Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Some large corporate rental car agents have filed a lawsuit against the province. Plaintiffs are arguing that the local government’s cap on the number of rental cars on the road infringes property rights without justified compensation. Mike Laidman reports. Jeju Province recently announced that rental cars from rental car agents which refused to participate in the rental car quota system will be restricted from driving in Jeju. [slug] 1,847 aged-rental cars banned from May 8th A decision to first ban older rental cars from Jeju’s roads was made in an effort to combat the number of registered rental vehicles down. [slug] Levies up to 100,000 won fine per vehicle 1,847 rental cars from 40 local rental car agencies are subject to the restriction, with a violation leading to a 100,000 won fine per car. But now big rental car companies that have agencies nationwide and which refused to support the rental car quota system have filed a lawsuit against the province. Lotte Rental, SK Networks, AJ Rent-A-Car, Hanjin Transportation, and Happy Networks have banned together and taken to the Jeju District Court to overturn the province’s administrative measures. The plaintiffs argue that the province is infringing on property rights without justified compensation. Meanwhile, the Jeju Car Rental Association disagrees with the litigation. Previously, each local rental car agency had made the concession to join the provincial office’s efforts to reduce the number of rental cars on the roads by phasing out their older models. But the big mainland companies are essentially snuffing out the efforts of the smaller Jeju companies, and so the Jeju Rental Car Association is putting pressure on them to join in. The Jeju branch of the Bank of Korea said local retail sales index rose by 10.2% in the first quarter compared to the same period last year due to increased sales in local duty free shops and other retailers. However, the construction and tourism industries remain sluggish. The area under construction and with construction permit fell by more than 25% this April than last year. There also have been a series of illegal teaching practices, including two teachers charged for private tutoring without a permit. X-ray monitors specializing in livestock epidemics and foreign insects will be installed from June. The quarantine agency and local customs office will each perform quarantine inspection to double check for ASF virus. A monitor that can observe both carry-on and checked-in luggage will be installed. It will be operated on a trial basis in May and fully run from June. The highly contagious and deadly ASF virus was found in pork sausages brought into the island by a Chinese tourist on April 29th. Conservation zone legislation under review Standing committee to finalize decisions regarding Grade 1 areas on May 21 The provincial council evaluated the ordinance amendment on imposing a ban on constructing seaports and airports within Grade 1 conservation zones on May 21st. The provincial council’s Environment and City Committee evaluated the revision bill of conservation zones management at the 372th provisional session at the provincial council. Council member Hong Myeong-hwan (홍명환), has proposed the bill to protect Grade 1 conservation zones, which would also include areas of underground water and ecosystem preservation zones. It also states that any adjustments of the grades of conservation zones must be made with the consent of the local council. Some council members requested the council to pass the motion to protect Grade 1 conservation zones to the same degree as preservation zones. However, Provincial Department of Environmental Preservation Director Park Won-ha said that the ordinance amendment to intensify regulations is unnecessary due to existing environmental evaluative process. The bill has now been passed / The bill failed to be passed. '공항만 건설 제외' 보전관리 조례안 심사 보전관리 1등급 지역에 공항만 건설을 제한하는 보전지역관리 조례 개정안이 21일 도의회에서 다뤄졌습니다. 제주도의회 환경도시위원회는 372회 임시회 1차 회의를 열고 홍명환 의원이 대표발의한 보전지역관리 조례 개정안을 심사했습니다. 개정안에는 1등급 지역에 공항만 건설을 제한하고 등급 변경과 해제를 위해서는 도의회 동의를 받도록 하는 내용을 담고 있습니다. 의원들은 특별법에 보전관리 1등급 지역을 절대보전지역으로 준하는 만큼 행위 규제 역시 동일하게 적용돼야 한다며 조례 개정안 통과를 주장했습니다. 이에 대해 박원하 제주도 환경보전국장은 환경영향평가 등 심의 절차가 있는 상황에서 조례를 개정해 규제를 강화하는 것은 부적절하다고 말했습니다.

Lawsuits follow cancellation of Greenland Int’l Hospital Former landowners seek to reclaim expropriated land Previous landowners of Donghong-dong in Seogwipo City are preparing legal action against the Jeju International Free City Development Center to reclaim their expropriated properties after the local government’s decision to revoke the license of the Greenland International Hospital. Residents of Donghong-dong recently held a village council meeting and agreed to file a lawsuit against JDC. Four former landowners will participate in the lawsuit to reclaim expropriated lands of around 16,000 square meters. Residents and former landowners said that the Greenland International Hospital’s license was annulled and the construction project of Jeju Healthcare Town was suspended after they had sold their land to JDC with hopes to revitalize the local economy. The residents are planning to meet with Moon Dae-rim, the Chairman of JDC, soon and deliver their intentions to take legal action. The plaintiffs will file their lawsuits by the end of May. 동홍동 토지주, JDC 상대 토지반환소송 추진 녹지국제병원 개원허가가 취소된 가운데 동홍동 토지주들이 제주국제자유도시개발센터를 상대로 토지반환소송을 추진합니다. 서귀포시 동홍2통마을회는 최근 마을 운영위원회를 열고 사업부지를 매입했던 JDC를 상대로 토지반환소송을 제기하기로 의견을 모았습니다. 소송을 제기할 토지주는 4명으로 부지면적은 1만 6천여 제곱미터입니다. 토지주들은 지역 경제 활성화 차원에서 JDC에 땅을 팔았지만 녹지병원이 허가 취소되고 헬스케어타운 공사는 전면 중단된 상태라며 조만간 문대림 이사장을 만나 법적 대응 입장을 전하고 이달 중으로 소장을 접수하겠다고 밝혔습니다.

  • A large group of unregistered mini cherry tree species has been found near the local original habitat of the species. Mini cherry trees fall in the same genus of Jeju's indigenous cherry tree(왕벚꽃) species. It is called “mini” because it only grows up to 50 centimeters in height. Researchers are now looking into developing breeding techniques to preserve and save these rare species. Todd Thacker reports. You know it’s spring when cheery pink cherry blossoms open around the island. [slug] National Forest Institute discovers large grove of mini cherry trees Recently, a large grove of very special mini cherry trees was discovered here by the National Institute of Forest Science. This rare variety grows to a height of just 50 centimeters. [slug] 360 mini cherry trees found along coastal rocks More than 360 mini cherry trees were found growing on 0.6 hectares of land near the original habitat of the species at an undisclosed location along the coast. The institute has kept the exact location secret to ensure the trees would remain undisturbed while assessing their remarkable discovery. This mini variety of cherry tree has yet to be registered in Korea. Compared to the 10 trees found in 2013, the new grove of 360 is noteworthy. [slug] Flowers bloom before leaf buds, petals are smaller and darker The tree’s flower buds burst into bold pink blossoms prior to the opening of its leaves. The size of the flower is half that of the Jeju cherry tree species. [slug] Small sample of 10 mini cherry trees found in 2013 Ten mini cherry trees were found and recorded in 2013. But the sample size was too small to study the variety in detail. INTERVIEW Hyeon Hwa-ja / National Institute of Forest Science It was difficult for our team to conduct research because we had only 10 trees to work with before.
