Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

An index that tracks the ratio of the winning bid price to the valuation of the land fell 25 percentage points compared to October, though, to a score of 98. That means the winning bids were lower than the valuations. There has been a 100 percent drop in that metric since April 2014.   • Decision coming on UNESCO designation of haenyeo culture To be announced at meeting underway in Ethiopia We will know very soon whether UNESCO will designate the island’s unique haenyeo culture as Intangible Cultural Heritage of Humanity. Provincial officials are expecting a final decision on the matter around 11 p.m. local time on Wednesday. It will be announced at the 11th session of the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, which is underway in Ethiopia. There’s a feeling of guarded optimism here in Korea because a UNESCO assessment body is reported to have recommended that the island’s women sea divers be granted the designation. Governor Won Heeryong, a haenyeo representative, and other government officials are currently in Ethiopia promoting the haenyeo culture.   • Hamdeok High School has become Jeju’s first to offer a music major, and Aewol High School has become its first to offer a fine arts major. Initial reservations that there wouldn’t be enough student interest have proven unfounded. Mike Balfour reports. [slug] Hamdeok High School in Jocheon-eup, Jeju City Hamdeok High School accepted student applications for a major in music - a first - for the school year beginning in March 2017. [slug] ‘Too early to accept students for music major’ Some people are worried that the school started accepting students too early. To date, no classrooms have been allotted to the major and no musical instruments have been appropriated. Some speculated that the entrance quota would not be reached due to the location of the school in a rural part of Jeju City. However, the turnout has been successful. 44 middle schoolers have applied for the 40 music major positions. That’s a rate of 1.7:1. Education authorities have been pushed to get busier as more students than expected applied for the schools. [slug] Construction will soon begin on classrooms The schools are planning to hire contractors to build new classrooms as soon as possible. They are consulting with the provincial council to provide teaching aids and hire teachers.   • Jeju City to expand zones set aside for elderly ‘haenyeo’ 85% of island’s female sea divers at least 60 years old The vast majority of Jeju’s female sea divers are at least 60 years old, so Jeju City is expanding the areas set aside specifically for them to work in as part of efforts to increase their income and give them a safer place to work. The city has announced it will spend 42 million won this year on such a zone in the waters off the village of Gonae in Aewol-eup. The entire two-hectare site will be less than five meters deep, to make work easier for senior haenyeo. Next year, the city will spend 150 million won to build similar zones near the fishing villages of Hamdeok, Jongdal and (오봉) Obong.   • Jeju City urging restaurants to cut food waste Eateries generate 44% of the city’s discarded food Jeju City will soon launch a campaign designed to encourage restaurants to reduce the amount of food they throw away. Officials aim to do that, in part, by urging 1,000 city restaurants to pack up leftover food for customers to take home. A petition will also be circulated to reduce the number of side dishes they serve.   • Jeju’s population rises 14% 2005-2015 Life expectancy up 5 years to 83 Jeju’s population grew by over 70,000 in the most recent decade for which records are available. The Honam Regional Statistics Office show that there were 606,000 people living on the island in 2015. That’s 74,000, or 14 percent, more than in 2005. By age, the number of people at least 65 years old rose the most, at 22 percent. They now account for 14 percent of Jeju’s population. Not only are there more people here, they’re living longer. Life expectancy rose by five years over the period to an average of 83. 제주 인구 7만 명 증가…고령화 비율 14% 최근 10년동안 제주 인구가 7만여 명 증가한 것으로 나타났습니다. 호남지방통계청에 따르면 지난해 제주 인구는 60만 6천여 명으로 2005년보다 14%, 7만 4천여 명 증가했습니다. 특히 65살 이상 인구가 22% 증가하며 고령화 비율도 14%에 이르고 있습니다. 한편 제주 도민 기대수명은 83살로 2005년에 비해 5살 늘었습니다.

  • More passengers on Jeju air routes Island flights accounted for 86% of all domestic flights in October In more news from the tourist sector, the number of people flying to and from Jeju continues to rise. According to data released by the Ministry of Land, Infrastructure and Transport, 1 million 176 thousand passengers flew on domestic Jeju routes in October. That’s four percent more than a year ago. Flights connecting with the island accounted for 86 percent of all domestic flights last month. Meanwhile, there were six percent more passengers in October on international flights to and from Jeju, with the tally being 220,000. 제주노선 항공기 이용객 꾸준히 증가 제주노선 항공기 이용객이 꾸준히 증가하고 있습니다. 국토교통부에 따르면 지난달 제주기점 국내선 이용객은 117만 6천여 명으로 지난해 같은 기간보다 4% 증가했습니다. 이로인해 제주노선의 국내선 점유율은 86%에 이르고 있습니다. 국제선 이용객은 지난해보다 6% 늘어난 22만여 명으로 집계됐습니다.

  • Wide discrepancy in sales at accommodations August receipts up 27% at condos, pensions The boom in the tourism industry is not benefitting all of Jeju’s lodging facilities to the same extent. According to a regional economy report issued by the Bank of Korea, sales at condos and pensions in August were up 27 percent compared to August 2015 to 74 billion won. Receipts at tourist hotels rose only one percent over the same period to 58 billion won. BOK analysts say the reasons for the discrepancy include a glut of guest rooms on the island and the increasing importance of price for tourists when they are choosing a place to stay. 관광시장 호황 속 숙박시설별 '희비' 관광객 증가 속에 숙박시설별로 희비가 엇갈리고 있습니다. 한국은행이 발표한 '지역경제보고서'에 따르면 지난 8월 기준 콘도와 펜션 등 기타 숙박시설 매출액은 740억 원으로 지난해 같은 기간보다 27% 증가했습니다. 반면 관광호텔 매출액은 580억 원으로 지난해보다 1% 상승하는데 그쳤습니다. 한국은행은 관광호텔의 초과 공급과 숙박시설 선택기준이 편의보다 가격 등으로 변화했기 때문으로 분석하고 있습니다.
