 제주관광공사가 밝힌 전세기 인센티브 지원 기준에 따르면 월 5편 이상 운항하는 정기성 전세기에는 최대 편당 400만 원까지 월 4편 이하 단발성 전세기는 700만 원을 지원합니다. 다만, 편당 공급좌석의 90% 이상을 외국인으로 채울 경우 100만 원을 추가 지급하고 50% 미만일 경우 100만 원을 삭감하는 등 차등 지급합니다.

(이동원) Yi Dong-won says he will work on preventing illegal development on the island and forestalling the spread of fake news in the lead-up to this year’s elections. Mike Laidman reports. Report [slug] New Chief Judge of Jeju District Court: Yi Dong-won (이동원) Yi Dong-won is the newly appointed chief judge of the Jeju District Court. He began his career as a judge in 1991, and this is his first time working in Jeju. He vowed to make Jeju’s courtrooms more respectful and to do his utmost to please Jeju residents as the head of the Jeju court system at his inauguration ceremony. He stressed that his office will take strict measures against the illegal development that is threatening Jeju Island’s nature. [slug] ‘Illegal development will be focus of efforts’ With increasing numbers of internationals coming to the island for business or travel, Yi mentioned the importance of managing the social issues that accompany some of them. He says that even if the court is unable to follow all social changes, it can still deter people from breaking the law through strict enforcement. Regarding the rising voice across the nation over judicial reform, Yi emphasized the restoration of trust, saying that a fair trial is the ultimate goal of the reform. As well as being the Chief Judge of the Jeju District Court, Yi is also the head of the Jeju branch of the National Election Commission. For the coming June 13 elections, Yi has his sights set on a clean and fair procedure. He put special emphasis on rooting out ‘fake news’ as well as the spread of groundless allegations through social media.   • 5. Village development project in Hado-ri, Gujwa-eup \3b makeover begins this year Jeju City is planning a three-billion-won village development project in Hado-ri, Gujwa-eup. The first step in the project will be a 170-million-won remodeling of village restaurants this year. The revamped spaces will be used as a book cafe and restaurant operated by women divers. In order to boost the regional economy, the city will also create paths connecting the village’s historical and cultural sites and it will build an area for enjoying coastal views. Finally it will help the village sharpen its marketing efforts. According to GG Auction, the ratio of the winning bid to the appraised value of the facilities fell 9.6 percentage points in January, compared to December, to 90.6 percent. Compared to the year before, it represents a nosedive of 56 points. A ratio under 100 percent means successful bids are below the land’s appraised value. Sunchang-based company to supply rice to local schools Contract for 30% of all rice served in Jeju schools The provincial government will purchase rice for local schools from the (태이) Taei Eco-Friendly Farming Corporation. The (순창) Sunchang-based corporation will supply rice to 850 daycare centers and elementary, middle, and high schools. About 113,000 students will eat it every school day. This one contract will account for 30 percent of the 12-hundred tons of rice used in local schools. 제주, 학교급식용 순창 '희망햇쌀' 선정 제주지역 학교급식을 위한 친환경 쌀이 순창군 '희망햇쌀'로 선정됐습니다. 제주도는 최근 도내 어린이집과 초·중·고교 등 850여군데 11만3천 여명 학생들에게 제공하는 쌀 공급업체로 순창군 태이친환경 영농조합법인이 생산하고 있는 희망햇쌀을 선정했다고 밝혔습니다. 이는 제주도 학교급식 소요 물량 천2백여톤의 30%를 차지합니다.

The provincial government says women account for about 18-hundred of the island’s roughly 46-hundred civil servants. That’s 37 percent of the total. Women make up 38 percent of the local government workforce between positions graded five to nine and 52 percent of grades eight and nine. Last year, women accounted for 53 percent of all new government hires. 제주 공무원 10명 중 4명은 여성…8~9급 절반 넘어 제주지역 공직자 10명 중 4명은 여성으로 나타났습니다. 제주도에 따르면 지난 달 기준 제주특별자치도 산하 공무원은 4천629명으로, 이 가운데 여성은 천754명으로 전체 37% 비율을 보였습니다 직급별로는 5급에서 9급까지 여성비율이 38%지만 8급과 9급은 52%로 남성보다 여성이 많은 것으로 나타났습니다. 특히 지난해 신규 채용한 426명 가운데 여성은 227명으로 53%를 차지했습니다.

  • 1. ‘Whitest winter in 32 years’ 27 days of snow Forecasters say this has been Jeju’s whitest winter in 32 years. According to the Jeju Regional Meteorological Administration, there were 27 days of snow between December 5th and February 14th. That’s the most since 1986, when there were 33 snow days. The frequent and heavy snow led airport authorities to close its runways on three occasions. The resulting delayed and canceled flights stranded a number of travelers, some of whom even ended up sleeping in the airport. 올 겨울 제주 눈 관측 일수 27일…41년 만에 '최대' 올 겨울 제주에서 눈이 내린 일수가 32년 만에 가장 많았던 것으로 나타났습니다. 제주지방기상청에 따르면 지난해 12월 5일 첫눈이 내린 이후 지난 14일까지 제주지점 눈 관측 일수는 27일로 나타났습니다. 이는 역대 최대 일수로 기록된 지난 1986년 33일에 이어 32년 만에 가장 많은 겁니다 한편 이같은 폭설로 제주공항에는 지난 달 11일 활주로가 하루 세 차례나 폐쇄돼 결항과 지연 운항이 속출했고 터미널 내 대규모 노숙 사태도 빚어졌습니다.
