Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju has announced the implementation of the K-Pass program, which refunds up to 53% of public transportation fares for those who use public transport more than 15 times a month. This program, which has been implemented nationwide since May, offers refunds of 20% for the general public, 30% for young people, and 53% for low-income individuals. To benefit from this program, users must obtain a dedicated K-Pass card through a card issuer, sign up as a member, and register their card number.   • Foreign Seasonal Workers Arrive in Jeju City
  • For the first time, public foreign seasonal workers have been assigned to the Jeju City area. The Jeju branch of the National Agricultural Cooperative Federation (NongHyup) and Gosan NongHyup provided training for 30 public foreign seasonal workers from Nam Dinh Province, Vietnam, on the 27th in Hangyeong-myeon. These workers received training on basic agricultural tasks, working conditions, and living in Korea and will be deployed to agricultural sites for five months starting next month.   • The number of elementary school students continues to decline, with projections suggesting a nearly 30% drop in five years. According to the medium-term student placement plan announced by the Jeju Provincial Office of Education(POE), the number of elementary school students is expected to decrease by 5% to 8% annually starting next year due to the decline in the school-age population. By the 2029, it is predicted to decrease by about 11,000 students, or 29.5%, compared to this year. Meanwhile, the number of middle school students is expected to remain around 20,000 until the 2027 academic year but is projected to decline significantly starting in 2028. The number of high school students is expected to continue to increase until the 2028 academic year. 초등학생 감소세 계속…2029년 30% 줄어 해마다 초등학생 수가 줄면서 5년 후에는 현재보다 30% 가까이 감소할 것으로 전망됐습니다. 제주도교육청이 발표한 중기 학생 배치계획에 따르면 초등학생은 학령인구 감소로 내년부터 매년 5에서 8% 줄어 5년 후인 2029학년도에는 올해와 비교해 1만 1천여명, 29.5% 감소하는 것으로 예측했습니다. 반면 중학교 학생 수는 2027학년도까지 2만명 대를 유지하다 2028학년도부터 감소 폭이 클 것으로 전망됐습니다. 고등학교 학생 수는 2028학년도까지 지속적으로 증가세가 유지될 것으로 예상됐습니다.

  • New Law Targets Deep fake Crimes
  • The law against deep fake sex crimes, which has become a recent social issue, has passed the National Assembly plenary session. The amendment to the Sexual Violence Punishment Act, proposed by Democratic Party lawmaker Kim Han-gyu (김한규), establishes a new offense for the possession, purchase, storage, or viewing of false videos, including deepfake sexual exploitation material, with a maximum penalty of 3 years in prison or a fine of up to 30 million won. Additionally, even without proof of distribution, anyone who creates sexual exploitation materials may face up to 7 years in prison or a fine of up to 50 million won. The amendment also includes changes to the Youth Protection Act and the Sexual Violence Prevention Act to establish punishment regulations for threats or coercion crimes against children or adolescents using sexual exploitation materials, with heavier penalties. 딥페이크 성범죄 방지법' 통과…소지나 시청해도 처벌 최근 사회적 이슈를 낳고 있는 딥페이크 성범죄 처벌법이 국회 본회의를 통과했습니다. 더불어민주당 김한규 의원이 대표 발의한 성폭력 처벌법 개정안은 딥페이크 성착취물을 비롯한 허위영상물 등의 소지나 구입, 저장, 시청죄를 신설해 최고 3년의 징역 또는 3천만 원의 벌금형에 처하도록 명문화했습니다. 또 유포 목적이 입증되지 않더라도 딥페이크를 이용한 성범죄물을 제작한 경우 최고 징역 7년, 벌금 5천만 원에 처하도록 하는 내용도 포함됐습니다. 이와 함께 청소년성보호법과 성폭력방지법도 함께 개정해 성착취물을 이용한 아동이나 청소년 대상 협박이나 강요 범죄에 대한 처벌 규정을 신설하고 현행 성폭력처벌법보다 무겁게 처벌하도록 했습니다.

INTERVIEW Public foreign seasonal worker I came with high expectations. Especially since this is Jeju, I am even more excited. I hope to work healthily and diligently for the next five months, earn money, and be a great help to the farms. Unlike the traditional hiring method where farms directly employ workers, the public seasonal workers are hired by the National Agricultural Cooperative Federation, which then allocates the workers to the farms that have applied for them. The National Agricultural Cooperative Federation is responsible for the overall management, including providing communal accommodations for the workers and assigning management staff. This arrangement allows farms to secure labor without the burden of additional costs and management responsibilities. Moreover, the daily labor cost is 40,000 to 60,000 KRW cheaper compared to existing foreign workers, whose wages have risen to up to 150,000 KRW during the peak farming season. INTERVIEW Go Seong-gwon / Cabbage farmer Every year during the busy farming season, there's always a shortage of labor and the labor costs keep increasing. But this time, with the help of the administration and the federation, who have introduced and supplied foreign workers, I believe the labor costs will be resolved appropriately. However, the workers' stay is short, and they are using temporary accommodations like rented pensions. Another challenge is that if workers cannot work due to rain, the federation must bear the labor costs, which is an issue that needs to be resolved for the program’s activation. INTERVIEW Go Young-chan / Chairman, Gosan Branch of National Agricultural Cooperative Federation The biggest challenge was the accommodation issue. Since it’s a problem that must be solved eventually, the administration is looking for ways to use idle assets, but from our perspective, we have available warehouse sites and buildings that we can utilize. The number of public seasonal workers in the region increased from about 40 last year to 110 this year. As the program's scale gradually grows, the Korea Rural Economic Institute recently suggested in a report that measures such as allowing seasonal workers to work at agricultural distribution centers when it’s difficult to dispatch them to farms should be considered to ensure the sustainability of the program. 이번엔 밭작물…공공형 계절근로자 '확대' 단체 유니폼을 입은 외국인 근로자들이 조심스럽게 양배추 모종을 심습니다. 처음이라 서툴지만 설명에 귀를 기울이며 농작업을 이어갑니다. <씽크 : 양배추 농가> 실이 감겨져 있어서 뽑아서 여기를 잡고 눌러요. 꼭 누르고 흙을 덮어줘야 돼요. 배운 대로 손에 익히자 어느덧 작업에 속도가 붙습니다. 지난해 서귀포시 지역에 이어 제주시 지역에 처음 배치된 공공형 외국인 계절근로자들입니다. 남성 10명과 여성 20명 등 모두 30명으로 이들은 한국 문화와 농작업, 산업안전보건 교육을 받은 뒤 다음 달부터 5개월간 월동채소와 만감류 농가에 투입됩니다. <인터뷰 : 공공형 외국인 계절근로자> 많은 기대를 가지고 왔습니다. 특별히 여기가 제주도라서 더 기대가 됩니다. 5개월간 건강하게 주어진 일을 잘 해서 돈도 벌고 농가에 큰 도움이 됐으면 좋겠습니다. 공공형 계절근로자는 농가가 고용하는 방식이 아닌 농협이 근로계약을 체결해 신청 농가에 인력을 투입하는 형태입니다. 농협은 근로자 공동숙소를 마련하고 관리 인력을 배치하는 등 전반적인 운영을 책임집니다. 이로 인해 농가는 부대비용과 관리에 대한 부담 없이 인력을 안정적으로 고용할 수 있습니다. 또한 농번기 일당이 최대 15만원까지 오른 기존 외국인 근로자에 비해 하루 인건비가 4만원에서 6만원 가량 저렴합니다. <인터뷰 : 고성권 / 양배추 농가> 매년 농번기 때마다 인력도 부족하고 인건비도 지속적으로 상승됐는데 이번에 행정과 농협에서 외국인 근로자를 도입해서 농가에 공급해 주니깐 적정 인건비로 많이 해소될 것 같습니다. 다만 체류 기간이 짧고 숙소는 펜션 등을 임대해 사용하는 등 임시방편에 불과합니다. 또 우천으로 근로자들이 일을 못하면 인건비를 농협이 부담해야 된다는 점도 사업 활성화를 위해 풀어야 할 과제입니다. <인터뷰 : 고영찬 / 제주고산농협 조합장> 제일 난제가 숙소 관계였습니다. 어차피 해결해야 될 문제이기 때문에 지금 아마 행정에서는 유휴 자산을 통해서 하는 방법을 찾고 있지만 우리 농협 입장에서는 현재 농협 창고 부지와 창고가 있습니다. 그걸 활용해서… 도내 공공형 계절근로자는 지난해 40여명에서 올해 110명으로 늘었습니다. 사업 규모가 점차 커지는 가운데 한국농촌경제연구원은 최근 보고서에서 계절근로자의 농가 파견이 어려울 경우 농산물산지유통센터 근무를 허용하는 등의 제도개선을 통해 사업 지속성을 확보해야 한다고 제언했습니다.

  • Tamna Festival Set for October

  • Jeju education authorities have decided to designate and manage schools with 30 or fewer students as recommended for consolidation or closure. The Jeju Provincial Office of Education recently drafted a basic plan for fostering future-oriented schools of appropriate size, which includes this measure. According to the plan, schools designated for consolidation will be considered for mergers, conversion to branch schools, relocation, or, in the case of single-sex schools, conversion to co-ed. However, a condition for school consolidation is that at least 70% of the parents from the affected schools must agree. Currently, there are 10 elementary and middle schools with 30 or fewer students. 학생수 30명 이하 학교 통·폐합 권장 제주교육당국이 학생 수 30명 이하인 소규모 학교에 대해 통.폐합 권장 학교로 지정 관리하기로 했습니다. 제주도교육청은 최근 이 같은 내용을 골자로 한 미래형 적정규모 학교 육성 기본계획안을 마련했습니다. 기본계획에 따르면 통폐합 권장학교로 지정되면 통,폐합이나 분교장 개편, 이전 재배치, 단성학교의 경우 남녀공학 전환 등이 검토됩니다. 다만 학교간 통폐합 조건으로 해당 학교 학부모의 70% 이상 찬성을 조건으로 내걸었습니다. 한편 현재 학생 수가 30명 이하인 초중학교는 10개교에 이릅니다.

  • Coast Guard Rescues Sea Turtle
  • The Jeju Maritime Police Station rescued a green sea turtle entangled in a net on the morning of the 25th, around 7:15 AM, in front of the breakwater in Handong-ri, Gujwa-eup. At the time of rescue, the green sea turtle was reportedly in poor condition, unable to dive on its own. The Coast Guard plans to hand it over to a protection agency for a thorough examination before deciding on its final release.   • The proportion of traffic accidents involving elderly drivers in Jeju is increasing, calling for urgent countermeasures. According to data analyzed by Democratic Party Congressman Wi Seong-gon from the National Police Agency, nationwide traffic accidents involving drivers aged 65 and older increased by 27% in three years, from 31,000 in 2020 to 39,000 last year. In Jeju, the number increased by 30%, from 548 in 2020 to 716 last year.
