Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Researchers monitoring local mosquito population Focus on possible carriers of Japanese encephalitis virus, zika virus Researchers have started monitoring local mosquitoes that may carry the Japanese encephalitis virus. Researchers from the provincial government’s Institute of Health and Environment will collect mosquitoes from local farms twice a week through October to keep a close watch on possible vectors of the disease. The culex species will be watched most closely, as it is a known carrier. Researchers will also monitor once a week over the next several months the (ay-EE-dees) aedes species, which can carry the Zika virus. The Institute is asking all people to take precautions by wearing long-sleeved clothing while outdoors during the warmer months, when mosquitoes become active. 일본뇌염 매개모기·흰줄숲모기 밀도조사 일본 뇌염 매개모기와 흰줄숲모기에 대한 서식 밀도 조사가 시작됐습니다. 제주특별자치도 보건환경연구원은 오는 10월까지 제주도내 소 농장에서 주 2회 모기를 채집하고, 이 가운데 일본뇌염 매개모기인 작은 빨간집모기의 개체수를 분석합니다. 또, 지카바이러스의 매개충인 흰줄숲모기에 대해서도 매주 한차례씩 매개체 밀도 조사를 진행합니다. 이와함께 보건연구원은 기온이 상승할수록 모기의 활동이 활발해지는 만큼 야외에 나갈때는 긴옷을 입어야 한다고 당부했습니다.

According to the city… 7,800 plots totalling 10,300 square meters of land were bought and sold in the first quarter of 2016. That’s around 3,000 plots and 4,000 square meters less than in the previous quarter. 3,400 of those plots were bought by mainlanders, and that’s a 40 percent drop compared to the last quarter in 2015.   • Special services for disabled voters Registration open through April 12 The Jeju Election Commission will offer special services for physically disabled voters next week. The services include escorts to and from polling stations and sign language interpretation. People wishing to receive such services must register by April 12th at the Jeju Election Commission, the Jeju Association of Persons with Physical Disabilities, the Jeju branch of the Korea Blind Union, the Seogwipo Association of Persons with Physical Disabilities, or other related offices.   • JEC strengthens crackdown on election violations More personnel assigned to keeping process fair With just days to go until the April 13th elections, the Jeju Election Commission is strengthening its crackdown on campaign violations. The commission on Friday will boost the number of people assigned to clamping down on false rumors, false propaganda, involvement of public officials in election campaigns, bribery, and illegal donations. Candidates who receive bribes will be fined 10 to 50 times the amount they received, up to a limit of 30 million won. And voters can receive up to 500 million won for reporting serious crimes related to the elections. 제주도선관위, 선거 막바지 단속 총력 4.13 총선이 다가오면서 제주도선거관리위원회가 내일(8일)부터 막바지 불법선거운동에 대한 단속을 강화합니다. 이를 위해 광역조사팀과 공정선거지원단 등의 단속인력을 동원해 허위사실 공표를 비롯한 흑색선전행위와 공무원의 선거관여행위, 금품이나 향응 제공, 기부행위를 중점 단속합니다. 선관위는 금품이나 음식물을 제공받으면 최고 3천만원 이내에서 10배 이상 50배 이하의 과태료를 받을 수 있는 만큼 유권자들의 각별한 주의를 당부하는 한편 중대선거범죄를 신고할 경우 최고 5억원의 포상금을 지급하고 있습니다.

  • Public tourist attraction sites in Jeju to be evaluated May through November An annual inspection of public tourist attraction sites is about to begin. The provincial government will visit and assess public tourist attractions between May and November. Inspectors will evaluate each site’s level of customer service, information provided, facilities, and the degree to which operations are being improved. Local officials will visit a total of 30 sites, including Seongsan Sunrise Peak and Hallasan National Park. The province will also rate each location on their marketing strategies and other efforts to attract more visitors. Last year, Jeolmul Natural Recreation Forest, Jeju Starlight World Park and Planetarium, the Seogwipo Mandarin Orange Museum, and the Jeju Museum of Art were named excellent tourist attractions based on the results of the inspections. 제주도내 공영관광지 운영실태 평가 진행 제주도내 공영관광지에 대한 운영평가가 진행됩니다. 제주특별자치도는 성산일출봉과 한라산 국립공원 등 제주도내 공영관광지 30군데를 대상으로 관광객 환대서비스와 정보제공, 시설 이용편의성, 운영 개선 노력 등에 대한 평가를 실시합니다. 또, 관광객 유입을 위한 자체 노력 등 관광객 유치 마케팅 부분도 심사항목에 포함해 평가합니다.

  • Influenza continues to spread in Jeju 72.4 of every 1,000 islanders infected at end of March Jeju is still in the grip of the flu. The provincial government says that in the last week of March, 72.4 of every 1,000 people on the island were infected by the flu virus. A virus is considered to be spreading if more than 11.3 in every 1000 people are infected at any one time, so last month’s figure is more than six times that cut-off, and similar to Jeonju’s count of 73.4 out of a thousand. Experts say proper hygiene is crucial to keeping yourself healthy. Once infected, though, they say it is vital that patients seek medical attention as soon as possible. 제주지역 인플루엔자 유행 지속 따스한 봄날씨에도 인플루엔자 환자가 좀처럼 줄어들지 않고 있습니다. 제주특별자치도에 따르면 지난달 마지막 주에 제주지역의 인플루엔자 환자수는 1천명당 72.4명에 이르고 있습니다. 이같은 환자수는 유행기준인 1천명당 11.3명을 6배 이상 넘어선 것으로 전주의 73.4명에 비해 크게 나아지지 않고 있습니다. 인플루엔자를 예방하기 위해서는 무엇보다 개인위생관리가 중요하며 또 감염됐을 경우 중증으로 진행될 수 있는 만큼 초기 진료가 중요하다고 제주도는 강조하고 있습니다.

Electric mosquito traps are set up to monitor insects that may transmit infection. The installation this year was two months earlier than average in order to monitor the Aedes species that carries the Zika virus. INTERVIEW Gang Gyeong-min / Jeju National Quarantine Station We usually install mosquito traps between April and November. But this year, we set them up as early as February because we need to monitor for Aedes mosquitoes, which can transmit the Zika virus, which is spreading across Brazil. <인터뷰 : 강경민 / 국립제주검역소 서무팀장> "저희들이 평상시에는 4월부터 11월까지 설치해서 채집을 했지만, 올해는 2월부터 앞당겨서 설치했습니다. 그 이유는 최근에 브라질에서 유행하고 있는 지카바이러스 때문에 흰줄숲모기의 분포상태를 조사하기 위해서 설치했고요." While the whole nation is closely watching infection cases caused by mosquitos, national authorities have now issued a Japanese Encephalitis warning. The first discovery this year of the mosquito species that carries the Japanese encephalitis virus was on March 29th. ### C.G IN The warning this year was the earliest in the past decade, 5 days earlier than last year and over 15 days earlier than 2014. ### C.G OUT 95 percent of people infected don’t show any symptoms or suffer only a mild fever. However, in the worst cases, encephalitis can cause severe nervous system complications and lead to death. ### C.G IN Last year, 40 people were diagnosed with the Japanese Encephalitis and there were two deaths. The number of those infected is on the rise. ### C.G OUT Inoculation is the best way to prevent the disease. INTERVIEW Ju Yeong-ran / Representative, Korea CDC If a child gets vaccinated now, the child becomes immune to Japanese encephalitis and will be safe in the summer. Children between one and 12 years old need to be inoculated before summer. <인터뷰 : 주영란 / 질병관리본부 질병매개곤충과장> "백신접종을 지금 하면 7, 8월에 모기가 많이 나왔을 때 모기에 물리더라도 일본 뇌염에 걸리지 않도록 면역이 형성됩니다. 그래서 지금 백신접종을 하지 않은 12세 이하의 어린이들은 백신접종을 서둘러서 해주시고요. " Suggested safety precautions include window screens, using mosquito nets when sleeping and wearing long-sleeved clothes outdoors to prevent bites.   • Tick alert issued across Jeju Some transmit deadly SFTS virus An alert has been issued in Jeju for wild ticks, because some of them can transmit the virus that causes Severe Fever with Thrombocytopenia Syndrome, commonly known as SFTS. The provincial government says people should avoid sitting or lying down on grass and that they should use a repellant to avoid being bit by the insects. Officials are also advising people to dust and wash their clothes after returning home from outdoor activities… and maintain a good level of hygiene through frequent bathing. SFTS is a deadly disease with a fatality rate as high as 30 percent. Major symptoms are fever, vomiting, diarrhea, bloody urine, and multiple organ failure. In 2015, nine people in Jeju were infected and one died from the virus. 제주지역 야생진드기 주의보 발령 SFTS, 즉 중증열성혈소판감소증후군의 매개체인 진드기 활동시기가 시작되면서 야외활동에 각별한 주의가 요구되고 있습니다. 이에 따라 제주특별자치도는 야외에서 활동할 경우 풀밭 위에 그대로 눕지 말고 진드기 기피제 사용을 당부하고 있습니다. 또 야외활동 후에는 반드시 옷을 털어 세탁하고 샤워나 목욕으로 청결상태를 유지할 것을 강조하고 있습니다. SFTS는 진드기 매개 바이러스성 감염병으로 지난해 제주에서 9명의 환자가 발생해 1명이 사망한 바 있습니다.

  • Ballot design unveiled ‘Laid out to prevent unintentional marking’ The Jeju Election Commission has unveiled the design of the ballots that will be used in the upcoming legislative elections. Each box with a candidate’s name has been spaced out to make it easier for the voter to mark... and to prevent unintentionally checking two boxes when marking close to the margins. Any ballot that has two boxes checked will be deemed intentionally spoiled and nullified. Meanwhile, 21 parties are fielding candidates in the elections, the most ever. The ballots are therefore 33.5 centimeters wide… around twice the normal width. 총선 투표용지 모형 공고…비례대표 정당 21개 제주특별자치도선거관리위원회가 제20대 국회의원 선거에 따른 투표용지 모형을 공고했습니다. 이번 선거부터는 유권자의 기표 편의와 무효표 방지를 위해 후보자란 사이에 여백을 뒀습니다. 이에 따라 두 개의 후보자란에 걸쳐 기표할 경우 무효 처리됩니다. 한편 비례대표 국회의원 투표용지에 표기된 정당은 21개로 역대 최다이며 길이가 33.5센티미터로 일반 투표용지의 2배에 이르고 있습니다.
