Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Receiving Applications for Tree Thinning The Seogwipo City Municipal Office is receiving applications from orchards for a project of tangerine tree thinning by March. The total area subject to thinning will be 201 hectares and the participants of the project will receive the support of 2 million won per hectare. Applications for the service can be made at the local National Agricultural Cooperative Federation for the members of the federation and the district administrative office where the tangerine orchard is located for nonmembers. Last year, 324 orchards with 128 hectares of lands conducted thinning and a budget of 250 million won was supported for them. 서귀포시, 노지감귤 201ha 간벌…3월까지 신청 서귀포시가 오는 3월까지 감귤원 간벌 사업 참여 신청을 받습니다. 간벌사업 규모는 201ha로 참여 농가에는 ha 당 200만원이 지원됩니다. 농감협 조합원의 경우 소속 농감협으로 신청하면 되고 비조합원의 감귤원은 읍면동 주민센터로 접수하면 됩니다. 지난해에는 324농가가 128ha를 간벌했으며 2억 5천만 원이 지원됐습니다.

  • Construction Industry in Seogwipo Recovers The construction industry in Seogwipo City is showing a sign of recovery by presenting an upswing for the first time in five years. The Seogwipo City approved permits for construction on 685,000 square meters of land with 1,800 cases last month. That’s 13.5 percent more land than the same period last year. By sector, the trend was most apparent in the public sector, by showing an increase by 116%, followed by a 30% increase in construction of the agricultural and fisheries sector and a 9% rise in the residential sector. On the other hand, the construction in the commercial sector and social and education sectors decreased by 1.3% and 35%, respectively. Also noteworthy is the number of construction reports that amounted to 1,220 which is a 43.7% increase compared to the previous year. 지난해 서귀포시 건축경기 5년 만에 '회복세' 지난해 서귀포시 건축경기가 5년 만에 상승세를 나타내며 회복세로 전환됐습니다. 서귀포시에 따르면 지난해 말 기준 서귀포시 건축허가 면적은 1천800여 건에 68만 5천 제곱미터로 전년 같은 기간 보다 13.5% 증가했습니다. 용도별로는 주거용이 9%, 농수산용 30%, 공공 건축물이 116% 증가했습니다. 반면 상업용은 1.3%, 문교·사회용 건축물은 35%가량 감소한 것으로 집계됐습니다. 이와 함께 건축물 착공신고도 1천220건으로 전년 대비 43.7% 증가했습니다.

In particular, the province is planning to investigate online stores as well. as online purchases and deliveries are expected to increase due to the spread of COVID-19.   • New Rules for the New Year Beginning this year, all car buyers must prove that they have a space to park the vehicle, or the purchase will not be approved. Vehicles having an engine with a cubic capacity of under 1,500 ccs had been exempted from the policy, but beginning this year purchasers of cars in all size classes are required to prove possession of a space. The province will financially support parking lot creation with a limit of 50 percent of construction cost. Property purchase costs cannot be subsidized. Local businesses that have been impacted by the coronavirus can temporarily receive aid for personnel expenses if they hire new employees aged between 19 and 65. 600,000 won will be paid to a business per new employee per year. A local farmers' annual allowance of 400,000 won will be paid for the first time. Those who earn less than 37,000,000 won from outside agriculture or farm businesses registered for over two years will be eligible. Applications will be received soon, and the payment will be directly added to the province's local prepaid cards before July at the earliest. Transparent plastic bottles must be separated from other recyclable plastic bottles across the island. The bottles should be emptied, and their labels should be removed before putting them into bins for transparent bottles. The Jeju Safety Code, an app that allows visitors to check-in at public places, now has additional functions. The app can demonstrate one's COVD-19 vaccination status. Thus, the policy will be integrated in accordance with the Game Industry Promotion Act in a way that parents and teenagers will autonomously set their game time.   • More Recipients for Basic Pension As the upper limit for basic pension for elders will be higher, the number of recipients will increase. According to the province, the upper limit for the basic pension for a single elderly household will increase this year from 1.69 million won to 1.8 million won, which is a 6.5% rise. This increased amount reflects the rise of the minimum wage and allows seniors aged 65 or older with monthly income between 1.69 and 1.8 million won to receive the basic pension. Previously, elders with income higher than 1.69 million won could not receive the basic pension. Applications can be submitted through community centers, the Jeju branch of the National Pension Service and Bokjiro website, which is the website for the welfare information system. 어르신 기초연금 선정 기준 6.5% 상향 어르신 기초연금 선정 기준액이 상향 조정돼 수급자가 확대 될 전망입니다. 제주도에 따르면 내년부터 기초연금 선정 기준액이 단독가구 기준 169만 원에서 180만 원으로 6.5% 오른다고 밝혔습니다. 이는 최저임금 인상율이 반영된 것으로 월 소득이 169만 원을 초과해 기초연금을 받지 못했던 65살 이상 어르신들도 180만 원을 넘지 않으면 연금을 받을 수 있게 됩니다. 기초연금 신청은 주소지 관할 주민센터 또는 국민연금공단 제주지사, 복지로 사이트에서 가능합니다.

  • More Supply of Apartments A research found that the supply of apartments for long-term leases has exceeded the demand in just one year. According to the Korea Realestate Board, the index of supply and demand for apartments which are leased on a deposit basis dropped to 98.3 on the 27th of last month. This is the first time in 12 months that the index has fell below 100 in Jeju. If the index is smaller than 100, it indicates that the supply is larger than demand. Meanwhile, the prices of long-term lease apartments increased by 16% last year in Jeju, which is the highest increase rate in the country. However, the increase rate has decreased for three consecutive weeks in the last month. 제주, 1년 만에 아파트 전세 공급이 많아져 제주지역 아파트 전세 공급이 1년 만에 수요보다 더 많아진 것으로 조사됐습니다. 한국부동산원에 따르면 지난 27일 기준 제주도의 아파트 전세수급지수는 98.3으로 12개월 만에 처음으로 기준선인 100 이하로 떨어졌습니다. 전세수급 지수가 100 이하일 경우 시장에서 수요보다 공급이 많다는 의미입니다. 한편 제주도 아파트 전셋값은 올 들어 16% 올라 전국 17개 시·도 가운데 상승률이 가장 높았지만 이달 들어 전셋값 상승폭은 3주 연속 둔화됐습니다.

Originally, Jeju City planned to operate the vaccination center by the end of last month, but the city decided to extend the operation period as the vaccination demand has increased due to inoculation for teenages and booster shots. People who wish to be inoculated can visit the vaccination center and receive shots without pre-booking. As the operation of the center will be extended, Jeju City asked city residents to join in the COVID-19 inoculations actively to prevent the spread of variants of COVID-19. 제주시 예방접종센터 내년 3월까지 연장 운영 한라체육관에 마련된 제주시 예방접종센터가 내년 3월까지 연장 운영됩니다. 제주시는 예방접종센터를 당초 연말까지만 운영할 예정이었지만 청소년 접종과 3차 추가접종 등 접종 수요가 확대됨에 따라 이같이 결정했다고 밝혔습니다. 예방접종센터에는 사전예약 없이 방문해 접종할 수 있는 원스톱 운영체계를 그대로 유지할 예정입니다. 제주시는 변이 바이러스 대비 등을 위해 연장 운영하는 만큼 백신 접종에 적극 참여해 줄 것을 당부했습니다.

The judge explained that the ruling was made as the field that was used was not small and had been using it for a long time, but they are reflecting on themselves and have restored some parts of the fields. 17년간 산지 불법 전용 60대 징역형 제주지방법원 형사단독 심병직 판사는 지난 2004년부터 제주시내 한 임야에서 허가를 받지 않은 채 자생식물을 제거한 후 암석을 적치하는 등의 산지를 전용한 혐의로 기소된 61살 이 모 피고인에게 징역 1년 4월에 집행유예 2년을, 해당 업체에 벌금 1천 200만원을 선고했습니다. 심 판사는 판결문에서 무단으로 전용한 산지의 면적이 적지 않고 전용기간 또한 상당히 오래됐지만 일부를 복구했고 반성하고 있어 이같이 선고한다고 판시했습니다.
