Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • JTO focusing more on Taiwanese tourists Direct flights scheduled to start at end of month As part of efforts to mitigate the hit to the local tourism industry caused by China’s ban on tour packages to Korea, local authorities are working to attract more Taiwanese visitors. Through Saturday, the Jeju Tourism Organization is giving presentations on what Jeju has to offer to representatives from Taiwanese airlines, tour companies, and media. The JTO is also working with Taiwan’s Gangbok Travel Agency to develop Jeju tour packages. According to the province, four tourist agencies made another 1,300 cancellations on Tuesday alone. That pushes the running total to 114,000. One of the companies stopped offering its Jeju Cherry Blossom Festival package. According to Jeju’s three representatives at the National Assembly, Minjoo Party lawmakers Kang Chan-il, Oh Young-hoon, and We Seong-gon, the Small and Medium Business Administration will invest the money in parking facilities, cultural content, and marketing. The majority of the funding, 6.1 billion won, will be spent on parking garages near Dongmun Market and the Jungang-ro shopping district in Jeju City, and the Five-day Market in Seogwipo. Another 900 million won is for new cultural content aimed at tourists at the Seogwipo Five-day Market. Finally, 30 million won will be put into marketing and festivals related to the Seomun and Five-day Markets in Jeju City. The Jeju Civilian-Military Complex opened with high expectations. It marked its first anniversary on February 26th. [Slug] Facility charged with guarding southern waters The South Korean Navy has a Dokdo large-deck landing ship and attack submarines moored at the port to guard the nation’s southern waters. The navy says more than 3,000 soldiers are stationed near the dual-use port, which contributes to local population growth and boosts the local economy. The port is playing its role as a military facility. But conflicts over the port still exist. [Slug] Navy’s indemnity claim against area residents not settled The navy has filed an indemnity claim against some area residents who opposed the construction of the military port. It argues that the navy had to pay 3.4 billion won for damage caused by residents and civic groups opposed to the port. The claim hasn’t been settled. [Slug] US reportedly suggests stationing destroyer in Jeju The US has reportedly suggested deploying a destroyer to Jeju. Area residents are resisting, saying that the island could become a US military outpost. Meanwhile, the province has barely made an effort to ease the tension. It once requested the navy to withdraw the indemnity claim. In addition to these conflicts, the port has a long way to go to function as an international cruise terminal. [Slug] Construction of cruise port terminals 25% complete Cruise ships are scheduled to dock at the port beginning July this year. But only 25 percent of the construction of the cruise port terminals has been done. Improvised terminals will be used until completion.   • 25% less land sold this so far this year Province cracking down on speculation The province is issuing a rising number of construction permits, but land transactions are slowing. The provincial office says people have sold 12,000 plots of land so far this year, covering some 10 million square meters. Compared to the corresponding period last year, that’s two percent fewer plots, and 25 percent less area. In explaining the reasons for the decision, administration representatives say the culture of the women divers has been passed down for generations, that they have unique skills in gathering the bounty of the sea, and that the women are the basis for a distinct community culture. The advance notice period lasts 30 days. Following that, a committee will meet and make a final decision on the designation. '해녀' 국가무형문화재 지정 예고 문화재청이 제주의 독특한 어업문화인 '해녀'를 국가무형문화재로 지정 예고했습니다. 문화재청은 해녀가 제주도를 시작으로 오랫동안 전승됐고 독특한 물질기술과 공동체 문화 양식이 깃든 점을 높이 평가해 국가무형문화재로 지정 예고했다고 밝혔습니다. 이에 따라 앞으로 30일 동안 지정 예고 기간을 거친 뒤 무형문화재위원회 심의를 통해 최종적으로 국가무형문화재 지정 여부를 결정할 계획입니다.

Rather than a blanket solution for everyone, like covering tuition and school meals, the office will now tailor its support to the needs of each individual student. Office representatives will visit and consult with the parents of students in crisis, including those who are often absent or lack basic knowledge, and then decide who to help and how much to help them. The office will offer recipients diverse welfare services including up to 500,000 won in financial support. The education office projects this change will cause the number of beneficiaries to more than double from 12,000 to 26,000. "위기학생 맞춤 지원"... 제주형 교육복지 추진 제주도교육청이 학생 복지 지원 방식을 개편합니다. 주요내용을 보면 종전 수업료나 급식비 등 경비를 지원하는 소극적 방식에서 벗어나 학생 수요를 반영한 맞춤형 지원방식으로 전환합니다. 이에 따라 장기 결석학생이나 기초학력 부진학생 등 위기학생을 중심으로 교사나 가정방문 상담을 통해 지원 대상을 선정하고매달 최대 50만원 지원 등 필요한 복지 서비스를 제공합니다. 제주도교육청은 이번 지원 방식 개편으로 대상 학생수가 종전 1만 2천명에서 2만6천명으로 확대될 것으로 기대했습니다.

Group members say it is high time for change in the country. During a Wednesday press conference from the provincial office, they said the Park Geun-hye administration has driven Korea to a dead end. Moon, they argue is the right person to get the nation back on track, and they appealed for people to support him. About 21-hundred people have joined the group.
