Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Small Bookstore Publishes Books about Jeju A local bookstore in Seogwipo has recently published two independent books about Jeju Island. "What is UNESCO World Natural Heritage," talks about Jeju's natural environment and resources. The second, "The God-given Seed, Buckwheat," is fairly self-explanatory. There have been more than 1,000 publications about Jeju Island registered with the National Archives of Korea over the past decade, but of these, few are actually available to the general public. It was because of this situation that this local bookstore decided to publish its own book. The owner, Mr. (강시영) Gang Shi-yeong, is a former journalist who worked at one of Jeju's daily newspapers and is credited as a co-author of "What is UNESCO World Natural Heritage." He wrote many articles when the island was first registered as a natural heritage site, in addition to stories of other UNESCO World Natural Heritage sites he has visited all across the world. INTERVIEW Gang Shi-yeong / "What is UNESCO World Natural Heritage" It's a story that I myself experienced; my photographer took all of the photos - those both at home and abroad. There were quite a few behind-the-scenes stories that were not well known to the public when Jeju attempted to add the island to the UNESCO World Heritage Site list. Jeju has the largest cultivated area of buckwheat in the country, and it was for reasons like this that a book praising the crop was recently published alongside the book on UNESCO sites. The book "God-given Seed, Buckwheat" contains tales of buckwheat in Jeju myth, how the crop is cultivated here, as well as examples of foods made with buckwheat. INTERVIEW Kim Chan-su / "God-given Seed, Buckwheat" The book is not simply about the beauty of the buckwheat flowers and nostalgic Jeju foods. It shows the real relationship the food has had on islanders, as well as scientific explanations. The small bookstore plans to annually publish books about the beauty of the island, for example with topics of UNESCO Global Geoparks, (밭담) batdam or stone wall, and Jeju forest. The small bookstore's attempts to highlight the value of the island are receiving attention. 동네책방의 새로운 도전…제주 담은 책 출간 서귀포시의 한 동네책방이 두 권의 제주형 독립출판물을 잇따라 출간했습니다, 제주의 자연환경과 자원을 담은 <세계자연유산이 뭐길래>와 <신이 내린 씨앗, 메밀>이 그 책입니다. 국가기록원에 최근 10여년 간 등록된 제주관련 출판물은 1천여 종이 넘지만 정작 일반 대중들이 접할 수 있는 출판물은 거의 없다시피해 동네책방이 직접 출간을 하게 된 겁니다. 지역일간지 기자 출신인 책방지기 강시영 씨는 공동저자로도 참여해 제주의 유네스코 세계자연유산 등재 당시 뒷이야기와 직접 답사취재한 세계의 자연유산 이야기들을 책에 담았습니다. <인터뷰 : 강시영 / 책방 운영·제주환경문화원장> "발로 뛴 그런 내용들이거든요. 사진도 직접 사진작가가 국내외 전부 다 찍은 사진들이에요. 제주도가 세계자연유산으로 등재되기까지의 여러 가지 숱한 과정들이 있었는데 일반 대중들에게 잘 알려지지 않은 비하인드 스토리들도 꽤 있었거든요." 전국에서 가장 넓은 재배면적을 자랑하는 제주 메밀의 이야기도 한 권의 책으로 담아냈습니다. 제주의 신화 속 메밀 이야기와 재배 환경, 관련 음식 등 다양한 내용들로 채워졌습니다. <인터뷰 : 김찬수 / 한라산생태문화연구소장> "막연히 메밀꽃이 아름답고 추억의 음식이다라는 측면이 아니라 구체적으로 어떻게 일반 서민들한테 투영되어 있고 그것들이 과학적으로는 어떻게 설명해야 되는지 이런 것들에 대한 내용을 실었습니다." 이 동네책방은 앞으로 세계지질공원과 제주밭담, 제주숲 등 제주다움을 담은 다양한 책들을 해마다 시리즈로 펴낼 예정입니다. 제주의 가치를 기록하는 작은 책방의 시도에 주목하는 이유이기도 합니다.

  • Promotional Videos to Promote Haenyeo Culture A promotional video to promote the culture of Jeju Haenyeo women divers has been produced. The culture of Jeju’s Haenyeo is listed as a UNESCO Intangible Cultural Heritage of Humanity. The Cultural Heritage Administration and Korea Cultural Heritage Foundation released the promotional video for Jeju Haenyeo under the title “Keeping The Tradition Alive” and is available on YouTube. (서경덕) Seo Kyoung-duk, professor at Sungshin Women's University, planned out the video and a singer (윤도현) Yoon Do-hyun narrated the video. This video introduces the values of the culture of Jeju Haenyeo, along with the hard work of the women divers and their community culture. English subtitles have also been created for the videos and they plan to publicize Jeju Haenyeo’s culture through sharing the video with overseas Koreans and the international student communities. 유네스코 세계유산 '제주해녀' 홍보영상 제작 유네스코 인류 무형유산인 제주해녀 문화의 가치를 알리는 홍보영상이 제작됐습니다. 문화재청과 한국문화재재단은 '같이해서 잇다, 가치를 잇다'라는 제목의 제주해녀 홍보 영상을 유튜브를 통해 공개했습니다. 성신여대 서경덕 교수가 기획하고 가수 윤도현이 내래이션을 맡은 이 영상은 해녀 물질과 공동체 문화를 통해 제주해녀문화의 가치를 소개하고 있습니다. 문화재청과 한국문화재재단은 해당 영상에 영어 자막을 달고 각국 재외동포와 유학생 커뮤니티에 공유해 해녀문화를 전 세계에 알릴 방침입니다.

  • International Students in JNU Totals 5,499 The number of international students studying at Jeju National University in recent decade has totalled to 5,500. According to Jeju National Univerity, international students enrolled at JNU for the past 10 years totalled 5,499 students from a total of 72 countries and among them, 1,735 were graduate students. In particular, the percentage of foreign students studying bachelor degrees at JNU was 6.1% in 2019 placing Jeju National University at the top with the rate among flagship Korean National Universities. 2,012 students at JNU have taken credits from exchange partner universities and 56 students have received dual degrees in overseas universities. 제주대, 최근 10년간 외국인 유학생 5천499명 최근 10년 동안 제주대학교에서 유학중인 외국인 학생이 5천5백명에 육박하는 것으로 나타났습니다. 제주대학교에 따르면 지난 10년간 외국인 유학생은 72개국 5천499명으로, 이 가운데 대학원생은 천735명으로 집계됐습니다. 특히 지난 2019년 학부 외국인 유학생 비율은 6.1%로 거점 국립대학 가운데 1위를 차지했습니다. 제주대 학생 가운데 교류 해외대학에서 학점을 이수한 학생은 2천12명, 해외대학에서 복수학위를 취득한 학생은 56명으로 나타났습니다.

  • Province Make Effort to Prevent Spread of AI Authorities are enacting tougher measures to prevent the spread of Highly Pathogenic Avian Influenza. The provincial government said that five cases of HPAI have been detected during this winter, including the case where AI was recently detected in (오조리) Ojo-ri, Seongsan-eup. The province will designate the regions where AI was detected as monitoring areas and has ordered movement restrictions of a total of 400,000 poultries from 30 poultry-farms. Officials also urged farms to restrict access and follow quarantine measures. 고병원성 조류인플루엔자 차단방역 주력 제주도가 고병원성 조류인플루엔자 예방을 위한 고강도 차단방역에 나섰습니다. 제주도는 최근 성산 오조리에서 발견된 알락오리 폐사체에서 AI가 검출되는 등 이번 겨울에만 5건의 바이러스가 확인된 만큼, 철새도래지 방역을 강화하고 있다고 밝혔습니다. 또 바이러스 검출지점 일대를 예찰지역으로 설정하고, 30개 농가 닭 40만 마리에 대한 이동제한 조치를 내렸습니다. 제주도는 농가에서도 외부인들의 출입을 제한하고 방역수칙을 철저히 지켜달라고 당부했습니다.

  • Prices of Mandarin Oranges Drop The prices of mandarin oranges, such as Hallabong and Red Hyaang, are dropping rapidly due to the decrease in the consumption after the Lunar New Year holidays. According to the province, the price of Red Hyang recorded 14,000 won per 3 kilograms, which is a 40% decrease compared to the prices before the Lunar New Year holidays. Also, prices of Hallabong and Cheon Hye-hyang decreased by 30%. The price drop is attributed to the slowdown of fruit consumption after the Lunar New Year holidays and reduction of consumption caused by COVID-19 in addition to strikes by delivery workers. Thus, the province will promote a campaign to help encourage consumption through discount sales at large markets such as Nonghyup Mall and Public Home Shopping companies.   • 313 Public Servants to be Hired The local government has set plans to hire a total of 313 public servants this year. Officials will fill 313 openings, including 17 in administration and research divisions, 17 temporary employees, and 277 grade 8 and 9 civil servants. Tests will take place on June 18th for grade 8 and 9 civil servants and on October 29th for grade 7 public servants.   • Less Newborns than Number of Deaths Natural decrease of population is shown for the first time in Jeju since records began. The number of newborns in Jeju was less than the number of deaths last year. According to the National Statistical Office, the number of newborns in 2021 was 3,700. This is a historic low and Jeju has hit record low for five years in a row. On the other hand, the number of deaths in Jeju hits 4,200. This is the first time that Jeju has exceeded 4,000 deaths. It is also the first time that the number of births is less than the number of deaths in Jeju since records began in 1983. Total fertility rate, which refers to the average number of children that a woman is expected to have during her lifetime, decreases by 7% compared to last years 0.95 which is the first time that the total fertility rate marks less than one. 지난해 제주 인구 첫 '자연감소'…출생아 최저 지난해 제주지역 출생아 수가 사망자 수보다 적어 관련 통계 작성 이후 처음으로 인구 자연감소가 나타났습니다. 통계청에 따르면, 지난해 도내 출생아 수는 3천 700명으로 5년 연속 역대 최저기록을 경신했습니다. 반면 도내 사망자 수는 4천 200명으로 처음으로 4천명을 넘었습니다. 출생아 수가 사망자 수보다 적은 건 1983년 관련 통계 작성 이후 처음입니다. 여성 한 명이 평생 낳을 것으로 예상되는 합계 출산율은 0.95명으로 전년보다 7% 감소하며 사상 처음 한 명대 아래로 내려갔습니다.

  • Case of Child Neglect Put on Probation In March last year, a couple in their thirties brought their three-day-old newborn baby to a postpartum care center in Jeju City and then disappeared. The parents left without registering the child’s birth. After the incident was reported to police, they were caught eight months later in (평택) Pyeongtaek, (경기) Gyeonggi Province. Without registration of the birth, the infant was left in limbo, ineligible for any financial support such as child allowances or medical checkups. The couple, which in October 2019 also abandoned their first child, were arrested and charged with child abandonment and neglect under the Child Welfare Act. At their trial, the court sentenced the 36-year-old mother, known as A, to ten months in prison, and her husband, a 34-year-old man known as B, to eight months in prison. But their sentences were suspended for two years. In addition, the court ordered 40 hours of child abuse prevention education and probation. The court ruled the suspended prison term was given in light of the seriousness of the defendants’ negligence in their parental obligations. However, the court added that their confession and promise to raise the child, as well as no prior criminal convictions, were mitigating factors. In the end, the court ruling of a suspended sentence and conditional release provides the parents with a second chance to raise their children. The children are also receiving help from individuals and organizations in the community such as the Jeju Regional Bar Association which is facilitating their birth registration. 신생아 방임·유기 30대 부부 '집행유예' 지난해 3월, 제주시내 한 산후조리원에 생후 사흘된 신생아를 맡긴 뒤 연락이 두절된 30대 부부. 아이의 출생신고도 하지 않은 채 잠적한 부부는 경찰에 신고가 접수된 지 8개월여 만에 경기도 평택에서 붙잡혔습니다. 당시 출생신고가 이뤄지지 않는 바람에 아이는 건강검진이나 아동수당 등 국가의 지원을 전혀 받지 못하고 있었습니다. 이들은 지난 2019년 10월에도 같은 방식으로 첫째 아이를 유기한 혐의까지 추가돼 결국 구속수감됐고 검찰은 아동복지법상 유기와 방임 혐의로 기소했습니다. 이들에 대한 선고공판에서 1심 재판부는 아이 엄마인 36살 여성 A씨에게 징역 10개월에 집행유예 2년을 남편인 34살 남성 B씨에게는 징역 8개월에 집행유예 2년을 선고했습니다. 이와 함께 40시간의 아동학대 재범예방 교육 이수와 보호관찰도 명령했습니다. 재판부는 피고인들이 기본 양육의무를 소홀히 한 점 등은 죄질이 가볍지 않지만 자신들의 범행을 자백하고 앞으로 양육을 다짐하고 있는 점, 같은 전과가 없는 점 등을 고려해 이같이 선고한다고 판시했습니다. 집행유예를 선고해 석방함으로써 부모로서의 역할 기회를 제공한 것입니다. 한편, 앞서 피해 아동들에 대한 소식이 전해지면서 출생신고를 위해 제주지방변호사회에서 무료로 가사소송을 지원하는 등 곳곳에서 도움의 손길이 이어지기도 했습니다.

  • Investigations on Recipients of Living Subsidies The Jeju City Municipal Office will conduct an investigation for follow-up management of recipients of basic living, including eligibility to receive the subsidies through March 10th. 12,000 households are subject to the investigation. Households with any changes to the number of family members, assets or registration to enter schools must submit related documents to local community centers. Jeju City will reflect the changes found in this investigation and conduct post management measures on recipients of national basic livelihood guarantees, such as checking their eligibility and appropriateness of the support. 제주시, 기초생활보장수급자 자격 확인조사 제주시가 다음달 10일까지 기초생활보장수급자 사후관리를 위한 수급 자격 등 확인 조사를 실시합니다. 조사대상은 1만 2천여 가구로 가구원과 소득, 재산이나 취학 여부 등 변동사항이 있으면 읍면동 주민센터로 관련 서류를 제출해야 합니다. 제주시는 이번 조사로 소득 변동이 있는 가구를 신속히 반영해 수급 자격과 지원의 적정성 등 사후관리에 나설 방침입니다.
