Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The KAS pointed out that it had been authorized to use local water for commercial purposes before the establishment of the Jeju Special Law. That’s the law that gives the island its semi-autonomy. The KAS also said that the Supreme Court had determined that its use of Jeju groundwater did not adversely impact the public management of the resource.   • Typhoon Noru expected to head toward Korean Peninsula Mid-sized storm now 1,500 km SE of Tokyo Typhoon Noru is strengthening. The mid-sized storm is southeast of Japan and expected to change course and head toward the Korean Peninsula, so meteorologists are keeping a close eye on it. It is the fifth major storm of the year. The Korea Meteorological Administration says Noru is about 15-hundred kilometers southeast of Tokyo. It is expected to start tracking west toward Korea around Thursday. The administration will continue monitoring to see if the peninsula will feel any direct effects. Authorities say there’s nothing to be concerned about yet - the typhoon’s course can fluctuate significantly. They are simply advising people to keep tabs on the situation. 중형급 태풍 '노루' 이동경로 관심 일본 동남쪽 해상에서 중형급 태풍이 세력을 키우며 한반도 쪽으로 방향을 틀 것으로 보여 이동경로에 관심이 쏠리고 있습니다. 기상청에 따르면 현재 일본 도쿄 남동쪽 1천500여 km 해상 주변을 맴돌고 있는 제5호 태풍 노루는 모레쯤 한반도가 위치한 서쪽으로 방향을 틀 것으로 보여 직접적인 영향을 미칠지 주목되고 있습니다. 다만, 기상청은 현재로써는 태풍의 경로가 매우 유동적이라며 앞으로 발표되는 태풍정보를 참고해 달라고 당부했습니다.

  • A significant sum of money has been invested into horse-related industries in Jeju over the past year or so. Some of that funding went into a veterinary hospital that specializes in horse care. As Mike Balfour reports, it just opened. Report A veterinarian is using a stethoscope on the belly of a horse in the process of diagnosing the animal’s problem. As an abdominal disease is suspected, the vet also utilizes ultrasonic imaging. This veterinary hospital, specializing in horses, has opened in Jeju - a first for the island and the nation. Until now, about 10 local veterinary clinics on the island dealt with primary care such as simple diagnosis and local anesthesia for the animals. Now horses can receive more specialized care. 5 billion won was been spent for the new hospital which is equipped with advanced diagnostic tools and machines. [slug] Specialized veterinary hospital opens in Jeju X-ray equipment, ultrasonic diagnostic tools and endoscope cameras are employed, which makes secondary care possible.   • Roe Deer Observation Center’s activity program more popular 36% more participants so far this year A special activity program at the Roe Deer Observation Center is proving to be quite popular. Jeju City says about 13,000 people took part in it in the first half of the year. That’s 36 percent more participants than in the first six months of 2016. The center offers the group programs every Tuesday, Thursday and Saturday. (하승창) Ha Seung-chang is the administrative secretary for the de facto transition team, while Moon Dae-rim is the secretary. They met Governor Won Heeryong at the provincial office. Won called on them to actively work on the complete settlement of the April 3rd Incident, the cancellation of the navy’s right to compensation from opponents to its base in Gangjeong, and the early opening of the island’s second airport.   • New rules for large developments Committee will verify capital for projects The provincial government has given notice of an ordinance amendment that tightens the approval process for large-scale developments. A special committee will be in charge of verifying the capital to be used in the projects. The scope of deliberations has also been expanded from the designation of the main developer to approval for the project. All proposed developments over 500,000 square meters are subject to the new rules. Take a night to kick back after a long, hot week and take in the spectacle that is Dunkirk, or else chill your blood on the ocean floor with 47 Meters Down. Whatever your choice, you’re sure to leave satisfied, as both this week’s new openers are likely to please. [Slug CG] Mike Laidman Welcome to another edition of Film Focus. I’m Mike Laidman. [Slug CG] Dunkirk (2017, Christopher Nolan) Allied soldiers are surround and evacuated during WWII. Dunkirk is a brilliant portrayal of WWII - there’s no arguing about it, and firmly cements Christopher Nolan as one of his generation's greatest directors. Allied soldiers from Belgium, the British Empire, and France are surrounded by the German army and evacuated from the French city of Dunkirk during a fierce battle in World War II. Some who were hoping for Nolan’s take on a Saving Private Ryan were taken aback at the PG-13 rating, but there’s nothing that extra violence to add to this already intimate epic film. Intimate, you say? Dunkirk finds its power in individual tales of heroism, rendering them larger than life - something from which so many movies shy away. And speaking of larger than life, this is a movie that deserves to be seen on the biggest screen possible. Sadly, we don’t have any IMAX theatres in Jeju to watch the proper 70mm version, but you should still find the largest theatre you can to watch this spectacle unfold. One of the best war films ever made, Dunkirk is emotionally satisfying and brought to life by a tremendous ensemble cast that honours the fact-based story. [Slug CG] 47 Meters Down (2017, Johannes Roberts) Two sisters are trapped in a shark cage on the ocean floor. As the time when we all spend our weekends at the beach is now here, what better way to celebrate that fact than with a movie about killer great white sharks? Chances are you’ll never get eaten by one - a fact which is nice to know - but that doesn’t mean you can’t go watch others try to escape the same fate. Two sisters vacationing in Mexico become trapped in a shark cage on the ocean floor in 47 Meters Down. As their oxygen starts to run out and with great white sharks circling them, the sisters must find a way to get to the surface alive. The movie has a simple premise, but is visceral and intense, making it a perfect popcorn flick. It doesn’t take things quite as far as it could, or maybe even should, but it still makes for an enjoyable and thrilling B-movie for the hot summer months.
