Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • UNESCO’s Man and the Biosphere (MAB) programme met in Paris last week and added 18 new sites in 12 countries to the World Network of Biosphere Reserves and extended eight existing biosphere reserves including Jeju island. Todd Thacker reports. UNESCO's Biosphere Reserve designation for Jeju Island now covers the entire province. The United Nations agency has recognized Hallasan Mountain, the Gotjawal forest, Jeju’s hundreds of volcanic cones, its coastal waters, and its smaller outlying islands. [slug] UNESCO acknowledges Jeju’s biological diversity In order to help preserve global biodiversity on land, the coast, and the oceans, and to find ways to promote sustainable development, UNESCO studies and then designates biosphere reserves around the world. [slug] Designation in 2002 covers areas 200m above sea level It was back in December 2002 that Jeju was first named a UNESCO Biosphere Reserve. That was limited to the area of Hallasan Mountain measuring over 200 meters above sea level. The designation was the second in the nation following (설악산) Seoraksan Mountain in (강원) Gangwon-do Province. At this year’s UNESCO Man and the Biosphere Programme meeting in Paris, the designation was extended to cover 100 percent of the island’s surface. This includes its coastal waters up to 5.5 kilometers offshore, its smaller nearby islands and (추자도) Chujado Island. This is five times larger than the original designated area of 83,000 hectares. It is now just over 387,000 hectares. [slug] Province working on plans for preservation, utilization The province has been working towards this new assessment for the last two years. During that time it carried out feasibility studies and sought public opinion. Now, the province is developing plans to improve the integrated and effective conservation of its biodiversity. It also aims to improve the quality of life of residents by helping them benefit from the extension.   • 5. First national discovery of ‘turnip moth’ in Jeju JATC warns local farms of crop damage and further spread of moth Turnip moths have been found for the first time in Korea at Jeju. The tropical moth is known to damage crops such as corn. The Jeju Agricultural Technology Center announced that turnip moths were found in cornfields at 조천읍 and Gujwa-eup. They confirm them through through a DNA analysis. Turnip moth larvae were only discovered in the leaves of young corn that were planted late this year. The center emphasized that local farms need to take extra precaution as the moths could spread throughout the entire island. '옥수수 피해' 열대거세미나방 국내 첫 발견 옥수수 같은 벼과 작물에 피해를 주는 열대거세미나방이 우리나라에는 처음으로 제주에서 발견됐습니다. 제주도농업기술원은 구좌읍과 조천읍의 옥수수 재배 포장에서 나방 애벌레를 채취해 유전자 정보를 분석한 결과 열대거세미나방으로 확인됐다고 밝혔습니다. 이 나방의 애벌레는 늦게 심은 어린 옥수수와 새로 난 잎 속에서 발견됐으며 잎에 피해를 준 것으로 나타났습니다. 농업기술원은 이 나방이 중국에서 바람을 타고 날아 와 제주 전역에 번질 수 있는 만큼 농가의 예찰과 주의가 필요하다고 강조했습니다.

Police to crack down on drunk driving Stricter DUI restrictions implemented from June 25 While tightened restrictions on Driving Under the Influence will go into effect from June 25th, the Jeju Municipal Police Agency is planning to crack down on drunk driving. The local police will cooperate with the local police precinct stations to crack down all over the island once or twice a week. Officers will conduct inspections in the morning as well. The level of blood alcohol content subject to punishments will be lowered from 0.05% to 0.03% by amending the Road Traffic Act. The level for driver’s license revocation will also be lowered from 0.1% to 0.08%. Drivers caught DUI for the second time will be subject to revocation of their licenses. 25일부터 음주단속기준 강화, 경찰 단속 확대 오는 25일부터 음주운전 단속기준이 대폭 강화되는 가운데 제주도 자치경찰단이 이에 대한 대대적인 단속에 나섭니다. 이를 위해 매주 한두차례 자치지구대, 파출소 합동으로 전도 일제 음주운전 단속을 실시합니다. 또 출근길 음주단속도 수시로 병행할 예정입니다. 오는 25일부터 개정된 도로교통법이 시행되면서 음주운전 단속기준이 현행 혈중알코올농도 0.05%에서 0.03%로 낮아집니다. 또 면허 취소 기준도 0.1%에서 0.08%로 강화됩니다.

MOIS conditionally approves establishment of Facilities Management Corporation in Jeju Province to submit ordinance to provincial council The Ministry of Interior and Security (MOIS) has conditionally approved the establishment of a Facilities Management Corporation in Jeju. The Facility Management Corporation will be the largest public corporation in the island with 1,100 employees and manage operations of local environmental facilities, sewage, public buses and public parking lots. A deliberation committee of MOIS held a review session on Wednesday and granted a conditional approval of setting up the corporation to the provincial government. The conditions include reviewing the plan to reduce the number of workers and government officials and analyzing the long-term effects of financial improvement. The province will submit an ordinance for the establishment of the enterprise to the provincial council next month. If the bill is passed, it will be launched by November. 정부, 제주도시설관리공단 조건부 승인 정부가 제주도 시설관리공단 설립을 조건부 승인했습니다. 행정안전부는 사전설립심의위원회를 개최하고 제주도의 시설관리공단 설립 계획에 대해 공단 인력과 공무원 정원 감축계획을 재검토하고 수지 개선 효과를 장기적 관점에서 분석하라는 부대조건을 달고 승인했습니다. 이에따라 제주도는 다음 달 시설공단 설립 조례를 도의회에 제출한 뒤 조례가 통과되면 11월쯤 공단을 출범시킬 계획입니다. 시설관리공단은 1천 1백여 명이 근무하면서 환경시설과 하수도, 공영버스, 공영주차장 등 4개 분야 운영관리를 전담하게 됩니다.

Koh Yu-jeong is alleged to have killed her ex-husband at a pension in Jocheon-eup. She dismembered and disposed of his body at various locations to destroy evidence. Police in Gimpo discovered what appears to be bone fragments in the pipes of a house owned by Koh's father in Gyeonggi-do Province on Wednesday. Officers sent them to the National Forensics Service for DNA profiling. Jeju City to provide incentives to households participating carbon point system 17,200 households to receive incentives for saving energy The Jeju Municipal Office will provide a total of 154 million won in incentives to the 17,200 local households that have participated in the island’s carbon point system and cut their electrical use by more than 5% in the second half of the last year. Households can choose their own incentives from cash, vouchers or a Greencard. Greencards were designed by the Ministry of Environment to encourage people to consume eco-friendly products. The points will be stored in the card for use. 33,000 households saved a total of 10,952 megawatt-hours of electricity in the second half of last year. That is equivalent to reducing 4,600 tons of greenhouse gas emissions. 지난해 하반기분 탄소포인트 인센티브 지급 제주시가 지난해 하반기 탄소포인트제에 가입해 5% 이상 에너지를 절약한 세대에 인센티브로 1억5천400여 만원을 지급합니다. 대상 가구는 1만7천200여 세대로 본인 선택에 따라 현금이나 그린카드, 상품권으로 지급받을 수 있습니다. 지난해 하반기 제주시 지역에서는 3만 3천여 세대가 1만 952MWh의 전기를 절약해 4천 600여 톤의 온실가스를 감축했습니다.
