Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Environment Electricity sources, rates ‘should be competitive’ To ensure that Jeju is living up to its obligations as a Carbon Free Island, experts have suggested that local electricity rates should be “competitive” ahead of any further distribution of new electric cars. To this end, it’s been recommended that the province develop a variety of new and renewable energy sources, including wind, solar and tidal power. Experts also say Jeju should establish sufficient infrastructure for the generation of electricity. Halla Ilbo 1. Travel Halla Ilbo is reporting that the number of tourists visiting Jeju skyrocketed over the Chuseok holiday. Travellers using domestic flights increased to 8.3 million travellers, up 15.2% compared to last year, though international flights decreased by 18.9%. Travellers using domestic ferries also increased to 4.8 million, a up 17.4% from last year. 2. Society Despite special law, more child abuse reported Punishments for child abuse were strengthened a year ago, but a new report has found that the number of child abuse cases in Jeju have actually increased. Three-hundred and sixty-nine child abuse cases were reported last year, an increase of 80% from 2013. Since most children were abused by their own parents, criminal conviction rates were low.

  • Golf club tax default highest in nation Jeju operations owe \15.1b, or 86.7% of total It’s been reported that the rate of tax delinquency for local golf clubs is the highest in the nation. Im Soo-kyeong(임수경), a member of the New Politics Alliance for Democracy -- or NPAD -- said that according to the Ministry of Home Affairs, local golf clubs nationwide were in arrears to the tune of 83.6 billion won, or 24% of the total amount owed. Jeju’s rate, however, amounted to a whopping 86.7% of taxes owed -- or 15.1 billion won -- far and away the highest delinquency rate in the nation.   • Public officers’ training to include ‘Seogwipo culture’ History, art and cultural facilities to be covered A training course for public officers at Jeju Innocity will include information about the culture of Seogwipo, according to an announcement by Seogwipo City officials. The Training Institute for Land, Infrastructure and Transport and the National Tax Officers Training Institute have included Seogwipo culture in one of their official training programs. Under the new program, the institutes will cover Seogwipo’s cultural facilities and artworks in their history and culture course for trainees. On Sept. 16th and 23rd, trainees visited Chusa Memorial Hall and the Seobok Exhibition. In October they are scheduled to visit the Lee Joong-Seop Gallery and Seong-eup Folklore Village.   • Local livestock market sees calf prices surge Price for female calves up 60% in last 6 months With the current local livestock market extremely active, prices for calves are surging. According to the provincial government, the number of calves traded in the first half of the year reached about 80%, but that number has recently increased to 90%. The Taiwanese airline TransAsia Airways, the provincial government, and the Jeju Tourism Organization have jointly invited Taiwan-based travel and media experts to see what the island has to offer. The group will be shown Jeju’s traditional markets, its World Natural Heritage sites and unique cafes during their four-day itinerary which started Wednesday. In addition to this introductory tour, local authorities will participate in the Taipei International Travel Fair in November.   • Mackerel is one of the most popular fishes in Korea. And yet their spawning grounds and migration patterns have not been clearly studied -- until now. If the research goes well, it is hoped that there will be new opportunities to improve the systematic management of this fish. Joseph Kim has more. [slug] Seongsan-eup, Seogwipo City Around the nearby seas of Seongsan-eup, Seogwipo City, mackerel is coming out from a large water tank one by one, and then, a yellow tag is attached to it. Until now, a school of mackerel has been spotted around Daemado, moving northward from Jeju, while others have stayed around the sea of Udo without moving north. Experts assume that the fish travel to other seas after staying around the waters off Jeju in summer in search of food, but their exact spawning grounds and migration route are not yet known. [camera] Moon Ho-sung Especially with the conditions of the nearby waters off Jeju having been frequently changing, the mackerel is expected to traverse not though its normal migration route but another route. That is why tracking research is needed to figure out its actual path.   • Boseong Market (보성시장) in Jeju City has over forty years of history. In the past, this was the place to go if you wanted to try out different local foods. But a decline in customers has led many shops to close down. Those businesses that remain have come together to give the market a facelift… And as we’ll hear in this report by Suejin Choi, the renovation work is now complete. From the well-seasoned meat- and vegetable-packed sundae (순대)... to Jeju’s traditional buckwheat roll, bingddeok (빙떡)... These foods and more used to be sold at over 200 small restaurants back in the day... at Boseong (보성) Market. Business was good in those days but as time went by, things started going downhill and stalls were forced to close, one after another. [slug] Boseong Market gets modern makeover The remaining vendors decided they needed to do something about it… and so they joined hands and gave the market... a ‘modern’ makeover.   • Jeju to get an ‘open middle school’ in 2016 Classes for 120 students to start on March 1 The Ministry of Education has announced that a new open school will be established in Jeju. Nationwide, an additional seven such middle schools will be newly established in Busan, Incheon, Ulsan, and the Gyeonggi and Jeonnam regions. Jeju already has an Open University and an Open High School and so when the new middle school opens its doors, the province will boast all three open education facilities. The new middle school is scheduled to begin classes on March 1st of next year with 120 students in a total of six classes, two classes per grade. 내년 제주에 '방송통신중' 신설 제주지역에 방송통신중학교가 신설됩니다. 교육부는 내년에 제주를 비롯한 부산과 인천, 울산, 경기, 전남지역에 방송통신중학교 8개교를 추가로 신설하기로 했습니다. 이에 따라 제주지역의 경우 방송통신대학교와 방송통신고등학교에 이어 중학교까지 모두 들어서게 됐습니다. 제주 방송통신중학교는 내년 3월 1일에 학년당 2학급씩 전체 6학급에 120명 규모로 개교할 예정입니다.
