Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

This was because the charges the court gave under martial law were not clearly defined and because there were no proper legal procedures.   • June 6th marks the nation's 64th Memorial Day. However, about 3,000 bodies of fallen soldiers who fought during the Korean War wasn’t buried at the National Cemetery due to lack of space. President Moon Jae-in promises to complete creation of the Jeju National Cemetery by 2021. Todd Thacker reports. After years of delays, construction at Jeju National Cemetery is finally building momentum. [slug] ₩5.26 B to be spent for constructing Jeju National Cemetery The cemetery will sit on 270,000 square meters of land at the Patriot Cemetery in Nohyeong-dong, Jeju City. The project has a budget of over 52 billion won. [slug] Planning permission, land expropriation issues caused delays Plans for the national cemetery were initially drafted in 2012. But due to the difficulties in expropriating planned site, there were delays in securing planning permission and the expropriation of land. [slug] Land use approval, securing building permits are the next steps The plans were approved last year by the Environmental Impact Assessment Committee and private land at the site was purchased. Now all that remains is administrative approval for the use of forest land and the issuing of building permits. Jeju Provincial Council Education Committee member Song Chang Kwon said that an ordinance was proposed to establish a committee to devise plans for cleaning up the Japanese colonial remnants. Some schools in the island have sculptures of pro-Japanese personnels and Japanese-style school names and trees. 교육현장 일제 잔재 청산 조례안 발의 대한민국 임시정부 수립 100주년을 맞아 학교현장에 일제 식민지 잔재를 청산하기 위한 조례가 발의됐습니다. 제주도의회 교육위원회 송창권 의원은 이 같은 내용을 골자로 한 제주도교육청 일제강점기 식민 잔재 청산에 관한 조례안을 입법예고했다고 밝혔습니다. 이 조례안은 식민 잔재 청산을 위한 계획 수립과 일제 식민잔재 청산위원회 설치 등을 규정하고 있습니다. 현재 제주지역 일부 학교에는 친일인사의 조형물이나 일제식 교명과 교목 등이 여전히 남아 있는 것으로 조사됐습니다.

  • This week in Jeju: A to Z, Todd Thacker takes a brief look at the Jeju Chusa Memorial Hall. This site at Anseong-ri, Daejeong-eup recognizes the artistic and cultural contributions of a famous Joseon scholar and artist Kim Jeong-hui (김정희), who was exiled to the island from 1840 to 1849. Though a very popular holiday destination today, Jeju Island in centuries past was inhospitable and remote. For this reason, historically it was used as a place of exile. One such individual in exile, or “yubaeja” in Korean, was scholar Kim Jeong-hui, who is known by the pen name Chusa. [Slug CG] Scholar Chusa Kim Jeong-hui, exiled to Jeju 1840-1849 After being falsely charged with instigating a government power struggle, he was exiled here from 1840 to 1849. He was one of 200 or so individuals who over the course of 500 years or so were banished to the island by the Joseon Royal Court. Chusa was greatly influenced by Jeju Island and examples of his paintings, poetry, and calligraphy are now on display at Chusa Memorial Hall, built near the site of his home-in-exile in Anseong-ri, Daejeong-eup. [Slug CG] Hall design based on Chusa’s ‘Sehando’ painting (1844) Interestingly, the Memorial Hall is itself modeled after one of Chusa’s masterpieces, a painting from 1844 called “Sehando,” or “A Winter Scene.” This work is very dear to Koreans and itself is designated National Treasure No. 180. Chusa was moved by images of Jeju’s black basalt stones, its volcanic cones, and the ever-changing views of the ocean. You can see this in his paintings, wood carvings and letters. [Slug CG] Chusa developed his own style of calligraphy, ‘Chusache’ On display are beautiful examples of his calligraphy in a style he developed himself called Chusache (추사체). There is also a replica of the house Chusa lived in and three walking trails that follow the routes on which he took daily strolls. So, if you’d like to get a sense of Jeju’s past, embodied in the experience of a truly great Korean scholar, then this historical site and museum comes highly recommended. Todd Thacker KCTV
