Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Construction industry still booming Grows 30% over last year The construction sector in Jeju shows no signs of slowing down. The Jeju branch of the Construction Association of Korea counts as members 283 of the 482 construction companies in Jeju. In a recent survey it found its members had worked on a combined 439 construction projects between the start of 2016 and last month. They earned a combined 991.5 billion won. That’s up an average 30 percent from the same period a year ago. Broken down, business is up 65 percent in the public sector and 17 percent in private-sector construction. Total contract revenue in 2015 hit an all-time high of 1.1 trillion won.   • The national government included five billion won in next year’s budget for the design of Jeju’s second airport, but little work has been done on a preliminary feasibility study, which is slated for completion at the end of this year. Joseph Kim reports. Report slug Funding for new airport design included in budget proposal The Ministry of Land, Infrastructure and Transport recently submitted its 2017 budget proposal to the Natioinal Assembly and the proposal includes funding to design the island’s second airport. The budget will be spent on decision making for the size and layout of the new airport and devise ways to secure financing for the huge project. The land ministry plans to allocate 4.5 billion won for the new airport in (김해) Gimhae and 5 billion won for the island’s second airport. slug Preliminary feasibility study being delayed The province requested for a quick wrap-up of the preliminary feasibility study which is a prerequisite for construction to begin before the end of this year. But the request was not properly submitted to national authorities and there has been no further news about the study results. The province currently has no timeline for the completion of the feasibility study. The island announced that it will organize a consultative body to resolve conflicts with area residents when the feasibility study results come out. But due to the delayed research, conflicts between the province and local residents are heating up. The island’s plans, in line with the feasibility study, to come up with measures to develop the new airport site hasn’t been developed at all. INTERVIEW Representative of transport ministry We have asked for a quick wrap-up of the feasibility study, but we haven’t heard when it will be done.   • Jeju City to restrict government licenses for tax delinquents Expected to impact 57 people Jeju City will limit the issuance of government-related business licenses to delinquent taxpayers. More than three delinquencies of bills over 300,000 won will result in the restriction of permits. Authorities say this currently applies to 57 people… all of whom will have their permits revoked or business suspended by the end of the month. Over 760 businesses in 25 industries with government licenses are behind in their taxes. The list includes firms involved in transportation, construction, and accommodation. All-told, they owe the city some 78 million won. 제주시, 지방세 상습체납자 관허사업 제한 제주시가 지방세 상습 체납자에 대한 행정제재를 강화합니다. 이를 위해 정당한 이유 없이 지방세를 3차례 이상 체납하고, 체납액이 30만원 이상인 상습 체납자는 관허사업을 제한하기로 했습니다. 이에 해당하는 체납자 57명에게는 이달안에 관허사업 영업정지 또는 허가 취소를 요구할 계획입니다. 제주시 지역에서는 자동차운송사업과 건설업, 숙박업 등 관허사업 25개 업종에서 760여 건, 7천800만원의 체납액이 발생했습니다.

  • 4 Jeju bike paths named among Korea’s top 100 Stretch for total of 55.2 kilometers along coast Four of Jeju’s so-called Fantasic Bike Paths have made it on the list of the 100 most beautiful bicycle trails in Korea. They are the Jongdal to Gimnyeong path, the Aewol Coast Road, and the paths around Hamori and Sanbangsan. The four coastal paths stretch for a total of 55.2 kilometers, and they are loved by cyclists and tourists for their natural scenery. The list was compiled by the Ministry of the Interior. It will be distributed at tourist information centers and community centers across the island.   • JDC donates 2,400 wetsuits to haenyeo Show of support in bid for UNESCO designation As a show of support in getting Jeju’s traditional female divers listed as UNESCO Intangible Cultural Heritage of Humanity, the Jeju Free International Development Center has donated 2,400 colored wetsuits to the haenyeo community. JDC Chief Kim Han-wook donated the suits to the 2,400 currently active haenyeo at a Friday ceremeny. The gift is worth 780 million won. Kim said the haenyeo represented the women of Jeju and rightfully deserved to have their history preserved, adding that the JDC would continue to make public efforts to preserve their unique culture.   • More foreigners being denied visa-free entry to Jeju From 571 in 2011 to nearly 8,600 as of end of August this year Every year, officials are denying more non-Koreans visa-free entry to the island. The Ministry of Justice says the running tally at the end of August was 8,589. That’s a substantial increase from the total for all of last year ? 7,664. The figure is also 15 times greater than the total in 2011 of 571. The leading reason for denying a visa waiver has been an unclear purpose of visit… which authorities see as a high possibility for illegal immigration. 무사증 입국 불허 외국인 해마다 증가 제주를 무사증으로 찾는 외국인 가운데 입국이 허용되지 않는 경우가 매년 증가하고 있는 것으로 나타났습니다. 법무부 출입국외국인정책본부에 따르면 지난달까지 제주 무사증 입국불허자는 8천589명으로 지난해 7천664명에 비해 증가했습니다. 특히 5년전인 지난 2011년 571명에 비해서는 15배가 늘어났습니다. 입국불허의 사유의 상당수는 입국목적 불분명으로 불법 취업 시도가 의심되는 경우였습니다.

  • Reconstruction possible for Jewon Apartments ‘D’ in safety assessment opens up way for work, but challenges remain Officials have given a “D” to the oldest apartment complex in Jeju in a recent safety assessment, making it eligible for reconstruction. The provincial government says it began the assessment of Jewon Apartments in July, in response to a request by residents to have the apartment rebuilt. Even though the complex is now a candidate for reconstruction, it remains to be seen when and how work might begin.
