Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

The national government designated areas hit by the storm as special disaster zones, so it boosted the amount of relief. Around 1.6 billion won will go toward compensation for fertilizers and pesticides, 2.6 billion will be used to repair damaged greenhouses, and 4 billion won will be used to cover the local government’s disaster insurance premium. Despite the rain and wind, there were many visitors eager to participate in the activities. [SLUG] Visitors enjoy hike along batdam path One event was to take a traditional bamboo lunch box on an ancestral walk along a Jeju batdam road, which gave participants the chance to experience a bit of traditional Jeju culture.   • Nation’s lowest rate of cremation Jeju: 64%, Korea: 80% The rate of cremation in Jeju is the lowest in the nation. According to data released by the Ministry of Health, Welfare, and Family Affairs, nationally, over 80 percent of people were cremated last year. The rate had hit 70 percent in 2011. Meanwhile, the cremation rate in Jeju stood at roughly 64 percent last year ? 16 percentage points below the national average. Among the 3,300 people who died here on the island, the remains of 2,100 were cremated. 제주 화장률 64.2%…전국 최저 제주의 화장률이 전국에서 가장 낮은 것으로 나타났습니다. 보건복지부가 발표한 화장률 조사에 따르면 지난해 전국 평균 화장률은 80.8%로 2011년 70%를 돌파한 데 이어 4년 만에 80%를 넘어섰습니다. 제주는 지난해 사망자 3천 300여 명 가운데 화장은 2천 100여 명으로 화장률은 64.2%로 집계됐습니다. 제주 화장률은 전국 평균보다 16% 포인트 낮아 전국에서 가장 낮은 화장률을 보이고 있습니다.

  • Number of land purchases skyrockets 2010-2015 Average price up 34% Compared to five years earlier, there were 2.6 times more land transactions in Jeju in 2015. According to a recent report by the Honam Regional Statistics Office, nearly 50,000 plots of island land were sold last year. That’s 162 percent more than the 18,000 that changed hands in 2010. By land type, sales of building sites rose the most at 155 percent. That was followed by fields at 85.5 percent and woodlands at 80 percent. Most land was sold in three regions: Sangmo-ri in Daejeong-eup and Samdal-ri and Onpyeong-ri in Seongsan-eup.   • Eighth person diagnosed with SFTS Officials urge everyone to avoid tick bites An eighth person this year has been diagnosed with severe fever with thrombocytopenia syndrome, an infectious disease spread by bush tick bites. According to the provincial government, an 81-year-old from Jeju City came down with a high fever October 23rd. After hospitalization, the man tested positive on the 25th for the SFTS virus. That was the third confirmed infection in October alone. Health officials are therefore urging everyone to take care to avoid ticks when outdoors this autumn. 8번째 SFTS 환자 발생…80대 남성 감염 올해 8번째 중증열성혈소판감소증후군 SFTS 환자가 발생했습니다. 제주특별자치도에 따르면 제주시에 거주하는 81살 남성이 지난 23일, 고열 증세를 호소했고 25일 종합병원 입원 이후 검사 결과 SFTS 양성판정을 받았습니다. 제주도는 이번 달에만 3명의 SFTS 환자가 발생했다며 가을철 나들이 등 야외활동시 진드기에 물리지 않도록 주의를 당부하고 있습니다.

  • 1 out of 8 foreign residents ‘here illegally’ Local professor claims many non-Koreans overstaying for a short period New research suggests that nearly one out of every eight foreign people staying on the island is doing so illegally. During a Friday panel discussion on crimes committed by non-Koreans, Jeju International University professor of police administration 최은하 Choi Eun-ha said that, over the past five years, among Jeju’s foreign resident population, nearly 12 percent were, on average, here illegally. The professor went on to say that each year, more non-Koreans were overstaying for a short period, rather than for over 90 days. "외국인 10명 중 1명은 불법체류" 도내에 체류하는 외국인 10명 가운데 1명은 불법체류자라는 조사 결과가 나왔습니다. 제주국제대 경찰행정학과 최은하 교수는 오늘(28일) 농어업인회관에서 열린 '외국인 범죄 전문가 토론회'에서 최근 5년동안 도내 체류외국인 가운데 불법체류자 비율은 평균 11.8%에 달한다고 밝혔습니다. 특히 90일을 초과한 장기체류자 보다 단기 체류자 중에서 불법체류자가 매년 급증하고 있다고 설명했습니다.

  • ‘Kim Young-ran Law’ at one month No local reports of anti-graft law violations According to the provincial government and police agency, there have been no reports of violations of an anti-graft law that came into effect one month ago. The so-called “Kim Young-ran Law” came into effect September 28th. Since then, people have called in with about 50 questions about what constitutes a violation under the law. One person wanted to know how to report the giving of a commemorative wreath during an event, but neither that person nor any other ever ended up making an official report of a violation. 김영란법 시행 한달, 제주 위반 신고 없어 부정청탁 금지법, 이른바 김영란법이 시행된지 한달이 지난 가운데 제주에서는 아직까지 단 한 건의 신고도 접수되지 않았습니다. 제주도와 제주지방경찰청에 따르면 지난달 28일 김영란법이 실시된 이후 제주에서는 아직까지 위반 신고 접수는 없는 것으로 나타났습니다. 다만 김영란법 위반 사례를 묻는 상담은 50여 건이 접수됐습니다. 상담 민원 가운데 한 건은 행사장 화환과 관련한 것으로 신고 방법을 안내했지만 실제로 신고가 접수되지는 않았습니다
