Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • [Anchor] It’s the weekend again, and that means Film Focus. Here’s Mike Laidman with what’s new in local theaters. [Report] A hard-hitting action crime drama, and an animated family adventure. They couldn’t be further apart, but this weekend, they come together to offer up a large slice of fun before Marvel’s Black Panther shows up next weekend to steal the spotlight. Jackie Chan is back in action in The Foreigner, and everyone’s favourite little bear, Paddington, is back in the adorable Paddington 2. So put on an extra layer of socks, because it is still very cold out, folks, and let’s traipse into the theatre for a little warmth, and a lot of fun. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] The Foreigner (2017, Martin Campbell) A man with a buried past seeks justice for his child’s murder. Starring Jackie Chan and Pierce Brosnan, The Foreigner is an action thriller from none other than the director of Casino Royale, of 007 fame. That alone is pretty telling as to how things are going to unfold. The film tells the story of humble London businessman Quan, played by Chan, whose long-buried past erupts in a revenge-fueled vendetta when the only person left for him to love - his teenage daughter - is taken from him in a senseless act of politically-motivated terrorism. In his relentless search for the identity of the terrorists, Quan is forced into a cat-and-mouse conflict with a British government official, Pierce Brosnan, whose own past may hold clues to the identities of the elusive killers. While the movie adheres pretty strictly to the action thriller tropes, there is enough breathing room for Chan to flex a little dramatic muscle, and for Brosnan to have fun playing against type. The treatment of the female characters is less than stellar, however, but all in all, this is still an exciting ride, and above-average action thriller. [Slug CG] Paddington 2 (2018, Paul King) Paddington buys a gift for Aunt Lucy, only to have it stolen. A follow-up to the very well received Paddington, Paddington 2 finds Paddington Bear happily settled with the Brown family in Windsor Gardens, where he has become a popular member of the community, spreading joy and marmalade wherever he goes. While searching for the perfect present for his beloved Aunt Lucy's hundredth birthday, Paddington spots a unique pop-up book, and embarks upon a series of odd jobs to buy it. But when the book is stolen, it's up to Paddington and the Browns to unmask the thief. It’s not often that a sequel meets, or in this case, improves upon its predecessor, especially for a children’s movie. But Paddington 2 manages to find something for everyone, despite being essentially about the importance of family and good manners. It’s cheerful, colourful, whimsical, and just plain old fun. Paddington himself is a joy, and the supporting cast all turn in excellent performances to boot.

  • To deal with island traffic??which seems to worsen by the day??the provincial government plans to spend hundreds of billions of won over the next decade or so building new roads and expanding existing ones. Joseph Kim reports. Report This is (연오로) Yeono-ro Road in Jeju City. It is now under construction. [slug] Yeono-ro Road to be widened into 4 lanes by late 2018 Jeju City will spend 12 billion won to widen a part of the road, 1.25 kilometers, into four lanes. The construction is scheduled for the end of this year. Authorities expect the widening would ease traffic congestion in (연동) Yeon-dong by giving drivers one more road option to take. [Slug] Odeung-dong to get new next year A new road that will connect (이도동) Ido-dong and (오등동) Odeung-dong near (연북로) Yeonbuk-ro Road will be built too. The construction of the north-to-south road will be done next year. [slug] Onam-ro Road to be widened to 6 lanes by 2030 The province is planning to widen (오남로) Onam-ro Road that links the Jeju Public Health Center, (한라) Halla Library and (아연로) Ayeon-ro Road into 6 lanes from 4 lanes by 2030. The province has also planned the road network expansion project to link busy areas in the northern and southern parts of Jeju City. New roads will start from (애조로) Aejo-ro Road and will go down to (연동)Yeon-dong, (오라동) Ora-dong, (이도동)Ido-dong, (아라동) Ara-dong and (일도동) Ildo-dong. The construction is scheduled for 2030. The road that links Jeju National University and (연동) Yeon-dong will be expanded and an east-to-west road will be newly built to connect (아라동) Ara-dong and (봉개) Bonggae. The total length of the planned construction is 52.8 kilometers. More than 460 billion won will be poured into the project. Governor Won Heeryong once stressed the need to create new north-to-south roads in October last year. His office sought input from experts and put the 5 north-to-south roads on the province’s top priority list. INTERVIEW Park Sun-heup / Dir. of provincial road planning dept. The island lacks north-south roads. The 5.16 Road and Jungang-ro are the only main arterial roads.   • 5. Dental clinic for the disabled opens Located in Jeju National University Hospital A dental clinic for the disabled has opened on the island. The clinic in Jeju National University Hospital held an opening ceremony Friday and immediately began accepting patients. It is exclusively for the severely disabled, which includes people with epilepsy or brain lesions. Depending on the type and level of their disability, patients qualify for up to 50 percent in financial support for implants and other services that are not covered by normal insurance. 제주권역 장애인구강진료센터 개소 장애인을 대상으로 치과 진료를 하는 제주권역 장애인구강진료센터가 문을 열었습니다. 제주대학교병원에 마련된 장애인구강진료센터는 2일 개소식을 갖고 본격적인 진료를 시작했습니다. 장애인구강진료센터는 뇌전증과 뇌병변 등 중증 장애인들을 진료합니다. 특히 센터로 내원하는 장애인환자는 장애유형과 등급에 따라 임플란트와 같은 비급여 치과치료비도 많게는 50%까지 지원받게 됩니다.

The Korea Agro-Fisheries & Food Trade Corporation says holiday shopping would cost an average of 245,000 won at traditional markets, but 358,000 at large retailers. 28 items are needed for ancestral rites, and the corporation says 20 of them are cheaper at traditional markets. 설 차례상 비용, 전통시장 저렴 올해 설 차례상을 전통시장에서 준비할 경우 대형마트보다 10만 원 이상 저렴한 것으로 조사됐습니다. 한국농수산식품유통공사가 전국 전통시장의 주요 품목들을 조사한 결과 올해 차례상을 준비하는데 24만 8천 900원이 들 것으로 전망했습니다. 반면, 대형 유통업체의 경우 35만 7천 700원으로 전통시장보다 10만 8천 원 가량 비쌀 것으로 예상했습니다. 차례상 주요 품목 28개 가운데 20개 품목은 전통시장에서 더 저렴했고, 가공식품 등 8개 품목은 대형마트가 더 저렴한 것으로 조사됐습니다.

Campaign spending limits released Candidates for governor, ed. superintendent can spend up to \482m Candidates for governor and superintendent of education are allowed to spend up to 482 million won on their campaigns. The Jeju Election Commission has released campaign spending limits for the June 13th local elections. Those seeking one of the proportional representation seats on the provincial council may spend up to 76 million won. Candidates for regular council seats have a limit of about 44.3 million, and so-called education council members have about 55.8 million won to spend. The government will reimburse all campaign spending for anyone who gets at least 15 percent of the vote in their respective race. Anyone getting ten percent or more, but less than 15, will get half of their spending back. Candidates who do not get at least ten percent will get no reimbursement. 도지사·교육감 선거비용 4억8천만 원 오는 6월 실시하는 도지사와 교육감 선거비용 한도액이 4억8천200만원으로 정해졌습니다. 제주도선거관리위원회는 오는 6월 13일 전국동시지방선거 제주도지사와 교육감 선거비용 한도액을 4억8천2백만 원으로 발표했습니다. 비례대표 도의원선거는 7천600만 원, 지역구 도의원선거는 평균 4천430만 원, 교육의원선거는 평균 5천580만원입니다. 선거에 나서는 후보는 15% 이상 득표하면 선거비용 전액을 돌려받게 되며, 10%이상 15% 미만은 50%, 10% 미만은 선거비용을 보전받지 못합니다.

  • 2. Community Chest sets new fundraising record Nearly \4.8b in annual charity drive The Community Chest of Jeju hit a new record in its annual charity drive. It collected nearly 4.8 billion won in its Hope Sharing Campaign between November 20th and January 31st. In addition to being the most the Community Chest has raised since its first charity drive in 1998, the total is 350 million won higher than the target for this year. The donations will be used to support social welfare facilities and the underprivileged, which includes senior citizens who live alone, the disabled, and families in which the grandparents are raising their grandchildren. 나눔 캠페인, 사상 최고액 모금 희망 2018 나눔 캠페인이 사상 최고액을 모금하며 마무리됐습니다. 제주사회복지공동모금회에 따르면 지난해 11월 20일부터 지난달 31일까지 73일동안 진행된 나눔 캠페인 동해 모두 47억6천509만원이 모금됐습니다. 이는 목표액을 3억5천만원 초과 달성한 것으로 나눔 캠페인이 시작된 1998년 이래 역대 최대 모금액입니다. 모금된 성금은 도내 독거노인과 장애인, 조손가정 등 경제적인 어려움에 처한 저소득 가정과 사회복지지설에 지원됩니다.

April 3rd Incident survivors seek to overturn convictions ‘Military trials in 1948 were illegal’ A local court began hearing arguments about whether to allow retrials for survivors of the April Third Incident who were convicted of various offenses related to the incident. According to a survivors’ association, the hearing began at 2 p.m. Monday at Jeju District Court. 18 survivors testified about the unfair treatment they feel they received during summary military trials some 70 years ago. The survivors applied for the retrial at Jeju District Court last April. They claim the military trials in 1948 were illegal. 법원, 4·3 수형인 재심청구 심리 4.3 수형인 생존자들이 제기한 재심 청구 심리가 오는 5일 열립니다. 제주4.3 도민연대에 따르면 제주지방법원은 오는 5일 오후 2시, 4.3 수형인 재심청구소송을 위한 첫 심리를 진행합니다. 재심을 청구한 수형인 생존자 18명은 이날 법원에서 군사재판 당시 피해 상황 등을 증언할 예정입니다. 70년 만에 4.3 군사 재판에 대한 재심 청구가 받아들여질지 심리 결과에 관심이 쏠리고 있습니다. 한편 4.3 수형인 생존자들은 1948년 당시 군사재판은 불법이었다며 지난해 4월 제주지방법원에 4.3 재심청구서를 제출했습니다.

  • (애월) Aewol Elementary School annexed (더럭) Deoreok Elementary School 22 years ago because the number of students at Deoreok had dropped. But Deoreok will reopen as an independent school in March. Mike Laidman reports. Report (더럭) Deoreok Elementary School has been popular among tourists ever since it appeared in an electronics company commercial. And at this year’s graduation ceremony, the school hall is filled with students and their families, all of them in an especially festive mood. [slug] Deoreok to become independent elementary school in March As the number of students has increased, the small school will gain independence beginning in March. And the graduating class is overjoyed at the news. INTERVIEW Park Hye-rin / Deoreok ES graduate A small school has many benefits. One of the most significant is the family-like atmosphere. I hope the school doesn’t lose that even if it gets bigger. [인터뷰: 박혜린 / 졸업생] "더럭분교는 작은 학교여서 선생님하고 모두 친하고 다정한 분위기에서 공부해서 좋았고 졸업을 하고 초등학교로 바뀌어서도 다정한 모습을 유지했으면 좋겠습니다." [slug] Annexed in 1996 as population dropped The rural school opened in 1946, but was annexed by(애월) Aewol Elementary School in 1996 because the number of enrolled students had dropped to only 27. The local community has been making efforts to have the school regain its independence. Residents have offered apartments to mainland immigrants should they attend, and the school itself has joined in the efforts, offering bright, colorful classrooms and hands-on programs. Large retailers in Seogwipo will be closed February 16 Will remain open February 9, which had been scheduled as off-day Large retailers in Seogwipo will be closed February 16th, which is Lunar New Year’s Day. At a recent meeting of the large retailers’ development council, attendees decided to adjust one of their mandatory off-days for the month. E-mart and Homeplus will therefore be closed on Lunar New Year’s Day rather than the regularly scheduled second Friday of the month, which in February falls on the 9th. This comes after Jeju City officials made a similar adjustment in order to allow the employees of large retailers time to celebrate the holiday. 서귀포지역 대형마트 설날 휴업 서귀포지역 대형마트가 설 명절 당일 휴업합니다. 서귀포시는 최근 유통업상생발전협의회를 열고 대형마트 의무휴업일을 한시적으로 변경했습니다. 이에따라 서귀포시내에 있는 이마트와 홈플러스 등 대형마트는 당초 둘째주 금요일인 오는 9일 대신 설 명절 당일인 16일에 휴업하게 됩니다. 앞서 제주시지역 대형마트도 직원들의 휴식권을 보장하는 차원에서 의무휴업일을 설날로 변경한 바 있습니다.
