Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • A mandarin farmer changed his greenhouse temperature and watering schedule, with some interesting results; sweet, sweet oranges. Prices for a small 1.5 kilogram box of the oranges have climbed high, and now sit at 22,000 won. Joseph Kim reports. Report [Slug] Daeheul-ri, Jocheon-eup, Jeju City Inside this greenhouse, ripe mandarin oranges are hang heavy on the trees. Farmers are busy picking them. The orange harvest season will be over in a month. These oranges are an early harvest species called “(성전) Seongjeon”. The greenhouse owner started bringing the fruits to market last year. [Slug] Sugar content over 19 degrees brix The fruit quality is outstanding this year. The sugar content is over 19 degrees brix on average. Oranges over 12 degrees brix are called “sweet” oranges. Also, the rate of swollen oranges at the farm is far lower than average. Early watering in summer and high indoor temperatures lead to sweeter results. Farmers started watering one month earlier than usual and increased the temperature by 5 degrees Celsius. INTERVIEW Han Cheol-seung / Sweet mandarin grower Mandarin growers usually stop watering beginning in mid or late-August. But we stopped watering in early July, and then watered the trees in very small quantities regularly. This stressed the trees and produced sweeter fruits. <인터뷰 : 한철승 / 고당도감귤 재배 농민> “기존에는 8월 중·하순부터 단수를 시작했었는데, 작년에는 7월 초순부터 단수에 들어갔거든요. 단수하고 정기적으로 조금씩 물을 주는 형태로 관리하다 보니까 감귤이 스트레스를 많이 받다보니까 당도가 상승한게 아닌가….” Consumers seem to like the sweet mandarin. Prices of a 1.5 kilogram box of the oranges were set at 22,000 won at the (가락) Garak Joint Market in Seoul this month. That’s seven times more expensive than the outdoor grown mandarin variety, of which prices are 20,000 won per 10 kilograms. The Jeju Mandarin Cooperative Federation that guided the new farming method is now coming up with plans to classify the oranges at the market, and to ensure that prices will be set according to sugar content.   • Regions hit by pine wilt disease will be re-planted Government will select pest-resistant varieties The provincial government is set to start planting trees in the areas hit hardest by pine wilt disease. Local officials have earmarked 2.1 billion won to plant trees over 200 hectares of land most affected by the beetles. That includes 101 hectares in Jeju City and 99 hectares in Seogwipo City. K-weather, a private weather forecaster, says that temperatures in February have been close to normal, and that March is expected to be warmer than average. Based on this forecast, they expect the blossoms to flower around March 21st. Given the fact that the cherry blossoms generally reach full bloom about one week after they first start to open, sometime around March 28th will be the best time to enjoy them. 올해 벚꽃 다음달 21일 개화 예상 올해 제주에서 벚꽃은 다음달 21일 정도에 필 것으로 예상됩니다. 민간기상업체인 케이웨더는 이달 기온이 평년과 비슷했고, 다음달 기온은 평년보다 높을 것으로 예상된다고 밝혔습니다. 이에따라 올해 제주에서의 벚꽃 개화는 다음달 21일쯤이 될 것으로 내다봤습니다. 벚꽃 절정 시기는 개화한 뒤 일주일 정도 걸리는 것을 감안할 때 다음달 28일쯤 만발한 벚꽃을 볼 수 있을 것으로 예상됩니다.

  • JCC submits revised report on Ora Tourism Complex Modifications, requests made by provincial government The developer of the Ora Tourism Complex, the JCC, submitted a revised report to include suggestions made by the provincial government on February 24th. According to the modifications, the JCC will reduce the number of rooms it constructs among its hotels and condominiums from 4,300 to 3,500 units. The amount of groundwater used per day will also drop from 5,300 tons to 3,600 tons. In addition, the developer has added the ability for facilities to dispose of their own waste water and daily waste to its plan. Local officials are now reviewing the report and are likely to make an announcement regarding their final decision. It was last year that the province called on the developer to minimize its usage of groundwater, modify the number of rooms being built, and figure out a way to treat all its wastewater by itself. (주)JCC, '객실수 축소' 오라단지 보완서 제출 오라단지 사업자인 주식회사 JCC가 제주도의 사업계획 변경 요구를 수용한 보완서를 지난 24일 제주도에 제출했습니다. 변경된 보완서에 따르면JCC는 호텔과 콘도 등 숙박시설 객실수를 기존 4천 3백여 실에서 3천 5백여 실로 축소했습니다 또 지하수 하루 사용량도 당초 5천 3백여 톤에서 3천 6백여 톤으로 줄였습니다. 아울러 생활쓰레기와 오폐수를 자체 처리하는 시설 계획도 포함시켰습니다. 제주도는 이번에 제��한 보완서를 검토하고 있으며빠르면 다음달 중순 이전에 최종 입장을 내놓을 것으로 예상되고 있습니다. 한편 제주도는 지난해 환경영향평가 심의를 마친 오라단지 사업에 대해 지하수 사용 최소화와 숙박시설 객실수 조정, 오폐수 전량 자체처리 등을 추가로 요구한 바 있습니다.

  • Tougher punishments for soliciting in Jeju Airport Revised bill will work to curb illegal conduct (오영훈) O Young-hun, a member of the main opposition Democratic Party, submitted a bill to modify the airport facility law, which would institute a crackdown on soliciting in the Jeju Airport. Specifically, the bill suggests that the national and provincial police be given the right to issue an expulsion order to those illegally soliciting. According to the current law, people are barred from buying or selling without permission. The problem lies in that the punishment for a violation is not strong enough to completely curb these acts. "공항내 호객행위 단속 강화" 개정안 발의 더불어민주당 오영훈 국회의원이 제주공항 내 호객행위 단속을 강화하는 내용의 공항시설법 일부개정 법률안을 발의했습니다. 주요내용을 보면 공항시설 내에서 이뤄지는 호객행위 등 불법행위에 대해 국가경찰과 자치경찰에 퇴거 명령을 부여하도록 하고 있습니다. 현행법상 공항에서 시설 관리자 승인 없이 영업행위를 할 수 없도록 돼 있지만 범칙금 부과 등 제재 수단이 약해 단속 효과가 적다는 지적이 제기돼 왔습니다.

  • There were a number of rule changes at this year’s Jeju Peace Taekwondo Championship, and spectators say the event was more fun to watch because of them. Minhoe Kim reports. Report [Slug] Halla Gymnasium, Jeju City 55 to 22. This isn’t the score to a basketball game, but for the final round of the high school category at the Jeju Peace Taekwondo Championship. [Slug] Matches with 30+ points common Spectators are often seeing matches climb to 20 or even 30+ points at this year’s event. High scores mean the athletes are being offensive and taking more risks as they vie for the win, something that makes the matches more exciting for spectators. Also, this tournament marks the start of a new rule system being implemented by Korea. [Slug] Rule changes make for aggressive competition Numerous changes have arrived with the system. First, penalty points are deducted without warning. Pushing one’s competitor is also allowed. This means that the sparring continues, which leads to aggressive offensive moves. [Slug] Attack on trunk protector now 2 points, not 1 Athletes now earn two points as opposed to one for a valid attack on the trunk protector, which helps to remove the disadvantage for shorter athletes. Under the new rule changes, physical strength matters more over the three rounds. INTERVIEW Yi Tae-sang / Coach, Ulsan Sports Science High School When sparring, the athletes are very aggressive. I think that physical strength is now most important, with skill being second. Despite the new rules only being introduced this year, the event went smoothly. [Slug] Spectators absorbed in competition This year’s spectators were more absorbed than ever in the competition. KCTV Jeju broadcast the week-long event live nationwide. Taekwondo commentators have said that live broadcasting has laid the foundation for the sport to gain in popularity. INTERVIEW Kim Gyeong-il / Korea Taekwondo Association The tournament is fair. There have been no complaints from coaches. I believe that over the past 12 years the Jeju Peace Taekwondo Championship has helped lay a foundation for the sport and find potential in young athletes. The 12th Jeju Peace Taekwondo Championship, highlighted with heated competition and passionate spectators, may be over, but it has left a lasting impression.   • Halla Library offering night programs Applications now being accepted Halla Library is running some special night programs for people who can’t make time to visit during the day. Kim Tae-hoon from the Community Storytelling Institute will give a talk on volunteerism on March seventh. The library will also run a training course for instructors on how to teach reading and run discussions. That class will meet every Thursday from March 9th through the end of May.
