Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Free specialized TVs for hearing, visually impaired Seogwipo accepting applications from qualifying residents The city of Seogwipo is giving its residents with hearing and visual impairments free televisions that are designed to meet their special needs. The TVs will offer subtitles for the hearing impaired and descriptive video service for those who have problems seeing. In addition to a hearing or visual impairment, beneficiaries must also be from families with low income or families that include a person recognized for national merit. The city is accepting applications for the televisions through September 7th. Authorities are banning sales of coffee and other food and drinks with high levels of caffeine at all elementary, middle, and high schools. The Ministry of Food and Drug Safety says it will implement a legal amendment that includes the ban September 14th. The ban covers coffee vending machines for faculty. Popular carbonated and other types of drinks with “high caffeine” labels are already banned from sales at schools. 내달부터 학교 내 커피음료 판매 금지 다음달 중순부터 모든 초, 중, 고등학교에서 커피를 포함한 고카페인 함유 식품 판매가 금지됩니다. 식품의약품안전처는 다음달 14일부터 이 같은 내용을 담은 '어린이 식생활안전관리 특별법 개정안'이 시행된다고 밝혔습니다. 이에따라 교사들을 위해 학교에 설치된 자판기에서도 커피음료는 판매할 수 없습니다. 한편 현재도 학교에서는 어린이 기호식품으로 지정된 탄산음료나 혼합 음료 중에서 '고카페인 함유 표시'가 있는 제품은 팔지 못합니다.

The Honam branch of Statistics Korea says about 7,000 people are currently without work on the island. That’s 40 percent more than the 5,000 unemployed in 2008. On the other hand, the economically active population grew by more than 29 percent over the same period. Among those opposed, the plurality, at 49.8 percent, said the commercial hospital would be over-focused on generating profits. The plurality of those who support the hospital, at 39.4 percent, said it would improve local medical service. The pollster Research Plus also took part in the survey. 1,000 area residents were asked standardized questions in one-on-one telephone interviews August 16th and 17th.   • Bus Driver Shortage
  • Due to a recent legal change, the province needs to come up with more money to hire more drivers for its public buses. This comes amid an already pronounced labor shortage in the transportation sector across the country. Mike Laidman reports. There are 193 public bus drivers in Jeju. They work every other day for an average for 14 hours. Driving a bus had previously been categorized as a job to which the working hour limit did not apply. Therefore, limitless overtime work used to be allowed. However, bus drivers will now not be able to work more than 68 hours per week because of the revision of the Labor Standard Act. Beginning in July of 2019, their working hours will be limited to 52 per week. The new overtime limit is 12 hours per week. Currently, if drivers work 14 hours during every shift, their overtime hours would amount to 24 hours per week - double the legal limit. [slug] 154 additional drivers to be hired this year The province will therefore hire 154 new drivers this year so that each bus has two drivers per day. There have already been 44 drivers hired since May, and another 110 will be hired by the end of the year. However, the recruitment will likely not go as smoothly as planned as the manpower shortage in the transportation industry is just as serious nationwide. Few rural guesthouses interested in security certification Just 4% apply for new program Very few rural guesthouses have shown interest in seeking security certification from the provincial government. The new certification program is part of the province’s crime prevention efforts. Jeju City received 65 applications for the certification, Seogwipo, 83, for a total of only 148. That’s just four percent of Jeju’s 37-hundred registered rural accommodations. Officials who have analyzed the lackluster response say it’s too difficult for the businesses to meet the requirements. There are 20 requirements in five categories, which cover things such as basic equipment and facilities, crime prevention, and regulatory compliance.   • 4. Sluggish construction industry 25% fewer work contracts in July The construction industry in Jeju is struggling with a lack of work. The Jeju branch of the Construction Association of Korea says its 296 member companies got 334 new contracts last month. That’s 25 percent fewer than in July 2017. That includes 178 contracts worth 220 billion won for general construction work and 156 contracts worth 160 billion won for civil engineering projects. Those are both 25 percent reductions. The association says newly ordered harbor construction will help the situation, but that it won’t be enough to turn the industry around??the rate at which it contracts will just slow down. 지난달 신규 발주, 전년 대비 25% 감소 제주도내 건설 경기 신규 발주가 계속해서 줄어들고 있습니다. 대한건설협회 제주도지부에 따르면 지난달 도내 종합건설회사 296개 회원사가 신규 도급한 공사는 334건으로 지난해 같은 기간보다 25% 감소했습니다. 부문별로 보면 건축공사가 178건에 2천 2백억 원, 토목공사가 156건에 1천 600억 원으로 1년전보다 각각 25%씩 줄어든 것으로 나타났습니다. 건설협회는 최근 발주된 항만공사 등으로 감소폭은 예상보다 줄어들었지만 장기적으로 감소세는 계속 이어질 것이라고 전망했습니다.

  • 3. 183 reports of dating abuse in 2 months 28 arrests on charges ranging from assault to intimidation Local authorities have received nearly 200 reports of dating abuse this summer. Jeju Municipal Police began a special report period for the crimes in June. Officers have logged 183 reports of dating violence, which have led to 28 arrests. 14 of the arrests were for assault and injury charges, and six were for confinement and intimidation. Police say they will instruct the dating abuse victims in self-defense as well as do more to prevent these types of crimes in the first place. 두달간 데이트폭력 183건 접수…28명 검거 제주지역에서도 소위 데이트 폭력이 상당수에 이르고 있습니다. 제주지방경찰청이 지난 6월부터 데이트폭력에 따른 집중 신고 기간을 운영한 결과 모두 183건이 접수돼 이 가운데 28명을 검거했다고 밝혔습니다. 검거된 인원 가운데 폭행과 상해 혐의가 14건으로 가장 많고 감금과 협박도 6건을 보였습니다. 경찰은 데이트 폭력 피해자에 대해 정당방위의 적용과 보호활동을 강화한다는 방침입니다.
