Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. As many of the houses in the old downtown of Jeju City don’t have their own garage, the province’s policy is affecting the local housing market and will likely intensify population outflow from the area. [slug] Only 7% has private parking space Among 770 houses in the area, only 50 houses have a private garage. That’s just 7 percent. Most of the houses were built before 1996, when the province set regulations on private parking spaces. Less than 20 percent of houses in downtown areas have their own parking space. That’s half of the average of Jeju City at 40 percent. The regulation will expand to cover the whole island beginning next month. Real estate agents say the number of housing transactions in the old downtown area has decreased since the houses in the area don’t have a parking space. Homebuyers seek homes with a garage to fall in line with the province’s policy. Recording Real estate agent Most of my clients seek a house with a garage. (Do they ask first?) The Ministry of Land, Infrastructure and Transport said that there were 676 local housing transactions in May, marking an increase of 4.6% compared to April. However, this is a 3.8% decrease compared to the same period last year and a 12.7% decrease in the number of average transactions for past 5-years. This year’s accumulated transactions through May have declined by 17% and 34% than last year and the average accumulated transactions for past 5-years, respectively. Jeju District Court Chief Judge Park Joon-seok handed the defendant a split sentence of 8 months in prison and two years of probation for causing alarm and threatening nurses by wielding a knife. Kang was at the hospital in April to visit an acquaintance. The Facilities Management Corporation will be in charge of managing the operation of facilities for public buses, environment, parking and sewage.   • From last week, we’ve been bringing you updates on the recent local murder case involving Koh Yu-jeong, a 36-year-old woman currently under arrest for allegedly killing her ex-husband in Jeju. Jeju Port is now being criticized for its poor security as Ms. Koh was found to have boarded a ferry departing from Jeju Port with dismembered body parts of the victim. She later threw them into the sea en route to (완도) Wando Island. Todd Thacker reports. [slug] Jeju Port, Geonip-dong, Jeju City This is Jeju Port. Passenger vessels, cargo ships, and international cruise ships frequently come and go every day. As the departure time for a passenger ship approaches, vehicles stream into port to be transported to the mainland. Security guards stop and inspect each vehicle at the gate. The procedure takes only about 30 seconds. [slug] Poor checks for transported cars The guards ask to see the IDs of the driver and passengers, and then let them through. Occasionally they take a closer look at luggage in the trunk or at cargo on a truck. [slug] Murder suspect Koh Yu-jeong left Jeju by ferry It has come to light that murder suspect Koh Yu-jeong chose a sea route to move between the island and the mainland. [slug] Koh traveled carrying body parts in bags In her car were the dismembered remains of her ex-husband, stuffed in boxes and a travel suitcase. Under the current inspection system at the port, it is impossible to scrutinize the contents of the bags. This means that while carrying the gruesome evidence, Koh left the island undetected. [slug] Koh tossed bags of body parts while on board She threw plastic bags of body parts into the sea en route from Jeju to Wando, and disposed of the remaining evidence on the mainland. If the body parts in her car were detected at the port, the police investigation would have concluded more quickly. There are detailed inspections carried out in the case of foreign nationals using Jeju Port to travel to the mainland. Those without proper visas are denied passage. But that level of scrutiny does not apply to Korean citizens. [slug] Ministry of Oceans, Jeju Office: Impossible to check contents of bags The Jeju Regional Office of the Ministry of Oceans and Fisheries says it inspects luggage according to regulations, but notes it is impossible to check their contents. Specialized equipment designed to identity materials that are hazardous or could be used in a terrorist attack are available, but they are allowed to be used only under certain conditions. INTERVIEW Kim Jeong-su / Jeju Regional Office, Ministry of Oceans and Fisheries It's impossible to detect suspicious or illegal items if they are in luggage.   • 5. Apartment prices drop by 0.01% Jeonse leases continue to fall for 23rd straight week Local apartment prices have begun falling from the last week, albeit slightly. The Korea Appraisal Board said that the prices fell by 0.01 percent last week compared to the week before. This came after prices had risen for four consecutive weeks through the first week of the month. The Jeju branch of the Bank of Korea announced that areas with building permits and those under construction decreased by 35.8% and 38.3%, respectively last month compared to the same period last year. Meanwhile, the number of foreign tourists visiting Jeju increased by 1.2% in May compared to the same period last year.
