Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Province to expand the use of grouting method Trials show 43% improvement in water quality The use of a new grouting method that blocks groundwater contaminants will be used more extensively on Jeju Island. According to the provincial government, eight underground water wells in Hankyung-myeon and Hallim-eup that applied the new grouting technology on a trial basis last year showed a 43% improvement in water quality. The province will spend 1 billion won to expand the application of the method to 18 water wells in western areas. The government is also planning to clean the inside of water wells as well as repair run-down facilities. Grouting is a method of blocking the passage of contaminants along the underground water line. 지하수 오염원 차단 '그라우팅' 시범 사업 확대 지하수 오염원을 차단하는 그라우팅 시범 사업이 확대됩니다. 제주도에 따르면 지난해 한림과 한경 등 8개 관정을 대상으로 지하수 오염원 차단 그라우팅 시범사업을 시행한 결과 43%의 수질개선 효과를 보였습니다. 이에따라 올해도 10억 원을 투입해 서부지역을 중심으로 18개 관정을 대상으로 사업을 확대할 계획입니다. 또 올해의 경우 그라우팅 시공을 하고 관정 내부 청소와 노후시설 정비도 추가적으로 진행할 예정입니다.

The province will provide subsidies for 8,761 electric vehicles in line with the government's plan to supply EVs this year. The criteria for being selected for the subsidy used to be dependent on the vehicle release date or date of registration, however, the revised plan will offer subsidies to applicants in the order received. The government also plans to provide additional subsidies for electric taxis. Currently, EVs on Jeju are estimated to account for 4.7 percent of total vehicles, which will increase to 7 percent if all subsidies are given out this year. 5. 제주도, 전기차 민간보급사업 공모 실시 제주도가 31일부터 전기 자동차 민간보급사업 공모를 실시합니다. 제주도는 올해 정부의 전기차 보급 계획에 따라 전기차 8천 761대 범위 안에서 보조금을 지원할 계획입니다. 올해부터 공모는 선정 기준이 출고나 등록 순에서 구매 지원신청서 접수순으로 변경됐습니다. 또 전기 택시에 보조금을 추가 지원합니다. 현재 도내 전기차 비중은 약 4.7%로 올해 보급 물량이 전부 소진되면 7%가 될 것으로 전망됩니다.

Jeju mandarins were originally scheduled to be taken off the market on January 31st. Mandarins that will be included in the extension have also been expanded to encompass all categories of mandarins. The government has also increased the purchase price from 300 won to 400 won per kilogram. The government made the decision to help relieve the mandarin industry, which has been suffering a slump with lower than average market prices. The price for mandarins is currently 6,800 won per 5 kilograms. This is 20% lower than the average price last year, which was 8,200 won. 노지감귤 시장격리 한달 연장…전 상품 확대 제주도가 31일까지로 예정됐던 노지감귤 시장격리 기간을 한 달 연장합니다. 시장격리 대상도 기존의 2L(투라지)에서 전 상품으로 확대하고, 지원 단가도 킬로그램당 300원에서 400원으로 올렸습니다. 이는 시장격리 특별대책을 시행했지만 실적이 목표치에 크게 못 미치고 가격 회복도 더디기 때문입니다. 현재 감귤 도매 가격은 5킬로그램 한상자에 6천 6백 원으로 지난해 평균 8천 2백 원에 비해 20% 낮은 수준을 보이고 있습니다.

The special committee had a meeting with Governor Won Hee-ryong on January 31st and thereafter announced that an amicable agreement was made with the governor to work together in order to appease the concerns of island residents. The province has agreed to fully cooperate with the special committee and honor the results of the committee’s activities. Flights between Jeju and China have also been significantly reduced. Jeju’s boarding rate last week was recorded at 86.3%. However, after the spread of the virus affected the island, the rate has dropped to 22.5%. Flights between Jeju Island and China was drastically reduced from 165 flights to 108 flights (per day??) The number of Chinese tourists who visited Jeju from January 26th to the 30th numbered 7,200, which is a 40% drop from the same time last year. Meanwhile, it has been reported that the five Chinese tourists from Wuhan who were under government surveillance have returned to China. 2.   • A Chinese woman who recently visited Jeju Island was confirmed to be infected with the novel coronavirus. Uneasiness is growing among island residents even if the province is assuming that she was infected in her country. Seoul has decided to suspend the visa waiver program in Jeju for the time being, as the program is viewed as a loophole. Todd Thacker reports. Health officials have confirmed that a Chinese woman in her fifties who visited Jeju late last month was infected with the coronavirus. [slug] Returned to China on Jan. 25 -> showed signs of fever on Jan. 26 -> infection confirmed on Jan. 30 She returned to China on January 25th, and started to show symptoms of fever the next day. Her diagnosis was confirmed on the 30th. She arrived on a Spring Airlines flight and spent 4 nights and 5 days traveling with her daughter. She allegedly was not symptomatic while on Jeju. Provincial officials think that she was infected prior to her arrival here.
